right-91260200 TERMS OF REFERENCEMONITORING AND EVALUATION SPECIALIST(ANNEX A)HEALTH SERVICES SUPPORT PROGRAM (HSSP)MINISTRY OF HEALTHLOAN NO.: TT-L1039BACKGROUND The Government of the Republic of Trinidad and Tobago and the Inter-American Development Bank (IDB) entered into a loan agreement for the TT-L1039 – Health Services Support Program (HSSP) for a period of five years August 12, 2017 to August 11, 2021 with an expected extension of two years to August 11 2023. The Health Services Support Program (HSSP TT-L1039) aims to prevent and control non-communicable diseases among adults and prevent and control risk factors among primary and secondary school students by strengthening the delivery of integrated primary care services; implementing behavior change programs and policies; ensuring Human Resources for Health (HRH); and enhancing Health Facilities Investment Management.The Programme is comprised of the following four components:Component 1- Implementation of NCD Prevention and Control Plan: The objective is to reduce the morbidity and mortality from NCD’s by increasing screening early identification and treatment of NCD risk factors, as set out in the NCD Prevention and Control ponent 2 – Execution of the Human Resources for Health PlanComponent 3 – Implementation of an e-Health Information Management System (e-HIMS)Component 4 – Strengthening of Health Facilities Investment Management A Project Implementation Unit (PIU) was established in the Ministry and is comprised of specialist skills and competencies to execute core functions of the PIU including procurement, finance and monitoring and evaluation. Accordingly, the PIU requires a Monitoring and Evaluation Specialist to execute the M&E function of the HSSP loan program at all levels i.e., Project impact, component and activity outputs and outcomes. The Monitoring and Evaluation Specialist will be responsible for the M&E function of the Project and its four (4) components including overall monitoring and evaluation; collecting/collating baseline data/ information and reports; developing indicators for monitoring performance and implementation of project activities; developing reporting templates for implementing partners, providing technical support to technical partners with meeting project reporting requirements, producing annual and other related reports and presentations on HSSP performance; generating data and information to support evidenced-based planning and decision making in relation to the HSSP, preparing the TORs and providing technical support for the HSSP end of project evaluation. 2. OBJECTIVES2.1 General ObjectiveDevelop and manage the HSSP Monitoring and Evaluation function within the context of the HSSP M&E Framework/Plan at all levels of the project.Specific ObjectivesDevelop and report on all HSSP Project indicators Oversee and support implementation of all M&E activities at both project and activity level Prepare various types of reports on HSSP performance against Project indicators Support the preparation and implementation of the HSSP end of project evaluationSCOPE OF SERVICES, TASKS AND EXPECTED DELIVERABLESReview and revise the HSSP Monitoring and Evaluation Framework/ Plan developed for the HSSP loan in 2014 including assessing the validity of the information and indicators that contribute to that plan.Implement the M&E activities set out in the revised M&E plan Prepare/complete the baseline data report for the HSSP and mid-term indicator reportEstablish links, coordinate and collaborate with relevant Ministry of Health personnel and departments/ units responsible for NCD related data and information management to facilitate measuring and collection of identified NCD indicators and the impact of the HSSP e.g., National Surveillance Unit, Health Policy Planning and Research etc.Support the project leads and teams in the preparation of the M&E component of activity concept notes i.e. logic frameworks, performance indicators and assessment methods; Prepare M&E components of the concept note per project activity;Provide input into the design, implementation and dissemination of evaluations, special studies and assessments;Coordinate the regular review of progress towards achieving stated goals and objectives of the project activities and the overall Programme;Support Project Leads and Teams to select (and subsequently review) data collection methods for adequate monitoring and evaluation of implementation and performance of the various project activities and programme as a whole; Assist in building M&E capacities in the Ministry of Health and Regional Health Authorities to enable them to monitor and evaluate their own efforts, gather relevant data and produce progress reports in relation to HSSP activities.Prepare periodic reports and presentations (quarterly, semi-annually, annually) as required and support the preparation of all PIU reports such as Operational Plans and Budgets.Support stakeholder engagement and management Communicate with the respective members of the Ministry of Health, the HSSP Oversight and Component Oversight Committees, and the IDB on issues related to monitoring and evaluation.4. This report must present and assessment of the status of M&E as required by the current M&E Framework/Plan; strategies to addressing outstanding components and a work plan to the update and implementation of the current M&E framework/Plan and generate baseline and midterm indicator reports. Monthly Reports - a monthly report on the progress made/ achievements in relation to the planned work plan and an account of any additional M&E related activities conducted during the month. Monthly Status Reports on the project to be submitted during the last week but by the last working date of each month. The reports should include any current or foreseeable project issues/ matters to be resolved, suggestions, recommended actions for each identified issue or risk and unresolved items with reasons and or recommendations must be highlighted.Final Report detailing all activities undertaken during the assignment and lessons learnt with recommendations for consideration re maintaining the M&E function for NCDs beyond the HSSP.
