Purpose:The purpose of this policy is to establish the procedures and requirements necessary to ensure that all personnel are protected from exposure to respiratory hazards that may be present at fires or emergency scenes.Scope:This standard operating procedure applies to all Scott Air-Pak 75 4.5 models and the members of the department who are trained to use them.General:Evaluation of all members using SCBA’s shall be conducted annually. Each member shall be able to demonstrate a high level of proficiency and compatibility with the SCBA under conditions, which simulate those expected as a job requirement. SCBA shall not be worn by a member with any condition which prevents a good face seal.SCBA used by the fire department shall be certified as being compliant with NFPA 1981.Personnel using SCBA shall participate in the fire department medical surveillance program (Fire Department physicals) and shall be medically certified before being permitted to engage in emergency activities (prior to being allowed to use SCBA) and on an annual basis thereafter pursuant to OSHA 1910.156, 1910.134, 1910.120, and NPFA 1582.All personnel using SCBA shall be trained according to NFPA 1001, 1404, and 1500 including knowledge of the hazards associated with respirator use, hazard assessment, selection of respiratory protective equipment based on hazard exposure levels, fit testing of respirators, respirator inspection, emergency escape procedures, and dis-entanglement procedures.SCBA shall be inspected, cared for, and maintained in accordance with NFPA 1852.SCBA shall be inspected prior to use on each shift and after every use in accordance with NFPA 1852 and the manufactures instructions.Whenever respiratory protection is required, all personnel shall utilize SCBA. No other forms of respiratory protection are authorized or allowed.Procedure for conditions of use:Members shall achieve a NON-LEAKING face piece to skin seal with their mask. Facial hair shall not be allowed at any points where it would impede or disrupt the face piece where it is designed to seal or contact the face.Self-Contained Breathing Apparatus shall be used by all personnel operating:In a contaminated atmosphere. (Immediately Dangerous to Life and Health) IDLHIn an atmosphere which may suddenly become contaminated.In an atmosphere which is oxygen deficient.In an atmosphere, which is suspected of being contaminated.In a potential explosion of fire area including gas leaks and fuel spillsIn situations where products of combustion are in the atmosphere, including vehicle fires, dumpster fires and where invisible contaminates are suspected to be present. (e.g. Carbon Monoxide and other toxic gases during overhaul)In any confined space, which presents or could potentially present a contaminated atmosphere or oxygen deficient atmosphere.If the atmosphere you are working in is unknown.In addition to the above, SCBA’s shall be worn by all personnel operating at fire incidents above ground, below ground or in any other area which is not, but which may become contaminated by products of combustion or other hazardous substances. In these circumstances only, the SCBA may be worn with the face piece removed. The wearing of the SCBA in these situations provides that it will be immediately available for use if conditions change or if personnel are to enter where the use of SCBA is required.Premature removal of the SCBA must be avoided at all times. This is particularly significant during overhaul when smoldering materials may produce increased quantities of carbon monoxide and other toxic products. In these cases, SCBA’s must be used or the atmosphere must be changed.If there is any doubt about respiratory safety, SCBA use shall be maintained until the atmosphere is established to be safe by testing. Personnel operating as the safety officer shall be responsible for this determination. This is required in complex situations, particularly when toxic materials may be involved.If SCBA’s are found to be improperly functioning, it shall be tagged out of service and reported immediately to the shift supervisor and documented in the daily log. Arrangements shall be made for repair or replacement by SCBA maintenance personnel.Inspection:While inspecting SCBA make sure all required components are present. Check for any obvious damage such as the following but not limited to; scratches, deformities, cracks, tears, excessive wear, missing screws, broken welds, brittleness, heat exposure, accumulation of dirt or debris, deterioration, holes, etc. If such conditions are found and would cause the SCBA to work improperly contact the shift supervisor and take the unit out of service immediately and make note of it in the daily log. Tag the out of service SCBA with the date, conditions found, and the member’s name who found the issues wrong with the unit.If the SCBA unit is malfunctioning due to bad batteries contact the shift supervisor and they will get them for you. The routine and daily inspections of SCBA shall include the following but not limited to:Face piece (head net and straps, face shield, voice emitters, nose cups, etc.)Back frame and harness assemblyCylinder (including hydrostatic test date, and cylinder pressure)Valve assemblyPressure gauges (remote gauge and cylinder gauge should be within 100psi)Pressure reducerHosesPASS device (check operation of automated and manual alarms)Low air warning alarmsAccessoriesRegulatorsStraps (waist and shoulder)RIC UAC connectionHUD (heads up display)Care and Maintenance:SCBA shall be cleaned and disinfected in accordance with the manufacturer’s instructions, OSHA 1910.134, and NFPA 1852 after each use and whenever necessary based upon routine inspection. Face pieces issued for the exclusive use of an employee shall be cleaned and disinfected as often as necessary to be maintained in a sanitary condition; face pieces issued to more than one employee (such as those found on the apparatus) shall be cleaned and disinfected before being worn by different individuals.The manufacturer’s instructions on how to clean, disinfect, and store the SCBA components properly can be found on the internet. Any other questions or concerns can be brought to the attention of SCBA maintenance staff.Fit Testing:Each member of the SFD, Career and or Volunteer shall be fit tested on an annual basis thereafter; and whenever a new type of SCBA or a new face piece is issued. This is to assure that an adequate face piece to skin seal can be achieved. The fit test shall be a quantitative fit test prescribed by NPFA 1500 and OSHA 1910.134.Any member of the SFD undergoing facial reconstruction surgery, substantial weight loss or weight gain shall be fit tested anytime regardless of the date set to annually fit test to assure an adequate face piece to skin seal can be achieved.Only personnel with a properly fitting face piece that successfully passes the fit test shall be permitted to wear SCBA.The size and type of face piece used by the user that successfully passed during the fit test procedure will be the same size and type used during training, and emergency operations.References:OSHA 1910.134OSHA 1910.120OSHA 1910.156NFPA 1981NFPA 1500NFPA 1404NFPA 1582NFPA 1852 > UserManuals ................
