Human Resources Generalist

Human Resources (HR)

The mission of the human resources department is to provide effective human resource management by implementing and supporting policies and procedures for a healthy work environment. The HR Generalist provides support for the Human Resources Manager and other regional HR activities. The HR Generalist must be responsive and supportive of staff at all levels to help them be more productive and successful in their jobs, and be a positive and solutions oriented role model.

Definition

The HR Generalist supports all departments and staff in 13 western states. Major responsibilities include but are not limited to recruitment, payroll and all administrative tasks related to the health and safety of RCAC staff while supporting the legal compliance and financial health of RCAC through company policies, procedures and documentation. Act as a link between management and human resources and provide information to employees about rules, regulations and policies, and provide general support.

Specific job goals, objectives and tasks are established for each employee as part of the annual evaluation and work plan process. Examples of responsibilities and duties may include but are not limited to the following:

▪ Recruitment and selection – process all new employee-related paperwork and data entry into HR Passport and SharePoint platforms; coordinate all employee changes with payroll, IT, Finance and Procurement; audit personnel information (such as I-9’s) to ensure compliance with federal regulations; maintain applicant tracking system (HireCentric) and assist with college recruiting activities

▪ Payroll administration – process and audit timely and accurate bi-weekly payroll data entry/report generation from TriNet HR Passport platform

▪ Administrative – process and file timely and accurate employment forms (electronic or paper) including recruitment, hire, discipline, termination, disability, unemployment, retirement contribution modifications, leave of absence, sabbatical, personnel change notifications, organization chart, training and certificates; provide advice, assistance and follow-up on company policies, procedures and documentation; verify that all information is accurate, current, and complete while maintaining strict confidentiality of all employee records and information; act in a consulting capacity to managers on employee issues, including compensation, benefits and employee relations; complete health, salary and EEO surveys; maintain and distribute required OSHA logs to all office locations in a timely manner; assist in the design of administrative policies; assist in writing job descriptions and other reports as assigned

▪ On-boarding – coordinate and schedule new employee orientation meetings; conduct HR orientation meeting with new staff ensuring that the employee receives the applicable state-required notice(s) as well as complying with required federal government reporting (I-9 form and E-Verify)

▪ Benefit administration – assist in benefits administration such as open enrollment and service to employees through timely and accurate responses to routine benefits questions

▪ Employment Law – ensure employment practices are in compliance with Title VII, ADA, ADEA and other federal and state laws; procure and provide required federal and state posters and forward to all offices annually and as updated; send appropriate correspondence pursuant to federal and state leave laws; assist with workplace investigations; assist in the design of employee policies to ensure RCAC legal compliance

▪ Performance Evaluations – ensure orientation evaluations are conducted for new employees

▪ Internship, Training and Mentor Program – collaborate and provide recommendations and support to managers and employees; lead and provide employee and mentor with pertinent Mentor Program materials; maintain contact during mentorship to ensure active participation, track log receipt and conduct program evaluation

▪ Affirmative action – maintain statistical data for all employees; prepare quarterly reports for personnel committee/board review, submit annual EEO-1 survey

▪ Safety and health – assist manager in administering the RCAC safety policy; maintain safety compliance as required by OSHA/Cal-OSHA

▪ Workers’ compensation – provide and process appropriate paperwork for employee claims; initiate and maintain confidential correspondence

Preferred Experience and Education:

A combination of experience and/or education is necessary to qualify for the position. A typical combination may include:

Experience:

Four (4) years of applicable experience in jobs that include personnel or human resource duties (education may be substituted for experience).

Preferred Education:

Bachelor’s degree (additional qualifying experience may be substituted).

PHR/SPHR Certification

The employee may occasionally lift and or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

This position may require light (up to one day per month) to moderate (up to two days per month) automobile and/or airline travel, including overnight travel.

Special Requirements:

Possession of a valid driver’s license and proof of insurance may be required
