COMMUNITY DEVELOPMENT COMMISSIONOF MENDOCINO COUNTYHomeless Prevention SpecialistOctober 2019POSITION SUMMARYThis position will provide homeless prevention and housing stabilization case management services to clients and tenants of CDC who participate in rental assistance programs or are tenants in agency owned or managed rental units. Eventually, this position may offer prevention support to other housing providers. This position provides short-term support by connecting clients with services who are at risk of homelessness because they are non-compliant with rental assistance programs, or non-compliant with lease provisions. The Homeless Prevention Specialist works with clients to prevent homelessness by identifying housing stabilization services needed, connecting clients with services in the community, and assisting with accessing services, all with the goal of keeping the client housed. Services are provided until the immediate housing crisis is resolved. The goal of the connection to services is to make sure continued support is available to the client for assistance in maintaining their housing. The Homeless Prevention Specialist position is a part of the Housing Programs Team and as such, there may be some cross training with the other members of the team to develop skills so everyone can support each other.SUPERVISORY ACCOUNTABILITYReports to and receives supervision from Housing Manager and Executive Director.ESSENTIAL DUTIES AND RESPONSIBILITIESDuties may include but are not limited to the following:Accept referrals from in house staff for clients or tenants who are in danger of losing their housing or rental assistance, or both. Make contact with households described above, assess needs and solve immediate threat of homelessness by taking any or all of the following actionsreferral to appropriate services and assist with accessing these servicesAssist by initiating communication with landlord to resolve tenancy issues Assist with paperwork necessary to maintain housing subsidySuccessfully prevent homelessness, and stabilize renters referredMaintain accurate service records for all approved or denied clients, including statistical information for reporting requirementsWork both independently, with little supervision, and as a part of a team.Cooperate and collaborate with agency staff and community partner agency staffEvaluate program services and make recommendations.Develop positive working relationships with clients, referral sources, service agencies, landlords, and others encountered in the course of work.Provide prevention services to participants of assisted housing programs; maintain prevention specific participant files and update entries, Prepare statistical reports and explanations including interpretation of the information and make recommendations based on these interpretations. Work in an organized manner, preparing document, reports, and files in an acceptable formatCommunicate effectively with a wide range of people such as clients, co-workers, landlords, partner agencies and others encountered in the course of daily activitiesWork with clientele with difficulties and obtain desired outcome of housing stabilization/homelessness preventionQUALIFICATIONS EDUCATION/ EXPERIENCE REQUIREMENTSHigh school diploma or GED; supplemented by one year of responsible clerical experience involved in housing programs, operations, and activities, and/or two years college coursework with emphasis in the social sciences, or social services and/or one year of interviewing or casework experience in a social services (including Housing Authority) environment; or an equivalent combination of education, training, and experience that would be likely to provide the required knowledge, abilities, and skills to perform the essential functions of the position as determined by the Executive Director.
