BALUSTRADE (CANTILEVER) CAMERA PLATFORMS (Photo Examples)

ACCESS / EGRESS METHOD STATEMENT – All Camera Crew Must Read

From balconies behind the platforms personnel wishing to access should first make a visual check whether any safety rail is fixed for use. If not personnel should wear a restraint harness. This should be attached to a suitable tested PPE anchorage point. Harness fixing points should be inspected as per HSE directives by the stadium management.

Lean over the wall slightly and raise any extending section of the access ladder and clip it firmly into its rigging position. Swing one leg over the wall and place a foot onto the most easily available rung of the ladder. Then holding the ladder with both hands bring the other leg across the wall and descend to the platform. Clip the restraint harness to its locating eye and then proceed to raise the safety rail into its operating position.

If a rail is already in place a harness will not be required while rigging the camera equipment.

Once the camera is ready to operate the safety rail can be lowered into its stowed position for the duration of the event. Then when the operator leaves the camera platform the camera should be locked sideways on so as to make a physical barrier. Before the match starts the operator should lower the extending section of ladder if possible to remove spectator eye line issues. Any safety belt provided on any stadium Camseat should be used when operating the camera.

Once match coverage has been completed the safety rail should be returned to its operating position by the cameraperson prior to any de-rigging of equipment. De rigging will be a reversal of the above procedure.

SUSPENDED CAMERA PLATFORMS (Photo Examples)

ACCESS / EGRESS METHOD STATEMENT

The Stadium prior to first use will place any access ladders purposely fabricated for their roles. They will have fixings to prevent sideways movement. These ladders will be checked every 3 months by stadium staff but at every use OB Crew should do their own visual check and if unhappy with the safety of the ladders should report this immediately to the Unit Manager so that the appropriate action can be taken.

Crew climbing the access ladders should use both hands to stabilise themselves and grip the hand rail at the entry point of the platform when entering or leaving. They should have as part of their equipment a ‘Nappy harness’ which should ideally be ready to deploy when on the platform. Crew should consult the UM over times agreed with venues for them to be in position.

Where necessary, ladders are to be removed by Broadcasters personnel and safely stowed. In the case of the 18 yard positions the ladders should be removed to an agreed safe area. Mechanical devices which raise and lower via an electric winch will be operated from the platform or the terracing below; it should also be able to be lowered manually from the platform. A nominated person and plan should be communicated by the UM for replacing any ladders throughout the match in case of urgent need. If this is the case stadium stewards will have already been briefed to have the areas vacated as soon as is practicable to avoid delays.

When the match is over and public have cleared the areas surrounding the platforms the ladders should be replaced by Broadcast staff.

No rigging or derigging of camera equipment is to be undertaken until spectators are clear of the areas.

There must always be one man in the platform and one below to ensure safe handling of equipment.

Platform Evacuation in the event of Fire

Ladders should not be deployed until immediate crowd has been stewarded from the area. Then ladders or secondary rope ladders can be used and evacuation instructions from the stewards taken.

PROCEDURES FOR RESCUE FROM BALUSTRADE (CANTILEVER) AND SUSPENDED PLATFORMS

This supposes that the person involved is unable to remove themselves.

Primary call from the director that something is wrong will precipitate a Production or Unit Manager call to the Stadium control room using the nearest available security phone. There are many around most stadiums. These have a common so are clearly visible. The stadium or the Broadcaster will alert the paramedics on site and also the Stadium will alert the stewards in the area affected so that this can be cleared of spectators to facilitate the rescue.

SUSPENDED PLATFORMS BASIC PRINCIPAL (Stadium Actioned):

Two persons trained in rescue from height on these locations will attend. The platform access ladder will be retrieved from its stowed position and put into place to gain platform access. One of the rescue personnel will ascend the ladder and attend to the incapacitated person. On the overhead beam closest to the ladder an attachment sling will be placed along with a rescue pulley. The rescue winch will be attached to the platform and the connector attached to the incapacitated person via the nappy (triangular rescue harness) then through the pulley. The person will then be lifted with the rescue winch and a secondary line will be attached to additionally control the lowering. Once at terrace level the ground based paramedics will take control and continue with whatever treatment /evacuation is required

BALUSTRADE (CANTILEVER) PLATFORMS

This will require at least two men. One will access the platform in the normal manner and will replace the barrier rails or clip his harness against the anchorage point. He will then raise the injured person up until one or two men above on the terracing will haul the person over the barrier. If the balustrade platform is too far below the level of the parapet to hand the victim up a jury rigged winch will be deployed and the person will be placed in a nappy harness and then be hoisted up to a level where the men on the terrace side can continue to haul him over. Paramedics will continue from this point.

1) Bad behaviour and Language captured by general broadcast coverage

Actions;

Vision – Producer/Director to cover for Police analysis and to avoid feeding to any venue big screens and video distribution. If venue has the facility – Provide a feed of Production talkback and Camera 1for the stadium to use in the event of a contentious replay.

Sound – Sound supervisor to chase Fx microphones if an issue and fade out any covering the area of concern. Mics to be repositioned or disregarded for the remainder of the coverage. Consideration of options of distant combinations of general crowd mics available to allow greater choice to avoid pick up of abusive language.

Presentation platforms are to be wrapped in breathable but non-translucent material to shield the on screen presenter & Guest for verbal crowd abuse as much as possible. Where platforms are not used, consideration must be given to repositioning or better stewarding if a problem exists.
