JOB TITLE: Property Appraiser II - Assessor’s Office

EXEMPT: No

SALARY LEVEL: OPEU - 8

SUPERVISOR: Deputy Assessor

POSITION SUMMARY:

Conducts appraisals of residential, farm and recreational real property values in the County.

An employee in this class is distinguished from the Property Appraiser I in that the Property Appraiser I is a trainee position. The Property Appraiser II works with considerably more independence and handles the more difficult appraisals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Position may involve other duties which are not listed and which may be assigned as required.

1. Performs necessary field work to appraise residential, farm and recreational real property, as well as new additions to existing properties, and mobile homes. Includes inspecting exterior and interior (measuring, diagramming, taking photographs) and inspecting the land (noting easements, topography, view, location, zoning, utilities, size, shape, access and other pertinent information).

2. Checks special assessment properties for additional information such as farm income, use or reforestation.

3. Calculates and records building and land appraisal values utilizing factor books, aerial photographs, field maps, topography maps, farm and forest land classification maps and land development and zoning ordinances.

4. Reviews the work of other appraisers for uniformity and equity.

5. Re-appraises those properties which the owners appeal for review or reappraisal. Prepares material for defense of appraisals; defends appeals to the Board of Equalization, Department of Revenue and Oregon Tax Court.

6. Gathers and evaluates sales data for the purposes of determining trends and averages to be used as indicators of current value. Performs special studies and appraisals as assigned.

7. Answers questions from the public.

8. Provides technical assistance and training to Appraiser I's which includes answering questions, informing them of ways to improve their skills and accompanying them on field work.

SUPERVISORY RESPONSIBILITIES:

Frequently assists with the training and supervision of Appraiser I positions.

QUALIFICATION REQUIREMENTS:

Considerable knowledge of -

Real property appraisal methods and appropriate applications

Recorded instruments such as deeds, mortgages and contracts

Land mapping and surveying techniques.

Some knowledge of -

Various types of soil

Species of marketable trees

Aerial, topography and appraisal maps

Oregon Revised Statutes and administrative rules pertaining to assessment and taxation is required.

Ability to -

Deal courteously and tactfully with the public

Maintain effective working relationships with other employees, County

departments and various tax related agencies

QUALIFICATION REQUIREMENTS:

Communicate effectively both verbally and in writing

Compose clear and concise reports

Gather data.

Skill in -

Accurately performing mathematical calculations.

EDUCATION AND/OR EXPERIENCE:

Bachelors Degree with major course work in economics, business administration, real estate or related field; one year of experience in real property appraisal; or any satisfactory equivalent combination of experience and training which demonstrates the ability to perform the above described duties.

NECESSARY SPECIAL REQUIREMENTS:

Certification by the State of Oregon as an appraiser; possession of a valid Oregon Driver 's License.

PHYSICAL DEMANDS:

Visual/hearing ability sufficient to comprehend written/verbal communication. Ability to lift heavy supplies or equipment. Extensive bending, standing, walking or sitting may be required. Ability to deal effectively with stress. Ability to drive in adverse weather, occasionally for long distances, or at night.

WORK ENVIRONMENT: Mixed office and field work. Employee may encounter adverse weather, tobacco smoke, or animals during the process of conducting field work.
