Field ForemanDepartment:Public Works/Water-Wastewater Grade:Revised Date:October 2020FLSA Status:Non-ExemptPOSITION SUMMARY: Manages crews by prioritizing projects, assigning work tasks, using equipment, maintaining records, monitoring work quality and work schedules, insuring crew safety, training employees, and providing performance feedback. The employee leads and participates in performing various maintenance functions and equipment operation for water, wastewater, streets, drainage and parks operations. ESSENTIAL FUNCTIONS:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.Provides leadership and guidance to field maintenance crews for water, wastewater, drainage, streets and parks operations.Monitors and evaluates the efficiency and effectiveness of methods and procedures and recommends improvements.Assists with completing annual reports required by the Texas Commission of Environmental Quality.Participates in the development and implementation of department goals and objectives.Serves as primary monitor of SCADA system.Assists with development of departmental budgets by recommending appropriate staffing levels, forecasting additional funds, equipment, materials, contracts, and supplies.Supervises personnel by selecting and hiring new employees, coordinating training for department personnel, evaluating work performance, coaching employees, and recommending disciplinary action when necessary.Serves as the department liaison by meeting with residents, business owners, consulting engineers, contractors, vendors, outside organizations, and other departments, discussing planning, evaluating, recommending and resolving issues and problems and responding to questions, inquires and concerns.Participates in infrastructure master planning, assisting in the development of water sewer, street, stormwater and emergency management plans.Operates dump truck, backhoe, excavator, skid steer, sewer jetting machine, loaders and other associated equipment and tools as needed.Performs daily and preventive maintenance on vehicles and equipmentPerforms other duties as assigned.Knowledge, Skills and Abilities:Knowledge of water distribution and wastewater collection systems.Knowledge of state and federal regulatory agencies and the requirements to operate within their requirements.Knowledge of the city geography including street locations.Knowledge of department safety rules and procedures.Ability to work under stress and use good judgment in emergency situationsAbility to tactfully respond to requests and inquiries from the general publicAbility to establish effective working relationships with employeesAbility to communicate effectively both orally and in writingAbility to follow written and oral instructionsAbility to work in confined spaces and trenchesSkills in operating variety of power tools, hand tools, and various construction and excavation equipmentSkill in the use of computers and standard Microsoft Office software.SUPERVISION RECEIVED AND EXERCISED: The Public Works Field Foreman receives direction from the Public Works Director in terms of general instruction and spot checks work for accuracy and propriety of final results. This position supervises Crew Leader (2), Utility Lineman (4) and Public Works Lineman (3). Physical Demands / Work Environment: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work subjects the employee to inside and outside environmental conditions, extremes in temperatures, and hazards associated with equipment operation including fumes, oils, gases and mists. This position will have intermittent periods of standing, sitting, and walking. Intermittent moderate amount of walking (7-10 miles) is required for this position. The employee must have the ability to lift, carry, push and/or pull greater than 50 pounds, and may require infrequent lifting of greater than 100 pounds. This position is exposed to extreme elements including extreme heat and/or cold, wet and/or humid conditions, noise intensity level, moving mechanical parts/hazards, dirt/dust, and odors. Constant use of protective personnel equipment including but not limited to footwear, eyewear, and use of reflective clothing is required.MINIMUM QUALIFICATIONS:High School Diploma or GED.Minimum of six (6) years progressively responsible work experience including three (3) years of general supervisory or lead operator experience. Experience in backhoe/heavy equipment operations required.Class C Water Distribution License and the ability to obtain a Class B Water Distribution License within 12 months of hire; ORClass II Wastewater Collection License and the ability to obtain a Class III Wastewater Collection License within 12 months of hire.May be required to acquire additional certification.Possession of a valid Texas CDL driver’s licenseA combination of education, training and experience providing the required knowledge, skills and abilities may be consideredThe City of Wilmer is an Equal Opportunity Employer.
