The director is responsible for planning, implementing, and evaluating effective procedures and programs to ensure the success of the center. The Director of Pettis County Joint Communications reports to the Pettis County Joint Communications Board. Job Scope:The purpose of this position is to direct overall operations of Joint Communications including policies, procedures, and guidelines for the department. Directs, supervises, and assigns work to all staff. Essential Duties and Responsibilities:Plans, directs, supervises, advises, assists, trains, and evaluates the operations of Joint Communications to all employees; resolves employee grievances; counsels employees as needed. Maintain shift assignments and scheduling for the Joint Communications Center. Prepares annual personnel, operations, and capital improvement budget and prepares required annual reports.Plans work schedules; approve leave requests. Maintains employee files, accolades and deficiencies.Conducts employee performance evaluations and approves training requests. Coordinates training and continuing education programs for all department staff; maintains training records. Maintains compliance with State laws and regulations regarding emergency services, health, and safety issues. Oversees the Joint Communication’s payroll and accounting system; interprets and applies rules and regulations from the County Commission.Oversees purchasing activities; authorizes supply requests and purchases items for Joint Communications operations; writes and administers bids with approval of the Pettis County Joint Communications Advisory Board and Pettis County Commission. Solicits, writes, manages, and executes state and federal grants. Plans and maintains emergency operation plans. Oversees background investigations of prospective employees.Manages the department’s field training and evaluation program.Oversees all emergency communication equipment to ensure proper maintenance and operation as it pertains to Joint Communications. Serves on committees, task forces, attends meetings, training session as required. Periodically works beyond normal work hours, works on-call, works nights or weekends to include holidays. On occasion is exposed to highly traumatic, stressful situations or events. Works with exposure to noise and disruptions, and above average stress. The omission of specific statements does not exclude them from the position if the work is similar or related to the position.Minimum Qualifications:60 college credit hours but prefer Bachelor’s Degree in Public Administration, Fire or Police Management, Community Planning or other related field. Minimum 5 years of experience as the director of a Public Safety Answering Point joint communications center will be considered equivalent to the education requirement. Extensive computer and software knowledge with excellent communication skills. Minimum of 5 years work experience, preferably in emergency communications.Minimum of 2 years supervisory and/or management experience. Missouri driver’s licenseMust agree to be subject to random drug screen throughout employment. Knowledge of 911 Public Safety Answering Point Management. Good technical working knowledge of modern computer-aided dispatch software systems and related technologies.Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff.Ability to communicate effectively both orally and in writing. Necessary Knowledge, Skills, and Abilities:Must be able to speak and understand English language in clear manner in order to carry out essential functions of the job.Must possess effective oral and written communication skills.Must possess initiative and problem solving skills.Must possess a valid MO Driver’s License and a willingness to travel as needed.Must have flexibility, personal integrity, and the ability to function independently.Must possess some knowledge of Pettis County geography.Must possess the ability to develop budgets, coordinate expenditures, and perform accounting functions.Must possess the ability to interact effectively with public media and conduct effective public relations programs.Must possess knowledge of Federal and State rules and regulations and the ability to assure compliance with the same.Must possess knowledge of emergency communications equipment, systems, procedures, and practices.Must possess knowledge of and ability to work with all Pettis County public safety agencies to develop and implement plans to deal with natural disasters and/or emergencies to plan and carry out programs, to develop local resources, and to coordinate and direct such resources during emergencies and disasters.Must possess ability to establish and maintain effective working relationships with governmental agencies, officials, staff, volunteers, and general public.Must possess knowledge of emergency management systems, procedures, and practices.Must possess the ability to evaluate, revise, and recommend changes/improvements to standard operating procedures.Must possess the ability to develop and implement effective procedures to meet local needs and to effectively participate in policy planning and implementation.Must possess the ability to act quickly and calmly in emergency situations.Physical Demands: The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job.
