The position description does not constitute an employment agreement between Emergency Management and the volunteer and is subject to change by Emergency Management as the needs of Emergency Management and requirements to the position change.

General Description

Performs various tasks in support of Emergency Managements mission.

Supervision Received

Reports directly to the Volunteer Coordinator or designee who reviews work performance for the successful completion of assignments and the state of readiness of equipment and personnel on the shift.

Close supervision is required initially; however, as training and experience is gained, the degree of supervision lessens with the volunteer assigned a task that is performed with considerable independence. Work performance is reviewed for the knowledge demonstrated during drills and training sessions for the quality of attention provided and for the quality of activities performed.

Illustrative Examples of Duties

In a professional and confidential manner:

• Variety of secretarial and administrative support tasks.

• Maintains training records.

• Prepares and maintains policy and procedure manuals and training manuals.

• Assist Coordinator in preparing agenda, notify members, take notes and prepare minutes of meetings.

• Answers telephone, provides information, and refers calls to appropriate person.

• Collect and assemble data.

• Prepares for or participates in training sessions.

• Maintains equipment and grounds including routine housekeeping and maintenance duties.

• Scribe at an incident maintaining log of activities.

• Provide support at incidents as directed by coordinator or staff.

• Maintain log of activities and time.

• Makes presentations on an assigned and subject basis.

• Demonstrate willingness to enhance knowledge and skills through attendance at education and training opportunities; and through participation in public service events and/or exercises.

• May assist with other tasks as need, education, and training dictate.

Minimum Qualifications

(Persons applying for a position of this class should have any combination of the following experience and training.)

• Possession of a valid driver’s license.

• Ability to execute tasks and plans independently

• Volunteers shall participate in at least one (1) training event or session per year.

• Attend an approved weather spotting course once every two years.

• Complete either FEMA independent study course IS-22, or Community Emergency Response Team training within 6 months of joining.

• Within 1 year of joining successfully complete FEMA independent study courses IS-100 and IS-700.

• Within 2 years of joining successfully complete FEMA independent study courses IS-200 and IS-800

• Completion of an approved damage assessment class when offered.

• Successfully complete a background investigation, law enforcement record check, and reference check.

• Successfully complete a disaster communications class, or demonstrate the requisite skills.

• Adequate interpersonal skills to represent Emergency Management in a positive manner to the public and to other agencies.

Work Environment

The work environment characteristics described here are representative of those a volunteer encounters while performing the essential functions of this position.

• Work is performed in office, vehicle and outdoor settings, in all weather conditions, including temperature extremes, during day and night shifts. Work is often performed in emergency and stressful situations. Work is occasionally performed in restricted areas and/or in complete darkness.

• The noise level in the work environment is usually quiet in office settings, and loud at an emergency scene.

• Volunteers may be called upon any time within the 24 hour period in the event of an emergency.

• Work involves working extended and unusual hours, including weekends, holidays, and/or off-hour shifts during emergencies or disaster situations and during training programs, preparedness exercises and public outreach events. The volunteer must inform the Coordinator or Volunteer Coordinator of their availability and if they are willing to be available during incidents.
