Recently, Osceola County announced the new residential curbside garbage and recycling program with Advanced Disposal that will begin October 1, 2019. The new service will provide an efficient, uniform way to collect garbage and recycling using carts that allow for automated collection and reduce the amount of litter in neighborhoods caused by open containers or torn bags.A great feature of the program is that residents will have the option to choose the garbage and recycling cart size that makes the most sense to them. Postcards are being sent to all residents in the service area that give them the option to select their carts. We understand you may have questions regarding the new program, and have found that many times questions are about similar topics, so we have put together a helpful list of frequently asked questions to make sure we kick off the new collection program right!HOW DO I KNOW IF I WILL RECEIVE THIS SERVICE?If you currently have collection service through the cities of Kissimmee or St. Cloud, this will not affect you. If you currently have a green and yellow recycle cart only, you will receive this new service.HOW WILL MY SERVICE CHANGE?Residents will have one pickup a week for garbage and one pickup a week for recycling, using a new, automated collection truck. Residents will also receive one weekly manual pickup of yard waste and one weekly bulk collection of up to 3 cubic yards, if needed.New service routes for pickup will be announced in September 2019. Because the automated pickup increases the efficiency of service, residents may have pickup on different days than they do now.?Yard waste pickup will continue to be made manually, and residents will need to provide their own bin for pickup that is 45 gallons in capacity or smaller.?Glass will no longer be accepted as a recyclable material.HOW CAN I SELECT MY NEW CARTS?All households will receive a new garbage and a new recycling cart. Recently, postcards with individualized codes began mailing that allow residents to log onto the service provider’s website and select which size carts make the most sense for them. Residents can choose from 35-gallon, 65-gallon and 96-gallon carts for both garbage and recycling. If no selection is made, the household will receive a 96-gallon garbage and 96-gallon recycle cart by default. From October 1, 2019 through April 2, 2020 residents will be able to contact Advanced Disposal to exchange their carts for different-sized carts at no cost. After October 1, 2019 residents will be able to contact Advanced Disposal with the option to purchase one additional garbage or recycle cart, up to a total of two of each. There will be a one-time payment for additional carts. More information about this will be published before the October 1 service period begins. The new carts will have beige bodies, with a beige lid on the garbage cart and a blue lid on the recycle cart. The new 96-gallon cart will hold approximately 10 13-gallon trash bags, the new 65-gallon cart will hold approximately 6 13-gallon trash bags and the new 35-gallon cart will hold approximately 3 13-gallon trash bags.Delivery of new carts will begin in August 2019 and continue through the month of September 2019. Residents will continue to use their own containers and the Waste Management recycling cart through their last collection day in September 2019. ?WHAT IS THE COST OF THIS NEW SERVICE AND THE NEW CARTS?There is no out-of-pocket cost for the initial garbage and recycle carts you receive, and the service cost is paid through an assessment on your property taxes. The annual assessment will be $309.15, which covers the cost of providing solid waste services and includes collection of household garbage, yard waste and recycling. The annual assessment does not change dependent upon the size of the carts you select, or if your home is only occupied part of the year.Under the new program, fees for additional services (like bulk pickup) charged by the service provider are capped.WHAT WILL HAPPEN TO MY CURRENT RECYCLING CART, AND WHEN CAN I START USING THE NEW CARTS?The current service provider will collect the cart after your last recycle collection at the end of September 2019. ?Please use the cart on the last collection day as the provider will empty the cart and then pick it up.New carts cannot be used before the October 1 start of the new service.HOW CAN I FIND OUT MORE INFORMATION ABOUT THE PROGRAM?Osceola County will distribute informational packets by mail prior to the program start date of October 1, 2019 and also with the delivery of the new carts as they are rmation will also be made available on the County website,?, and through our social media accounts on Facebook, Twitter and Next Door. ................
