DUTY STATEMENTDEPARTMENT OF JUSTICECALIFORNIA JUSTICE INFORMATION SERVICES DIVISIONJUSTICE DATA AND INVESTIGATIVE SERVICES BUREAUCRIMINAL JUSTICE DATA BRANCHCRIMINAL JUSTICE STATISTICS CENTERSTATISTICAL DATA CENTERJOB TITLE: Research Data Analyst IPOSITION NUMBER: 420-701-5729-003INCUMBENT: STATEMENT OF DUTIES: Under the general supervision of the Staff Services Manager (SSM) I of the Criminal Justice Statistics Center (CJSC), Statistical Data Center, the Research Data Analyst (RDA) I will collect, analyze, and develop statistical reports and information which provides valid measures of crime and the criminal justice process in California as required by the Penal Code section 13010. The RDA I will perform a wide range of data quality and other data integrity related tasks. The RDA I will provide data management and maintenance support for one or more of the following data sets: Monthly Arrest and Citation Register (MACR), Crimes and Clearances (Crimes), Juvenile Courts and Probation Statistical System (JCPSS), Hate Crimes, The Values Act (Senate Bill 54), and the National Incident Based Reporting System (NIBRS). The RDA I will also participate in various activities to develop, implement, maintain, and enhance database protocols related to the above mentioned data sets. Additionally, the RDA I may perform statistical analyses using the appropriate methodology; interpret, summarize, and clearly/concisely communicate data quality findings; and develop materials to include in mandated publications. SUPERVISION RECEIVED: Reports directly to the SSM I, the SSM II, or the Crime Analyst Supervisor. SUPERVISION EXERCISED: None. TYPICAL PHYSICAL DEMANDS: The physical ability to sit at an ergonomic personal computer work station for extended periods of time while keying in data and to lift, carry, and move up to 20 pounds. TYPICAL WORKING CONDITIONS: Modular work station in an air-conditioned and smoke-free environment.ESSENTIAL FUNCTIONS:40%Responsible for developing and conducting various data integrity and quality control measures, using programming logic such as SQL scripts, Statistical Package for the Social Science (SPSS) syntax, PL1TAX, and others, to maintain the MACR, Crimes, JCPSS and other related data sets. Coordinate efforts with reporting partner agencies to improve data collection and reporting utilizing one or more of the following systems: Electronic-Crime and Arrest Reporting System (E-CARS), Juvenile Crime and Probation Statistical System (JCPSS), Hate Crime Analysis, Tracking & Evaluation Database (HATE), California Incident Based Reporting System (CIBRS). Perform basic statistical analyses using the SPSS, TOAD for Oracle and MS SQL, Excel, and Access applications.30% Perform basic research using industry standard best practices and approved DOJ methodologies. Gather, compile, analyze and interpret data from various statistical data submissions from partner law enforcement and criminal justice entities; prepare research and statistical reports; analyze written and numerical data regarding general criminal justice issues of interest; develop and evaluate alternatives; consult with and advise senior analysts, administrators or other interested parties on a wide variety of subject-matter areas related to the many statistical data sets, such as Adult Probation, Anti-Reproductive Rights Crimes, Arrests, Arson, Crimes and Clearances, Crimes Against Senior Citizens, Domestic Violence-Related Calls for Assistance, Hate Crimes, Homicide, and Juvenile Probation maintained by CJSC. 15%Respond to information requests from the Attorney General, law enforcement agencies, and other outside entities using available local, state, and national criminal justice data. Assist Research Program Specialist (RPS) I and RDA II staff with data extraction and analysis needed to respond to various requests.10%Contribute to the development of the mandated publications such as Crime in California, Homicide in California, Juvenile Justice in California, and Hate Crime in California; assist in other statistical analyses, and conduct oral presentations on the functions of CJSC, as required. 5%Participate in special projects, such as migration efforts to new systems and analysis and implementation of terminal operator updates.I have read and understand the essential functions of this position and can perform these duties with or without reasonable accommodation.
