Position Description

POSITION TITLE: Fire Chief

REPORTS TO: Mayor

FLSA STATUS: Exempt

POSITION OPENING DATE: July 8, 2015

1. Position Description

This position reports directly to the Mayor and is responsible for guiding and directing the overall management and administration of the Shrewsbury Fire Department. Plans, organizes, directs and coordinates current and future department fire suppression operations, emergency medical services, fire prevention services, administrative and support services.

The Fire Chief is responsible for the administration and coordination of all Fire Department activities, functions and services through supervision of subordinate officers, review of their activities and inspections of departmental operations and equipment.

Essential Responsibilities

Essential Responsibilities include but are not limited to the following:

1. Reports to the Mayor and the Board of Aldermen for all matters relating to the Fire Department. Attend at least two (2) meetings per month.

2. Establishes goals and objectives for the department and action plans for the department’s various functions and services.

3. Generates and assigns specific duties to staff and line management personnel.

4. Directs and/or monitors department operations, prevention, training, and maintenance programs.

5. Serves as the Emergency Management Director (EMD) for the City for all emergency incidents, events and disasters.

6. Must be qualified and able to perform as an Incident Commander and/or perform staff functions within the Incident Management System.

7. Serves on City’s negotiating team for all Fire Department related employment contracts.

8. Supervises and coordinates presentation of annual department budget. Directs implementations of budget and planning for new/replaced equipment and upgrades to the facility.

9. Actively facilitates research, application and management of grants and alternative funding resources commensurate with policies and directives of the Board of Aldermen, available resources, and existing laws and regulations.

10. Actively manages and oversees all accreditation requirements for ongoing maintenance of the City’s Fire Protection ISO rating.

11. Provides on-going administration of all Fire Department related contracts including labor agreements, mutual aid agreements and purchasing agreements with other agencies and businesses.

12. Keep apprised of all state and federal regulations and industry guidelines which affect the welfare and operations of the Fire Department and advise the Board of Aldermen of the same.

13. Provide recommendations to the Board of Aldermen for all matters relating to strategic guidance of the department.

14. Actively cultivates and maintains an effective liaison with city, county, and state departments and agencies, community businesses, and the community at-large.

Illustrations of Standard Work Responsibilities

1. Formulates policies and regulations governing the fire-fighting, fire prevention, and EMS activities of the department.

2. Plans, organizes, assigns and directs departmental operations with respect to equipment and apparatus.

3. Provides for the training and discipline of personnel.

4. Enforces fire prevention laws, such as the handling and storage of combustible materials and the use of flammable liquids and explosives.

5. Performs commercial and residential inspections of fire prevention systems.

6. Assists and works in conjunction with the Building and Housing Department in the inspection of new construction.

7. Responds to fire alarms and personally directs fire-fighting activities through subordinate officers.

8. Attends and participates on an as-needed basis for Plan Commission and Board of Adjustment meetings.

9. Serves on East Central Dispatch Center’s (ECDC) Fire Operations Committee, which serves to jointly oversee (with Police Operations Committee) the operations and effective management of ECDC.

1. Extensive knowledge of the principals and practices of the following

a. Modern fire department administration

b. Modern fire prevention and fire-fighting techniques

c. Modern EMS delivery service methodology and techniques.

2. Extensive knowledge of the uses and limitations of the various types of fire department apparatus and equipment and of their operational and maintenance requirements.

3. Extensive knowledge of effective methods of planning, training, assigning and directing personnel and equipment.

4. Extensive knowledge of fire protection ISO rating programs and criteria, public protection classification programs and fire suppression rating schedules.

5. Ability to establish and maintain effective working relationships with civic and official groups and the general public.

Desirable Education/Experience

1. Education: Prefer Bachelor’s Degree in Fire Service Management, Business Administration, Public Administration, or related field preferred.

2. Experience: Prefer a minimum of five (5) years of progressive supervisory experience in firefighting, supplemented by college level coursework in fire technology and fire department administration; or the equivalent combination of experience and training.
