Old Business:

1. Anne Ringlein: Girls on the Run program. A program about keeping yourself healthy and building confidence through running. Looking at building a running program with IPAC support.

2. Carol Rempp: NDE Update. Native American Education Symposium is November 2, 2009 in Wayne, NE. This is also the same date of the next IPAC meeting. The symposium will be finished by 4:00, in time for the meeting.

Gallery of Stars of Native student leaders from across the state will be conducted again this year. If you know of high school or college students who have been leaders at school or in the community, nominate the student(s). The nomination packet is still up on the website. The nomination information is due by the end of this week (October 9). Approximately 50 students have now been nominated. Students can still be featured even if they have been in the Gallery in the past. Instead of posters, NDE is putting together a DVD of the students. Each student will get a copy. The DVD can be copied. The DVD will be played on a continuous loop throughout the conference.

Edna Olive - Is a good speaker who can be brought in to speak or work with students.

Carol is going to NIEA on the 12st of October and will be presenting on a research project called: Generosity, Bravery, Fortitude, and Wisdom.

3. Review of Minutes:

a. August – accepted and passed, Barbara seconded

b. September – accepted and passed, Phyllis seconded

3. Diane Madsen – Money Smart Program sponsored by the FDIC. There are several different programs. Information on good habits about sharing personal information via the web. The program is curriculum to “help youth aged 12-20 learn the basics of handling their money and finances in the real world.” This program is also good for new immigrants and other community members who might benefit from such training.

Information can be found at this website:

Carol Rempp: Can a session on this be held during the Student Leadership Conference? Diane: Yes. Jessica: Maybe this could be turned into a game that students would find interesting. Jessica is willing to host a Money Smart workshop at the Indian Center.

A separate resource: Building Native Communities: Financial skills for families – First Nations Development Institute

New Business:

1. High School Leadership Conference: All the LPS high school students come together to hear Native presenters and timely information. This is usually held in the fall. This year the Vision Maker Film Festival is October 30-November 4. This was held two years ago as well. Everything is free at the Ross. This is happening during the LPS fall break. On Friday the 30th a filmmaker who made the documentary Letters from Prison will be here as well as one of the stars of the film. LPS busses can pick students up at their home school to participate. The films are about Native issues or by Native filmmakers. The 3rd and 4th are school days, so students could participate during the school day if that would be better. Kris would like to know the thoughts of the IPAC about this.

Sounds like many are interested in trying this on Friday, October 30th. Have busses pick students up at most convenient locations. Time with students could be extended a bit since the day isn’t constrained by school hours. The film the students would see on Friday is opening that night at the Ross.

Kris: Details will be decided and students will be contacted.

2. Update about Phyllis and Jessica’s trip to Red Lake: Phyllis and Jessica went to Red Lake, MN to get White Bison training. The goal of the program is to help individuals, families, and communities heal by talking about issues that are affecting them. Curriculum is on DVD. Mind mapping is used. The next step is to get programs going through the Indian Center

3. Review of by-laws and chair descriptions:

a. Lori suggested a committee be formed to review the by-laws. Suggestions will be brought up at the November IPAC meeting, then voted on during the December IPAC meeting.

b. Volunteers to review by-laws: Phyllis Stone, Lori Gottula, and Barbara Grant. They will bring recommendations to the next meeting.

c. By-law changes have to be presented to the committee and a quorum (2/3) needs to advance and a vote to pass.

d. Chair descriptions: Josh shared chair descriptions with the committee. These are sample descriptions as food for thought. Josh also shared a handout on maintaining civility during a meeting. Handout is from Board Source.

4. Joe Starita Scholarship: $4.00 of every book sold goes to a scholarship fund for NE tribes.

4. Meeting time/place change: Meetings will be at the Indian Center and LPSDO. Ponca offices are now charging fees and deposits for rental of their offices. Time seems to be working given the number in attendance tonight. Next meeting is at LPSDO at 6:00. When meetings are at the Indian Center they will be at 6:30.

Should we change the date of the next meeting given the conference? No, it will stay the same (November 2, 2009 @ 6:00, LPSDO).

5. Circles of Care/Indian Education Art Project: Native American Art day at Eiseley branch library on Monday, October 12, 2009 from 10:30-2:00.

6. Announcement by Barbara: UNL is hosting the Nebraska Diversity Leadership Symposia for American Indian students in grades 9-12 on Monday, December 7, 2009 from 10:00-3:00.

7. Indian Center Youth Services provides tutoring and snacks on days off school. They will give rides home if kids can get there. Prizes are awarded. It’s free.

Meeting adjourned at 8:07p.m.
