Who We Are

Introduction to PacWest C4I, Inc.

PacWest C4I Inc. is a Service Disabled Veteran Owned Small Business focused on enterprise Command and Control (C2) Business Engineering and Information Technology solutions for local, state, regional and federal Homeland Security requirements. The company is an S-Corporation (EIN 55-0820326) registered in Washington State February 14, 2003 PacWest C4I is registered in the Central Contractor Registry (CCR), the Small Business Administration’s ProNet database, and the WMATA database. Our Commercial and Government Entity (CAGE) code is 3DZY9, and we cover these NAICS codes: 336992, 541511, 541512, 541519, 541611, 541618.

Even though the company is new, it is populated with personnel who have spent their entire careers providing Business and IT services to both the private sector and the federal government. The principals who formed PacWest C4I recently left very successful careers in the private sector in order to return to a small, requirements-driven environment that is responsive to customers’ needs. In the short time since we formed PacWest C4I, we have built a large data base of highly technical individuals who worked with us in the past and also want to return to the highly customer responsive environment provided by a small business environment.

PacWest C4I currently has two private sector contracts: Both are with Armor Systems International; first is to write the SBIR proposal to DOD for a revolutionary Peel and Stick Armor. PacWest C4I’s Principals

Wayne F. Hall, Co-Founder: A C4I expert with over 27 years experience, Mr. Hall has held Senior Leadership positions in both the USAF and in the private sector. Most recently, Mr. Hall served as Chief Information Officer for The Nautilus Group, Inc. The Nautilus Group (NYSE: NLS) was the number one “Hot Growth Company in America”, according to Business Week, for 2000 and number two in both 2001 & 2002. Prior to The Nautilus Group, Mr. Hall was the Director of Information Technology for Electric Lightwave, a regional CLEC. In 1997 he became the V.P. of IT for Surplus Direct (later purchased and became ) and his first private sector position was the Director of Operations for DAT Services, a nationwide freight matching services company.

Wayne Hall served in the U.S. Army from 1970 to 1972, and retired from active duty Air Force in 1995 as a Lt. Col. During his military career Wayne served in a multitude of high visibility C4I billets:

Wayne is a 1976 graduate of Willamette University and commissioned through AFROTC at Oregon State University. His post graduate degree is from Webster College, where he received a Master of Science in Management.

Jay Rose, Co-founder: A C4I expert with over 25 years experience, Mr. Rose has lead strategic, operational and tactical technology organizations in both the Department of Defense and private sector. Over the last 4 years, Jay Rose successfully transitioned from DOD into key leadership positions with successful, entrepreneurial companies. He led 130 technicians as Director of Operations at Electric Lightwave, a telecommunications Competitive Local Exchange Carrier (CLEC), which today is a major regional and national player in optical Metropolitan Area Networks as well as Long Haul OC-192 fiber backbones. He then moved to The Nautilus Group, Business Week’s number one & number two “Hottest Growth Company in America” for 3 consecutive years from 2000 through 2002. While there, he spearheaded a complete and total technology re-engineering of a 400 million dollar direct sales business as the company’s Program Director/VP.

Jay retired from active duty Army in 1999 as a LTC(P), culminating in his command of the 509th Signal Battalion, Vicenza, Italy. During his 21+ years on active duty, Jay served in a multitude of high visibility Joint and Combined C4I billets:

Jay is a 1978 graduate of the United States Military Academy at West Point. His post graduate degree is from the Naval Postgraduate School, Monterey, California (1986-88), where he received a Master of Science in C4I Systems Technology. Jay also battled lymphatic cancer (fourth stage Hodgkin’s disease) during his 2-year curriculum in Monterey. Jay’s certification includes the Signal Basic and Advance Course, the Joint Telecommunications Officer Course, the Joint Space Operations Course, the Command & General Staff Course and in addition was selected for the National War College. He is Airborne, Ranger, Special Forces and Jumpmaster qualified.
