Please email any topics of interest to Jennifer.Durso@. They will appear in the MAPP e-newsletter until the transfer of the e-newsletter content to the MAPP website occurs, as recommended by the MAPP Advisory Group. Discussion time will be included in each quarterly Meet-Me-Call to address the featured theme as a group. This month’s theme was CHD/non-profit hospital collaboration. Jenn gave a little background as to why this is relevant and important for us to address: National Health Reform outlines new expectations for non-profit hospitals. The Patient Protection and Affordable Care Act requires non-profit hospitals to (1) conduct a community health needs assessment at least every three years and (2) adopt an implementation strategy to meet the community health needs identified by the assessment. The community health needs assessment must include input from persons who represent the broad interests of the community served by the hospital facility, including those with special expertise in public health, and it must be made widely available to the public. Of the 18 Florida counties reporting both collaborating and integrating assessment with their non-profit hospitals (in the December 2013 MAPP survey), Jenn spoke with 9 to hear the stories and examples of their process, what worked and what will be a different approach for their community moving forward. Some trends that were drawn from the conversations concerned 1) different definitions that the hospitals have from the CHDs for health and “community needs” -- how can we help them with a paradigm shift to see the bigger picture? 2) Starting out strong with our assessment and priority setting but struggling with the action and implementation stageDiscussion from the field regarding above trends:The definition/understanding of access to care is a big difference. It has been challenging for us to actually engage the hospitals. They may not want to work together (competing hospitals at same table)Our county’s experience started out territorial, but once they did their assessments they realized they needed us and began to come to the table. Our county can definitely relate to the territorial issues. We are able to have representatives from multiple hospitals because many use our Health Council for assessments and we meet with many one-on-one. The CHD meets with each hospital to make sure they are getting what they need from the larger meetings. Our county’s hospitals need data and we have data. Hospitals have realized that they do not need to pay an outside consultant to get that data and they have to work with the CHD anyway. Our approach is aligning resources and the timelines as we work to find common priorities. Our county is on our 4th MAPP cycle and we have one non-profit hospital. We use a 3-year cycle and double-check with the hospital to ensure that how we are proceeding will allow the hospital to still have its needs met as well. We have what they need and they have what we need. They take the CHD community health assessment and determine their priorities from that. Q from another county: Who is in charge of MAPP in your county? A: We do it. Q: what is your job? A: I am the accreditation coordinator for our health department, PIO, Executive Assistant to the Director, and MAPP Chair. The IRS requirement does not specifically say that the public health expertise representation has to be the CHD. We use a public health expert from outside the health department. To further involvement in this topic (CHD and non-profit hospital collaboration), please let Jennifer D’Urso (Jennifer.DUrso@) know if you are interested or call for more information at 850-245-4444 ext. 3789.What will be involved of the volunteers for this Learning Collaborative?#1 Regular communication—primarily via email#2 Contributions and use of a shared folder with research and resources to build a foundation for Florida County stories Thank you to counties already sharing helpful resources on this ACA, IRS and Community Benefit topic—please see below: Upcoming Events and Opportunities:NACCHO Evaluation Training: two trainings that will each run from 9 am to 5 pm:FDOH-Orange County at the health department—May 12FDOH-Tallahassee, Betty Easley Center—May 14Q from field: Is this training for those very familiar with MAPP or people new to the process?
