| |I’m wondering if any jurisdiction has had interaction with their postsecondary education regulator regarding the State Authorization Reciprocity Agreement (SARA). My |

| |understanding is that SARA establishes comparable national standards for interstate offerings of postsecondary distance education courses and programs and is overseen by |

| |the National Council for State Authorization Reciprocity Agreements. In the State of Rhode Island, institutions offering postsecondary education must receive prior |

| |approval from the Office of the Postsecondary Commissioner. For states with similar requirements, has the adoption of SARA changed your filing procedures? |

| |There have been some colleges and universities that have filed Applications for Certificates of Authority with us based on the fact that they would be offering distant |

| |were created by action of their General Assemblies, thus the schools are not on record with the Corporations Divisions in the other States. We have asked for a certified|

| |copy of the legislation that created the school when dealing with this situation. In my opinion, this is the confusing issue that we as filing agencies will face. |
