Valley County Job DescriptionJob Title:Appraiser, ResidentialLast Revision:February, 2015Reports to:Assessor, Chief Deputy &Senior AppraiserFLSA Status:Non-Exempt, Fulltime HourlyJob SummaryUnder the direction of the Assessor, Chief Deputy Assessor or Senior Appraiser the Residential Appraiser performs a variety of technical duties related to the appraisal of improved and unimproved rural, residential, and mobile homes to determine market value for county tax purposes.Duties and ResponsibilitiesConducts appraisals and reappraisals of residential and rural property.Surveys county building activity for new construction or improvements; locates and analyzes changes in land use and makes appropriate adjustments in property appraisals.Performs detailed appraisal of rural and residential property to arrive at an estimated fair market value; using the income, market and cost approaches, records appraisal information on standardized report forms. Enters data on the Computer Assisted Mass Appraisal system. Interviews persons familiar with property.Collects income and expense information relating to property. Takes measurements and makes sketches.Inspects property for construction, condition, and functional design Compiles data according to accepted appraisal practices in order to determine fair market value.Maintains current file and records on property sales within Valley County.Develops spreadsheets to array data into units of comparison. Defines Geo-Economic areas. Uses ratio studies to determine problem areas.Travels through designated areas being alert to new construction and land development. Researches building permit records, sales and leased plat and tax rolls. Locates new property development and contacts property owner’s to arrange for appraisal. Answers questions of property owners related to the valuation and assessment of property. May be required to testify in court should an appraisal be challenged.May assist with training of new employees.Perform other functions of the department and fills in for other staff as needed.Responsible for working safely and in compliance with Safety rules at all times.Must be able to develop and maintain working relationships with the public, fellow employees, and supervisors.Other duties as assigned.QualificationsHigh School diploma or equivalent and/or the ability to read, write, follow directions and perform the essential functions of the job. Associate or Bachelor degree is preferred.Appraisal Experience is preferred.Obtain or possess valid Driver’s License.Ability to read, analyze and interpret legal documents and maps. Strong customer service skills.Good verbal and written communication skills. Working knowledge of material quality and cost of construction is desired. Ability to visually observe the physical details of property and arrive at an accurate and equitable appraisal by applying the appropriate methods of valuation. Ability to interpret cost manuals used in the appraisal of property. Ability to make judgment decisions in the appraisal process.Ability to read legal descriptions, deeds, plat books, maps and blue prints Ability to operate a variety of tools and equipment such as calculator, computer, camera, measuring devices, etc. Completion of Appraisal Courses 1 and 2 within first year of hire date.Working conditions and physical demandsExposure to varying and extreme weather conditions.Regularly required to sit. Use hands to finger, handle or feel. Ability to reach with hands and arms and talk or hear. Frequently required to stand, walk, and drive. Frequent lifting or moving of up to 10 pounds.
