CalVet released a RFP, $3 million in support of the Veteran Support Self-Reliance program (VSSR), part of the $25 million placed into the budget for supporting senior Veterans in permanent housing (separate from HUD-vash) o VSSR pilot program 3-year pilot program through a grant process that determines if additional supportive services for veterans age 55+ that find chronic homelessness can receive improved outcomes o

Information Technology-Master Service Agreement (IT-MSA) has been rebranded and renamed to the Technology, Digital, & Data Consultation MSA o Request for interest posted: October 4th o Deadline for feedback: October 18th o DGS is seeking feedback on the extended scope of work and new classification that has been added. o Webpage:

? Emergency Registry Update o This is a dedicated portal for California certified businesses to register as a SB/DVBE who can deliver emergency goods and services to the state around-the clock. o Active as of September 30, 2021

? California SB/DVBE Atlas Tool (CalSAT) o New mapping tool that overlays all certified small business (SB) and DVBE locations within disadvantaged communities (as defined by a mapping tool by CalEPA for environmental justice which holistically looks at 32 factors in developing a ranking of business development, socio-economic, health, and vulnerable population)

Interactive mapping tools that provides information separated by county, city, firm, contract activity, procurement information, certification, and UNSPSC codes

Helps assess the SB/DVBE certification and outreach programs in disadvantaged communities and inform targeted outreach strategies to small diverse and disabled veteran owned businesses as authorized by the Government Code 11139.6 in the Proposition 209 environment.

DGS reciprocity partner addition, University of California (UC) o UC established a diverse business advisory council in 2016 to foster, promote, retain, and increase procurement dollars with small, diverse, disadvantaged, and local businesses within the UC system DGS learned that UC Procurement did not have central investment UC-wide small business or supplier diversity programs. UC campuses were independently shaping their supplier diversity programs In 2018 UCLA conducted a program assessment which included 30+ recommendations to foster and improve their small business commitment UCwide

? Overhaul an existing UC policy to include a 25%-spend goal with economically and socially responsible suppliers to also include small businesses and DVBEs

o In March 2021, UC adopted a Small Business first program The program mirrors the DGS first policy which is based off of DGS small business and DVBE option purchasing method UC committed to providing more opportunities for certified small businesses and DVBEs Informal quote to award (instant award)

? All non-construction, UC contracts, and procurement between $10,000 $250,000, that cannot be procured via an existing strategically sourced agreement must be awarded to a small business or DVBE whenever practical

? Only requires one quote for purchases from $10,000-$100,000

? Requires two quotes for procurements from $100,000 up to $250,000 with some exemption waivers allowed
