Work Hours: Monday through Friday (0700 - 1600 hours)

RDOs: Saturday/Sunday/Holidays

Position Summary Statement: The Correctional Plant Supervisor, DOC assists the Correctional Plant Manager II, DOC in the maintenance and repair of the physical plant of a State correctional facility. The Correctional Plant Supervisor, DOC directly supervises Chief Engineer I’s, and the Materials & Stores Supervisor I in the Mainenance Warehouse in the Plant Operations Department. Plan, organize, direct and monitor the work of institutional staff engaged in the operation, installation, maintenance, alteration and repair of the physical plant, electrical systems, plumbing systems, heating, ventilation and air condition systems, waste water treatment facilities, steam distribution systems, etc. to ensure the institution is in compliance with Federal, State and/or County mandates of living conditions, fire life safety, etc. Participate in the review and development of the Five-Year Plan, Concept Papers, Capital Outlay Budget, Budget, Change Proposal, Special Repair Projects and Section 6.0 Project Requests. Review and prepare various written documents (e.g., records of meetings, reports, costs estimates, justifications, plant operations procedures, etc.) in order to maintain repair and plan for appropriate maintenance of the institution. Direct staff in implementation of required department policies and procedures regarding the Inmate Work Incentive Program. Act in the absence of the Correctional Plant Manager. Perform other related duties as assigned by Correctional Plant Manager.

30% This position is responsible for the budget, supervision of personnel, and housekeeping in the physical plant, including the inspection, planning, performing repairs and remodeling, if needed of the equipment, facilities and grounds of the plant. Plan, organize and direct the work of skilled craftspersons and semiskilled workers assigned to the plant. Complete probationary reports and/or Individual Development Plans on subordinate staff. Provide feedback to staff to help improve job performance. Identify and prioritize tasks and activities involved in the day-to-day operations of the plant. Coordinate training to ensure all plant operations staff are trained and/or certified in all aspects of safety requirements (e.g., boom trucks, aerial lifts, electrified fence, fall protection, etc.) as well as trained and/or certified in all aspects of wastewater treatment, backflow prevention, cross connection, etc. to ensure compliance with all regulatory agencies. Maintain the physical plant to ensure compliance with applicable building, health, safety, fire and environmental codes and regulations; initiate required corrective actions as necessary.

30% Prepare various fiscal reports and/or Plant Operations management related reports to local administration, headquarters, and control agencies as needed and/or upon request. Project budget related costs (e.g., Schedule 9 Equipment Requests, preventive maintenance, shop/warehouse stock, purchase orders, contracts, utility costs, etc.) to ensure that Plant Operations operates within authorized budgetary levels to maintain the correctional facility physical plant. Participate in the review and development of Section 6.0 Project Requests for capital outlay projects. Identify and make recommendations to the Correctional Plant Manager on building and infrastructure problems or specific facility needs that require repairs, additions, remodel existing structures and/or new infrastructure funding through the capital outlay process. Track approved construction and repair projects. Track operating expenditures and submit a monthly report to the Correctional Plant Manager.

30% Perform regular inspections of facility and equipment (e.g., buildings, roads, roofs, grounds, walkways, equipment, etc.). Maintain blueprints, equipment specifications, bid packages, operational maintenance manuals and other records of the physical plant. Assist in the coordination of plant operations support staff in response to emergencies or other forms of disruptions (e.g., inmate disturbances, natural disasters, utility disruptions, etc.) to ensure the safety and security of the institution. Direct supervisory staff to develop and implement a Camp Maintenance Program in accordance with the CAL FIRE/CDCR operating agreement. Investigate and respond to Inmate Appeals (CDC 602) to resolve issue, provide information to local administration, headquarters, as needed and/or upon request. Review Inmate Appeals (CDC 602) to ensure compliance with laws, rules, regulations, policies and procedures, etc. as needed.

10% Participate in hiring interviews to fill vacant positions and to maintain operational efficiency, utilizing candidate eligibility lists, state applications, interviewing techniques, job descriptions and standardized questions as needed. Monitor supervisory staff in the proper completion of inmate required documentation (e.g., Strategic Offender Management Systems {SOMS}, evaluations, discipline reports, and Inmate Work Training Incentive Program, etc.). Attend required In-Service Training annually and/or any other training required for managers and supervisors to perform the duties of the position. Perform other duties as assigned by supervisor.

All DOM are available for review in the Correctional Plant Manager’s Office or the Watch Office.

I understand that I am required to have 40 hours In-Service (IST)/On-the-Job (OJT) training annually. A minimum of eight (8) hours of which is formal classroom training. The remaining hours of training may be formal IST, Out Service Training, OJT or any combination thereof (see DOM Subsection 32010.13).
