Testimony of Doug Casey, Executive Director Connecticut Commission for Educational Technology

Joint Committee on Government Administration & Elections March 10, 2021

Good morning Senator Flexer, Representative Fox, Senator Sampson, Representative Mastrofrancesco and distinguished members of the Government Administration & Elections Committee. My name is Doug Casey and I am the Executive Director of the Connecticut Commission for Educational Technology. I want to thank the Committee for raising our bill.

This bill is a direct response to some of the lessons we have learned during the ongoing COVID19 pandemic. With online learning so predominant in our schools today, it is vital that the Commission for Educational Technology ("CET") include members who represent those who are charged with teaching our children in these challenging times ? educators and K ? 12 school district leadership.

By way of background the Commission for Educational Technology ("CET") is the principal education technology policy advisor for the state. It coordinates and oversees the management and successful integration of technology into Connecticut's schools, libraries, colleges and universities.

This proposal seeks to restore 4 members to CET's board that were removed in 2013 representing:

? Superintendents; ? The CT Educators Computer Association; ? Elementary school teachers; and ? Secondary school teachers.

By restoring representatives of primary and secondary school teachers, as well as other educators, to the board, CET will be better positioned to meet critical education technology needs and goals, particularly the challenges of online learning both in the classroom and at home. These additional board members ? who represent educators that have first-hand experience dealing with the challenges and opportunities presented by remote learning ? will
