POSITION PURPOSE

The Director Tourism is responsible to the Permanent Secretary for the effective formulation and

administration of tourism policies and initiatives to achieve and promote the sustainable development

of the Fijian tourism industry.

KEY RESPONSIBILITIES

The position will achieve its purpose through the following key duties::

Provide high-level policy advice and action-oriented recommendations that ensure optimal and

sustainable development of tourism;

Implement approved projects as part of the National Tourism Development Plan to sustainably

grow Fijian Tourism;

Monitor performance Tourism Fiji against the budget and drive performance through the

Service-level Agreement;

Implement and encourage initiatives and policies for growth of new industries, that link to the

tourism industry, and creation of new employment opportunities, whilst actively monitoring

sectoral performance;

Maximise benefits to Fiji from membership in regional and international tourism organisations

by leading active participation in dialogue that ensure Fiji¡¯s position on matters of global

significance remains relevant;

Lead the development and implementation of the tourism development strategies across a

broad spectrum of highly integrated sectors, including the promotion of linkages;

Actively motivate, manage and assess staff performance to ensure business continuity and

service delivery; and

Actively contribute to the Ministry and corporate requirements, including planning, budgeting

and human resource activities where required.

Effective implementation of Tourism Plans, key projects and events within specified timeframe

and allocated resources;

Timely high-level, quality analytical and technical advice provided to the Permanent Secretary

and key stakeholders on tourism policies and development;

Enhanced stakeholder relations and contribution to the development of sustainable policies for

Fiji and the Pacific region; and

Effective and timely management of staff performance, attendance and delivery of outputs/KPIs

against Individual Work Plans, Business Plan and Strategic Plan.

PERSON SPECIFICATION

The applicant must possess a Masters or Postgraduate degree in Tourism, Economics or in any similar

field together the following Knowledge, Experience, Skills and Abilities to successfully undertake this

role.

A Bachelor¡¯s Degree qualification with at least 8 years of relevant work experience will be considered in

lieu of a Masters.

At least 5 years¡¯ relevant experience in similar field of work;

Demonstrated and proven experience at managerial or supervisory level in the tourism sector;

Experience in coordinating and ensuring effectiveness of projects and programmes that support

the sustainable development of the tourism industry;

Experience in leading projects and programmes for economic development;

Knowledge of Government development frameworks, Government¡¯s national vision for tourism,

the Fijian Tourism industry, investment and commercial sectors and of international and regional

tourism relations; and

Understanding of the Fijian Constitution, national development plans and strategic directions,

public administration and protocols of the Fijian Civil Service.

PERSONAL CHARACTER

All applicants for employment in the Ministry must be of good character, with a background that

demonstrates their commitment to the public service values contained in the Fijian Constitution.

Applicants must also be Fijian Citizens, under the age of 55 years, in sound health, with a clear police

record. The selected applicant will be required to provide a medical certificate and police clearance

prior to taking up duty.

International Organisation for Standardisation, development

partners and private sector

POSITION PURPOSE

The position is responsible for the development of policies and the effective management of the

Department of National Trade Measurement and Standards of the Ministry. The Director National

Trade Measurement and Standards is also responsible for providing technical and policy advise on

matters related to consumer protection, standards and metrology/measurement, and the enforcement

of the relevant laws.

KEY RESPONSIBILITIES

Implement policy initiatives and reforms in the Department to modernise, strengthen and ensure

effectiveness in programmes driven by advances in standards, science and technology;

Provide high-level policy and technical advice on consumer affairs, standards development,

metrology and related activities;

Implement engagement, policy and communication strategies for the promotion of the

Department and its role for the support of key policy priorities;

High-level engagement with stakeholders, such as industries, consumer organisations and

international counterparts to develop relevant policies and undertake reforms;

Oversee educational and promotional initiatives targeted at both consumers and businesses;

Review standard operating procedures for work undertaken by the Department to ensure that

the procedures are relevant to international best practise and enforced;

Manage and oversee the examination and testing of commodities, processes, and facilities such

as laboratories;

Identify and develop an implementation plan for training needs and areas of capacity building;

and

Actively contribute to all corporate requirements of the Ministry, including planning, budgeting

and human resources activities where required.
