SUBJECT: Request for Information for Electronic Payment Acceptance Services (EPAY) Master Service Agreement (MSA)

INTRODUCTION The Department of General Services (DGS), Procurement Division, is releasing this Request for Information (RFI) to seek information from potential service providers regarding future Electronic Payment Acceptance (EPAY) Services MSAs. Note: The cost for developing a response to this RFI is entirely the responder's responsibility and shall not be chargeable to DGS or to any other State agency. KEY ACTION DATES Release of the RFI ? August 9, 2016 Response requested by August 24, 2016, 5:00 p.m. Pacific Daylight Savings Time (PDST) BACKGROUND The future Electronic Payment Acceptance Services MSAs may provide a full range of electronic credit card acceptance and processing services allowing ordering agencies to accept payment by means of credit card or other payment devices. The current EPAY MSAs provide: (1) Credit and Debit Card Processing; (2) E-Check Processing; (3) Electronic Check Conversion / Remote Deposit Processing; and (4) General Payment Services (Electronic Fund Transfer). The MSAs will provide services to the State of California agencies and participating local government entities. The current EPAY MSAs were established in 2010. The initial term consisted of five (5) years and included an option for one additional two (2) year extension period at the same rates, terms and conditions. It is anticipated that the future MSAs will be for a similar term with optional extensions. The current MSAs may be found at:

PROCUREMENT APPROACH This RFI is the first step in establishing EPAY MSAs. Based on potential service providers' and State subject matter experts' responses, DGS plans to release a solicitation to the public to which bidders may respond. Responsive and responsible bidders meeting the solicitation requirements would be awarded an MSA for Electronic Payment Acceptance Services. INFORMATION BEING REQUESTED DGS is requesting interested EPAY providers to respond to this RFI. Service providers are asked to review the RFI questionnaire, provide comments, and return as described in "Responding to this RFI" below. Any comments suggesting removal or a change to a requirement should be accompanied by a brief explanation supporting the suggestion and include a recommended alternative to the requirement.

RESPONDING TO THIS RFI Interested parties should complete the RFI Questionnaire by August 24, 2016, 5:00 p.m. PDST, as described in the Key Action Dates section provided on the first page of this RFI. If additional space is needed for your response, please continue your response on a separate word document.
