Welcome—Chair—Barbara McCleary welcomed the members.
Meeting Minutes—the June 4, 2010 meeting minutes were approved.
New Business— Barbara McCleary introduced the DQP Business Plan and By-laws. Barbara also discussed the Board’s work on strategic planning, along with the process that was used.
Joe Martini discussed DQP Goals and Strategies. The floor was then opened for discussion.
Changes to the By-laws were reviewed with those present. Changes were approved by voice vote.
The Department of Children, Youth and their Families were performing an Organizational Planning Survey using Baldrige criteria. They have been conducting this since 2003. For more information contact Bob Challenger.

Leighann Hinkle, Policy Advisor, Office of Management and Budget
State government operates more efficiently when it focuses on outcomes, when leaders set clear and measureable goals, and when agencies use measurement to reinforce priorities, motivate action, and illuminate a path to improvement. To accomplish these tasks, the Governor is implementing a statewide performance management system beginning in Fiscal Year 2012. Cabinet agencies were asked to identify high-priority goals aligning them with one or more of the Governor's three core priorities. Leighann and Joe will share information about the Governor's priorities and the efforts taken to assist members of the cabinet and division directors in the identification of their agency's high-priority goals and performance measures and the next steps in the implementation process.
