The blackshirt legion is only 2 battalions, so has a lower strength, but does not get –1 for poor troops; but –1 for poor equipment and –1 for small battalion size.
There was a small 81mm mortar battalion present. This is subsumed into the other units.

The Bersaglieri are 2 battalion regiments. They get +1 bonus for good troops.
Armoured divisions prior to 1942 would lack the AT guns, SP Guns, and, sometimes, the armoured cars. The Bersaglieri would not get a +1 bonus either. There may also be more than 3 tank battalions and some would contain L3s.

Sometimes the guns are German 105mm.
The Engineering and AA are per corps; as are the Guns and the MG battalion.
The Bersaglieri are an army asset, as is an additional artillery regiment. They have truck movement in Africa. Sometimes there is a Bersaglieri regiment available at corps level or additional artillery regiments. Bersaglieri can also be replaced with regular infantry, or even Alpini.
