JOB DESCRIPTION

This position provides professional services in planning and overseeing statewide child nutrition programs as required by Federal regulatons. During summer months this position oversees Maine’s Summer Food Service Program with over 400 sites statewide. During the school year the position is part of the review team visiting schools, which is required by Federal law to review 33% of Maine school districts. Responsibilities include: training, recommending and implementing standards, rules, and regulations regarding all Child Nutrition Programs. This position works with non-profit organizations to particapte in the Summer Food Service program. This position works with the Local Education Agency in local food service financial management. Position is Project Manager for child nutrition outreach project and a market research project to increase participation. Work is performed in a team environment with limited supervision.

TYPICAL DUTIES:

• Monitors rules, regulations, and operating standards for local Child Nutrition Programs in order to ensure federal and state standards are met. Reviews and local visits.

• Oversees all parts of the Summer Food Service program.

• Monitors SAE- Budget, compliance, maximizing usuage, and contracts.

• Arranges for professional development opportunities for school administrators, school food service staff, summer sponsors, and Department Staff in order to enhance their understanding of Child Nutrition issues, operations, and to help maintain standards.

• Advises and consults with LEA's in order to provide technical assistance in interpreting laws, rules, and regulations governing school nutrition and Summer Food Service Program.

• Writes detailed reports as a follow-up to compliances reviews for Breakfast, Lunch, and Summer Food Service Programs.

• Conducts training of State Agency Reviewers

KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of Federal Food and Nutrition Services programs and regulations.

• Knowledge of USDA Meal Patterns- National School Lunch Program & Summer.

• Knowledge of USDA guidance and memos.

• Knowledge of local issues to create solutions.

• Knowledge of Maine Food Code.

• Knowledge of financial reporting procedures (Internal & External).

• Skilled in vehicle operation.

• Ability to present skills in an understandable method.

• Skilled in research and use using internet.

• Ability to effectively communicate verbally and written.

• Ability to develop training sessions for various education levels.

• Ability to lead and monitor work groups.

• Ability to reach out to non-profit for recruiting summer programs.

• Knowledge of State Purchase Processes.

• Knowledge of State Contracting Procedures.

MINIMUM QUALIFICATIONS:

A Bachelors’ Degree in Education or health/nutrition area and four (4) years professional level experience in health/nutrition program administration and/or program management/supervision. A Masters’ Degree in Education or health/nutrition may be substituted for experience on a year-for-year basis. Preference will be given to candidates possessing health, nutrition and/or dietary credentials and school related experience.

BENEFITS

The value of State’s share of Employee’s Retirement: 15.85% of salary for BU positions. The value of State-paid Dental Insurance: $13.13 biweekly. The value* of State-paid Health Insurance:

• Level 1: 100% State Contribution (employee pays nothing): $415.11 biweekly

• Level 2: 95% State Contribution (employee pays 5%): $394.35 biweekly

• Level 3: 90% State Contribution (employee pays 10%): $373.60 biweekly

• Level 4: 85% State Contribution (employee pays 15%): $352.84 biweekly

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
