DEFINITION

An Environmental Health and Safety Officer implements employee accident prevention, District

recycling, and hazardous materials management in cooperation with administrators, assists in the

administration and coordination of such programs, conducts field safety audits, and recommends

measures to minimize hazards. A Senior Environmental Health and Safety Officer performs the more

complex technical work related to safety, recycling and hazardous materials management program

development and implementation and supervises technical employees assigned to field safety

activities.

TYPICAL DUTIES

Implements and evaluates the effectiveness of components of the accident prevention and

environmental health and safety compliance programs.

Makes recommendations for environmental health and safety compliance training programs for District

organizational units and assists District personnel in program design, implementation, and

evaluation.

Conducts site safety audits of work methods for improper procedures, checks equipment and facilities

for hazardous conditions, and recommends corrective measures.

Prepares written recommendations for elimination of unsafe acts or hazardous conditions to comply

with applicable laws.

Explains the intent and legal implications of health and safety codes and regulations to District

administrators and supervisors.

In cooperation with District personnel, investigates compliance with legal mandates pertaining to

safety, compliance programs, and fire prevention.

Writes and revises safety rules for submission to appropriate rule making authority.

Analyzes the results of Office programs to determine costs and savings.

Reviews Material Safety Data Sheets to determine acceptability of materials for use by District

employees.

Assists District personnel in implementing corrective actions required by the California Division of

Occupational Safety and Health, the South Coast Air Quality Management District, Los Angeles

County Health Services and Fire Departments, and the Los Angeles City Fire Department.

*Trains and evaluates subordinates, assigns projects or tasks, and follows up to assure completed

staff work.

*Reviews and evaluates programs relative to accident prevention, recycling, and hazardous waste

materials and directs corrective actions.

*Reviews reports for accuracy, effect of recommendations at District sites, and conformance with

safety standards.

May represent the District at meetings with governmental agencies that have jurisdiction over

occupational safety, environmental health, and fire protection.

May serve as consultant to employee safety committees, supervisors, and administrators.

May review and analyze legislation for its effect on District programs and procedures.

DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

An Environmental Health and Safety Officer implements programs for accident prevention; conducts

site safety audits; makes recommendations for compliance with regulations pertaining to occupational

safety, environmental health, and fire prevention; and works with District employees to implement

accident prevention measures.

A Senior Environmental Health and Safety Officer supervises, participates in, and coordinates the work

of safety personnel assigned to geographical areas or administrative services locations; performs the

more complex technical work related to occupational safety and environmental health programs

development and implementation; and represents the District at meetings with representatives of

governmental agencies.

SUPERVISION

An Environmental Health and Safety Officer receives general supervision from a Senior Environmental

Health and Safety Officer. Technical supervision is exercised over the implementation of accident

prevention programs and mandated employee protection programs. A Senior Environmental Health

and Safety Officer receives general supervision from the Deputy Director or the Director of

Environmental Health and Safety.

CLASS QUALIFICATIONS

Knowledge of:

Principles of safety engineering and hazardous materials control

General Industry Safety Orders and other applicable safety and environmental health regulations

of government agencies

Construction and environmental hazards

Accident prevention program concepts and means of implementation

Principles of CPR and first aid

Ability to:

Work with technical, District, and government personnel

Develop and implement training and evaluation programs

Recognize hazardous conditions and unsafe acts and their causes, and execute appropriate

ENTRANCE QUALIFICATIONS

Education:

Graduation from a recognized college or university preferably with a major in industrial

engineering, environmental engineering, or a related field. Safety implementation experience in

addition to that listed below may be substituted for up to two years of the required education on

a year-for-year basis.

Experience:

Environmental Health and Safety Officer:

One year of experience in the implementation or coordination of accident prevention,

environmental health, or hazardous materials control programs.

Senior Environmental Health and Safety Officer:

Two years of experience in the development and the implementation or coordination of

accident prevention, environmental health or hazardous materials control programs.

Special:

A valid California Driver License.

Use of an automobile.

SPECIAL NOTES

1. Requires wearing a negative pressure respirator.

2. Employment is subject to medical clearance which meets pertinent provisions of the General

Industry Safety Orders of the California Code of Regulations regarding protective equipment when

exposed to hazardous materials including, but not limited to, asbestos or lead.

3. Employees in the class of Environmental Health and Safety Officer are subject to call at any

hour.
