General Summary of Function/Purpose of PositionThis position requires expert knowledge of child welfare policy as well as the ability to analyze and interpret child welfare data. This position functions as an expert and consultant regarding the interplay of Children’s Protective Services (CPS) policy and data.?Responsibilities include evaluating proposed enacted federal and state legislation; analyzing and identifying the impact of these changes on current CPS policies and procedures; proposing, developing and implementing changes to current policy to reflect changes in federal and state statute; Responding to inquiries and the needs of other agencies, citizens, and law makers; Representing CPS program/policy office and providing insight as an expert in CPS policy on multiple committees and workgroups (both internal and external); analyzing trends of child abuse and neglect cases, including data regarding victims, perpetrators, and child deaths15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:30Reviews and evaluates proposed/enacted Federal and State Legislation.????Individual tasks related to the duty:Complete analyses of proposed legislation for CSA Administration, specifically outlining impact on the child welfare system, CPS policy, and child safety. Draft and respond to proposed changes in the Child Protection Law that impact the child welfare system. Make recommendations for policy and/or procedural change based on proposed/enacted legislation. Develop procedures for CPS staff based on enacted legislation.Duty 2General Summary:Percentage:30Completion of annual reports as well as responses to additional inquires for child welfare data Individual tasks related to the duty:Serve as a developer of the annual report provided to the Michigan Legislature that includes fiscal year data regarding child abuse and neglect. Provide Children’s Services Administration (CSA) and DHHS Director with children’s protective services data which includes but is not limited to child abuse/neglect victim trends, maltreatment specific trends, perpetrator trends, new birth match trends and demographic trends in child abuse and neglect cases both statewide and county to county. Respond to requests from the Office of Communications for ad hoc data regarding child abuse/neglect to be provided both internally and externally. Prepare and present PowerPoint Presentations, trend graphs, and written explanation of CPS data when requested by CPS Program Manager, CSA/DHHS Director and Deputy Director. Duty 3General Summary:Percentage:30Provide support and guidance to field staff regarding CPS program and policy Individual tasks related to the duty:Respond to inquiries through CPS policy inbox; provide guidance and clarification of CPS policy manual items for field staff. Prepare and present training on CPS policies and protocols to local DHHS offices and/or external partners. Prepare agency-wide communications to announce policy releases and to provide clarification surrounding new and/or existing policies. Duty 4General Summary:Percentage:10Other duties as assignedIndividual tasks related to the duty:Respond to inquiries from the public regarding CPS policy, and other procedural related questions. Attend meetings (internal and external) to provide CPS program and policy office insight and feedback. Maintain consistent communication with field staff, Office of Legal Affairs, Office of the Family Advocate, Office of the Children’s Ombudsman, as well as other children’s services policy writers to ensure that consideration is given to policy modifications. Additional related programmatic initiatives and projects related to child protection, systems and policy. 16.
