TITLE: Vector Control and Pesticide Use/Documentation

PURPOSE

In order to prevent vector borne diseases, infectious diseases and problems with venomous insects and prevent any health related problems for the children, staff or visitors that could result from the use of chemical pesticides:

POLICY

The OLC HS/EHS Program Centers will maintain the facility to reduce the potential for and eliminate any rodent or insect infestations to safeguard the health and safety of the children, staff and visitors. Further, the OLC HS/EHS Program Centers will allow the use of chemical pesticides only when necessary and in a manner that will not harm the health of the children, staff and visitors.

PROCEDURES

Vector Control

a. The following potential vector borne diseases are common to our area according to the I.H.S. O.E.H. Health Advisor:

1) Hantavirus

2) West Nile

3) Plague

4) Lyme Disease

b. The following venomous insects are found in our area according to the Health Advisor:

(1) Black Widow Spiders

(2) Brown Recluse Spiders

(3) Etc.

c. All outer openings in the foundation, walls, ceiling, roof, windows and exterior doors shall be sealed to prevent the entrance of insects and rodents.

d. All gaps and openings around pipes and conduits will be sealed on the interior side of the Center.

e. Windows used for ventilation are equipped with screening that is in good repair. (If other types of flying insect control devices are used, such as air curtains, then list these devices) Outer doors to the Center are equipped with properly adjusted self-closing devices.

f. When the Teacher or Health Advisor or Vector contractor declares that there is a rodent or insect infestation at the Center, the Facilities Manager will ensure all recommendations provided by the Health Advisor or contractor are followed.

g. The staff will clean any spider webs identified inside the building daily.

h. Playground equipment will be inspected daily on the Daily Playground Inspection Checklist to identify any spider nests or other insect breeding sites and eliminate them.

Vector Control

a. All extensive pesticide application will be conducted by a licensed (or certified) pesticide applicator contractor and shall be applied only when the children are not present at the Center. Pesticide application services are provided to the OLC Head Start and Early Head Start Centers by a contractor is licensed through the State of South Dakota.

b. The staff may apply commercial, over-the-counter pesticides at the Center only with the approval of the Facilities Manager and only when the children are not present. Any pesticides will be included in the Chemical Inventory and MSDS Binder maintained at each of the buildings.

c. Only U.S. Environmental Protection Agency approved pesticides can be applied at the Center.

d. The licensed pesticide contractor will provide a list of all pesticides that will be applied at the Center, including information on the type of pesticide used, the common and chemical name of the pesticides used, the purpose for applying the pesticide, how the pesticides should be applied, and any warnings or special precautions that the staff should be aware of for the pesticide used.

e. Pesticides will not be applied while the children are present at the Center. The Bus Driver (or their designee) will be present and observe the application of pesticides by the pesticide applicator.

f. The Bus Driver will document the used of pesticides at the center on the Vector Control form. The form will contain the date and time of application, the pesticide applied, who applied the pesticide and the purpose for application.
