Video Production Unit (VPU)

Staff Services Manager I

Under the general direction of the Assistant Deputy Director of Marketing, the Staff Services Manager I (SSM I) plans, organizes and manages the highly specialized work required to produce video, multimedia, photography, graphic design, web events, and live event productions. The SSM I directly supervises the Video Production Unit (VPU) whose work products broaden communication to California State Lottery (CSL) employees, retailers, stakeholders, and the general public. The VPU’s work reaches a wide audience which includes persons with disabilities.

A. Essential Functions

25% Plans, organizes, and assigns the work performed to deliver in-house produced video, audio, photography, computer animation, multimedia, webcasts, webinars, graphic design, social media/website content, and live event productions. Oversees the day-to-day operation of in-house video production and manages the work assignments of the Television Specialists. Works collaboratively with Marketing, Public Affairs and Communication (PAC), and other internal customers. Provides regular progress reports to the Assistant Deputy Director of Marketing.

25% Manages the performance of the full range of complex technical and professional video production work including creative development, scheduling, video scripting, site selection and use arrangements, vendor engagement, set development, external and internal webcast production, and operation of specialized equipment such as digital video cameras and editing, sound, and lighting equipment. Provides expertise regarding content development for social media, mobile, and digital platform viewing and stays up-to-date on platform best practices. Obtains the necessary equipment, technical staff and production facilities to produce programs to ensure that products and services represent Video Production Unit’s role in enterprise-wide communication campaigns and strategies and meet the organization’s goals. Effectively collaborates with the Assistant Deputy Director of Marketing to develop and manage production budgets, unit operations and planning, and vendor subscriptions or contracts. . Assigns staff to perform various roles as needed during the production process. Develops and utilizes evaluation methods to ensure that the produced programs are effective, engaging, and reflect best practices and leading-edge production techniques.

20% Builds and maintains a cohesive work team and effective working partnerships with CSL team members, external vendors and business partners. Communicates and partners effectively on sensitive work demonstrating a thorough understanding of the CSL organization, mission and strategic goals. Consults with internal customers requesting video, audio, photography, multi-media, graphic design, web event and live event production services to determine how their needs can best be met. Makes recommendations and develops scope of work documents for projects and establishes production budgets. Reviews proposals with internal customers and Video Production Unit team members and obtains approvals as needed. Maintains communication to ensure customer satisfaction with finished products.

15% Manages VPU equipment inventory and maintenance to ensure all equipment is fully functional, accounted for, and safely stored. Maintains edit room, control room, fly-pack equipment, and keeps hardware and software up-to-date. Makes recommendations for the purchase of new or replacement equipment and ensures the annual maintenance and license agreements are current and scheduled equipment maintenance take place. Responsible for the security and inventory of equipment, software, licensing, any annual additions or deletions, and preparation of an annual inventory report to be submitted to the Assistant Deputy Director of Marketing. Performs analysis, recommends and develops justification memos, unit proposals, annual budget requests, and other business planning documents that impact VPU operations.

10% Ensures VPU team has the necessary training and equipment needed to perform their job. Establishes work assignments for Television Specialists. Outlines and communicates performance expectations, motivates staff to maintain high standards and provides constant feedback on performance and skill development. Establishes and maintains staff recognition mechanisms and completes annual performance appraisal summary that includes the evaluation of employee performance. Manages new staff recruitment and hiring as needed.

B. Marginal Functions

5% Other duties as assigned by the Assistant Deputy Director of Marketing and/or the Deputy Director of Sales and Marketing.

C. Supervision Received

The Staff Services Manager I receives direction from and reports directly to the Assistant Deputy Director of Marketing.

D. Administrative Responsibilities

The Staff Services Manager I is responsible for effective and efficient managing, planning, organization and control of the Lottery's Video Production Unit. The Staff Services Manager I is responsible for contract compliance and administrative duties on contracts associated with the Lottery's internal video production. The manager is also required to adhere to the laws, rules, policies and procedures pertaining to civil service employees in general and specifically to employees of the California Lottery.

E. Personal Contacts

The Staff Services Manager I will have daily contact with the all levels of Sales and Marketing management and staff, all levels of Lottery management and staff, and contracted agency staff. Frequent contact will be made with the Assistant Deputy Director of Marketing and Deputy Director of Sales and Marketing and contracted agencies and vendors.

F. Action and Consequences

The Staff Services Manager I makes decisions affecting all aspects of the Lottery's Video Production Unit. Poor judgment and decisions can adversely impact the Lottery's sales and image, result in needless expense, diminish the Lottery's ability to meet sales and playership goals and, thus, education funding goals.

G. Other Information

The Staff Services Manager l should have extensive experience and knowledge in video production and must be able to effectively communicate both orally and in writing. Additionally, the Staff Services Manager l should have experience in managing subordinate staff and be skilled in organizing and establishing workload priorities, working effectively both independently and with others; and perform well under pressure while working in a fast paced and multi-tasking environment. The manager must be able to build successful relationships (internally and externally), lead a team, work as a collaborative member of the larger Marketing organization, work with contracted agencies, and manage time and multiple priorities effectively. The SSM I must stay abreast of trends in video production and make recommendations on the use of evolving technology needed to meet Lottery goals and objectives.

Occasional travel may be required.
