NORAD and USNORTHCOM Contracting Officer Representative (COR) Training Policy

For N-NC CORs, the following courses are mandatory and must be completed before a COR can obtain Phase II training: CLM 003 (Acquisition Ethics), CLC 107 (OPSEC Contract Requirements), and CLC 222 (Online Training for Contracting Officer’s Representatives), and FAC 022 (Combating Human Trafficking). These courses are available from the Defense Acquisition University (DAU) located at the following URL:



In addition, CORs must have established or establish an active Wide Area Workflow (WAWF) account to include both WAWF and the CORT Tool functions, accomplish an OGE 450 (Financial Disclosure Statement) and place on file with the N-NC Legal Office prior to receiving a Local Contracting Officers Representative (LCOR) Phase I training certificate.

LCOR Phase I certificate will not be issued until COR has met with the NORAD and USNORTHCOM Quality Assurance Program Coodinator (QAPC), Mr. Charles Roth (554-0797) to go over specific requirements applicable to performing COR functions at N-NC, and confirmation has been obtained that all the training and system requirements above have been fulfilled, and that the COR can log on to WAWF for the purposes of accepting contractor-submitted invoices.

Please accomplish all actions identified for registering as a new user. You will need to accomplish a DD 2875 for both WAWF and CORT Tool (combined on the same DD 2875), and provide to Ms Claudia Thew (556-7415) at the 21st Space Wing so she can establish your account since CORs will accept contractor submitted invoices each month. Once these requirements have been met, the QAPC will forward a LCOR Phase I certificate to the applicable 21 CONS Contracting Officer (CO) and Phase II training will be conducted with the COR and the CO or assigned Contract Specialist.

Please provide copies of all training certificates to the QAPC, Mr. Charles Roth.
