CONTEXT

The Office of the Auditor General of British Columbia serves the legislative assembly and, by extension, the people of British Columbia by providing independent assessments of government’s financial statements and operations that enhance government accountability and performance. The auditor general’s authority is derived from the Auditor General Act.

The work of the office spans all government ministries, as well as crown corporations, and the broader public sector. Reports resulting from direct assurance engagements are presented to the legislative assembly and are then made public.

JOB OVERVIEW

To develop, document and execute computer assisted audit techniques (CAAT's) to extract and process data from various operating platforms to provide audit teams with reliable and timely data, analysis and reports in support of the audit process. The Data Analyst also promotes the use of data analysis to add value to performance and financial audits and assists with the introduction and use of data visualizations in audits.

ACCOUNTABILITIES

Required:

• Provide the audit teams with reports and data by processing the client data.

• Analyze user data analysis requests and determine most appropriate method of processing.

• Determine the point of data extract and the required content from a systems and audit perspective based on discussions with the auditors.

• Research and determine client business rules, databases, system applications, software or hardware and database designs, and keep up-to-date on any changes related to the program area, through consultation with clients.

• Anticipate and plan for impacts of client systems changes on data extractions.

• Design and execute the extract of client data.

• Work with audit teams on CAAT output including sampling methods, program calculations and report formats.

• Prepare complete documentation of all work performed.

• Maintain and enhance existing data analytic applications, and design and develop new applications as required.

• Design, code, document and test new data analytic programs to support financial and performance audits.

• Manage security, storage and backup of data.

• Maintain proficiency in ACL and other tools for analysis and visualization.

• Use ACL to perform data analysis for audits.

• Develop proficiency with new data visualization tools.

• Provide training and support to audit teams in both ACL and Data Visualization software.

• Promote the use of analytics and visualization throughout the office.

• Work with financial audit and performance audit teams to identify areas that could benefit from data analysis.

• Work with audit teams to incorporate data visualization in their audits.

• Contribute to the IT Audit team, and assist on special projects as required.

JOB REQUIREMENTS

• Diploma in Computer Science or Computer Programming AND a minimum of 1 year of related experience1.

1Related experience includes:

• performing data analytics;

• managing data dictionaries;

• managing relational database;

• managing database architecture design; AND

• programming data analytics routines

• Minimum 1 year of experience working on data analyst and/or data science projects including contributing to the scope, objectives, data requirements and methodologies.

Preference may be given for:

• Experience performing data analytics in support of financial or performance audits.

• Experience using ACL or other audit related software (e.g., SQL, IDEA, or SMS).

• Experience utilizing Data Visualization tools such as Microsoft Power BI, Tableau, or similar.

• Experience working in the public sector.

Candidates must be willing and able to:

• Be flexible regarding ongoing changes in responsibilities, assignments, and corporate structures.

• Travel occasionally

• Work from the office

PROVISO

• Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act check, and/or enhanced security screening checks as required by the Office of the Auditor General.
