Salary Level/Range: B18 ($39,521min. annually)

SUMMARY: Responsible for the implementation of employer service strategy as defined by Workforce Solutions Greater Dallas. Outreaches employers, conducts needs assessments and works with workforce partners to meet the Dallas employer community talent recruitment needs. Links the business community to appropriate workforce programs, coordinates employer services with workforce centers, community organizations, educational institutions and other stakeholders.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

1. Implements employer service strategies that match employer talent requirements with talent supply chain.

2. Recruits new employers and engages existing employers to use an array of talent recruitment and retention services available through Workforce Solutions Greater Dallas, , TWC Skills Development Grants and other workforce ecosystem resources.

3. Conducts talent needs assessments and recommends solutions to meet talent pipeline requirements. Advises employers on available resources and coordinates talent pipeline strategies and solutions with WFSDallas workforce centers, community organizations, educational institutions and other stakeholders.

4. Advises employers on available resources, training programs and labor market information

5. Coordinates services and events with Workforce Center Manager and assigned staff to develop and implement plans to meet employer needs

6. Plans and executes small and large scale recruitment events such as job fairs, in the community, at the workforce centers and at employer facilities.

7. Understands WFSDallas Employer Service Sector Strategy and provides staff support as appropriate.

8. Disseminates workforce intelligence to stakeholders, partners, businesses, job seekers, providers, staff, and citizens. May work with and speak to community and professional groups to coordinate, improve, and stimulate interest in the program.

9. Monitors performance measures, ensures data entry is completed timely and accurately for worked performed in assigned territory, industry sector and/or workforce center. Tracks employer activities in the customer relations management system.

10. Other duties as assigned

SUPERVISORY RESPONSIBLITIES:

This position reports to the Employer Service Representative Lead and works within established Workforce Solutions Greater Dallas, State and Federal guidelines and regulations under general guidance and supervision and according to agency procedures and policies. Acts on own initiative to develop, initiate, implement, evaluate, and improves activities in relation to overall agency goals and established guidelines and regulations.

QUALIFICATIONS:

Education and/or Experience

Bachelor’s degree (B.A.) from four-year college, or university in Business Administration, Public Administration, or a related field. Must have strong relationship development background, knowledge of the Dallas County labor market, and a minimum of four years progressively responsible experience. Strong sales technique skills and experience (planning, product, promotion, price, and prospecting). Strong understanding of human resource topics (recruiting, application process, hiring, termination, assessment tools, benefits, turnover analysis, job skills analysis, staff development). Self-motivated and self-directed.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, grant proposals, and procedure manuals. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information and respond to questions from groups of managers, clients, customers, board members, and the general public. Strong listening skills with customers, analyze expressed needs and suggest solutions and action plan. Strong verbal and written communication skills. Works well in teams and with business customers and other staff (flexible, congenial and adaptable).

Math Skills

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Results-oriented.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Strong research skills in the area of employers/industries.

Computer Skills

To perform this job successfully, an individual should have knowledge of Word Processing software; Spreadsheet software; E-mail; Internet software and Database software. Proficient in Microsoft Windows and Office Professional, familiar with and able to use computers, able to learn new software

PHYSICAL DEMANDS:

Travel

Due to nature of job, travel will be required approximately 75-80% of work time. Must possess own method of transportation.

Position will be assigned to work from one or more of the workforce centers in Dallas County. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Individual performs duties in a standardized office environment. The noise level in the work environment is usually moderate.
