FACTUAL VS. NON-FACTUAL
TEST 1: If, when two people disagree about an issue, one of them has to be wrong, the issue is a FACTUAL one. On the other hand, if we can disagree and both be right, the issue is NONFACTUAL.
TEST 2: If methods or criteria can be described for settling an issue, the issue is a factual issue.
