Your efforts to treat others fairly, honestly and with respect are critical to the success of the Department’s mission.The General Ledger Unit is responsible for annual preparation of the year-end financial statements, which requires continuous monitoring of all financial activity and financial master data tables throughout the year and the coordination of year-end closing and opening processes in the months of June, July and August. The system of record used by California Department of Corrections and Rehabilitation (CDCR) is SAP (Systems Applications and Products), a web based Enterprise Resource Planning (ERP) reporting system. Under general supervision of the Accounting Administrator I (Supervisor), perform the highest level of analytical, forecasting, planning and/or advisory duties in the area of accounting and fiscal control. Assignments at this level require independence and proficiency in the handling of complex and difficult assignments and may be required to serve as a lead person over other analysts and accounting staff. Incumbents in this class should demonstrate written and verbal communication skills, as there is considerable contact with accounting administrators, departmental management, budget section, and State control agencies. DUTIES AND RESPONSIBILITIES30%Incumbent is responsible for analyzing a variety of accounting data to assist in the application of financial data and information to management problems; advising management of forecasted expenditures relative to budgeted expenditures; forecasting, determining and managing necessary cash flow to support financial operations; identifying significant trends and making comparisons to previous accounting periods. Responsible to identify and generate appropriate SAP reports in order to provide information, analysis and recommendations to management. Responsible to analyze and maintain accounting controls required by the Controller's centralized control accounting system; to evaluate and maintain internal controls; to identify changes in the operating programs which affect the accounting operation; to identify possible ways of using accounting data for management purposes and encourage a greater use of accounting data; and to actively participate in decision-and policy-making sessions; gather data and study various problems arising in connection with financial administration. 20%Establish and maintain liaison with CDCR programs, budget office, other Accounting Service Branch (ASB) offices, and State control agencies regarding fiscal reporting and transactional issues. Monitor financial activities and communicate both verbally and in writing regarding funds, appropriations (including budget reports and purchasing) and accounting policies and procedures. Respond to requests for information regarding fiscal, accounting and master data issues, providing reports and recommendations as requested. Process expenditure movement requests certifying appropriateness and availability of funds.20%Prepare various reconciliations, such as fund reconciliations, bank reconciliations, and other general ledger reconciliations. Review and analyze various accounts, records of financial transactions, financial master data records/tables, and accounting business and system workflow. Prepare and audit various types of journal entries for appropriateness. Identify research and resolve invalid journal entries and abnormal general ledger balances. Provide guidance to accounting and program staff to resolve errors and other financial issues.15%Responsible for the preparation of year-end financial statements in conformance with both legal basis and Generally Accepted Accounting Principles (GAAP) and other year-end reporting requirements. Coordinate and monitor year-end activities, working closely with other ASB offices, program managers and control agencies at year-end to prepare for and advise on year-end closing procedures including establishing master data tables for the upcoming fiscal year.10%Serves as subject matter expert (SME) for ASB regarding various business processes and workflow within accounting functions. Provide training on various processes and procedures; diagnose accounting, master data and ERP-related problems as they relate to the accomplishment of accounting objectives; design and implement new or revised business and systems processes and procedures in the accounting office. Prepare responses and provide information as requested for auditors. Perform peer reviews and audits within CDCR.5%Completes various assigned special projects that require research and analysis as needed. Recognizes and follows proper internal controls and separation of duties within the Accounting Office to ensure the safety and integrity of departmental assets. Able to qualify for a fidelity bond. KNOWLEDGE AND ABILITIESKnowledge of: Accounting principles and procedures; governmental accounting and budgeting; principles of electronic data processing; principles of policy formulation; statistical methods; principles of finance; business law; principles of business management.
