TITLE :Youth Empowerment and Livelihood Advisor - Tanzania TEAM/PROGRAMME: Kigoma regionLOCATION: Kigoma regionGRADE: 2POST TYPE: National/ International Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young peopleROLE PURPOSE: Save the Children International - Tanzania is seeking a qualified Youth Empowerment and Livelihoods advisor to support the design and implementation of its new Youth Empowerment and livelihoods programme activities in Kigoma region and across Tanzania.The Youth Empowerment and livelihoods programming in Kigoma region - north western Tanzania will include cash programming, small business development, agricultural and livestock programming. Programming will have a strong protection and gender focus; working with youth both boys and girls. The Youth Empowerment and Livelihoods Advisor, will provide technical support to the effective and successful design, implementation, and monitoring & evaluation and ensure that they meet appropriate standards (SPHERE Standard, LEGS, Protection Principles and Cluster guidelines) of all livelihoods programming in project locations. Enhancing personal and economic development of youth-by increasing access to market based education and skills training, agricultural and livestock extension and related services through ICT approaches including mobile services, video, radio etc. as well as traditional approaches (farmer field schools) as well as increasing access to financial services (e.g. financial literacy, generating savings, and access to credit and use of digital payment systems for Cash transfer programming) SCOPE OF ROLE: Reports to: Director of Programme Implementation/Emergency Response manager Staff directly reporting to this post: Youth Empowerment and Livelihoods staff.KEY AREAS OF ACCOUNTABILITY:Under the direct supervision of the Director of Programme Implementation /Emergency response Manager:Programme development and ImplementationThe Youth Empowerment and Livelihoods Advisor will be expected to: - Support strategy development, learning and program design for the SC Youth Empowerment and livelihood programme in Tanzania Provide strategic guidance and best practice in the design, implementation, monitoring and evaluation of SC Youth Empowerment and livelihood activities Ensure Youth empowerment and livelihoods activities are designed and implemented in a way that is gender sensitive and promotes empowerment of the youth both Boys and Girls.Build the capacity of SC Youth Empowerment and livelihoods staff and implementing partners, train and mentor staff to improve their skills in proposal developmentIn collaboration with MEAL department, ensure that project data are systematically gathered in participatory manner and analysed to generate useful information to track progress and quality in project delivery.Develop cash transfer programming mechanisms for fast track, transparent and safe cash transfer in line with good practices of cash transfer programming for livelihoodsLead in design and conducting market assessments, market analysis, price monitoring and impact of cash transfers and livelihoods programming for both refugees and hostsWork with other partners in market development and standardization of business and vocational training programs as per the needs of refugees and host communities.Contribute actively to external coordination and advocacy in Youth empowerment and livelihoods, representing SC - Tanzania Coordinate and collaborate with other players in Youth empowerment and livelihoods programming while working closely with our partners as well as SC program management staff.Work with awards team and develop new concept notes and proposals for program growth and development. Coordinate with other stakeholders for common approaches and working together for new ideas, innovation, pilots etc. Human ResourcesLine management of SCI Youth empowerment and livelihoods project staff Participate in the recruitment, selection and development of project staff as requiredPrepare performance objectives together with program staffs and give the necessary feedback, follow up and support to improve staff performance. Monitoring and ReportingDevelop and facilitate appropriate and effective use of program monitoring systems to enable assessment of both the programme process and impact and to ensure delivery of results for youth in both refugee and host communitiesCoordinate with Programme staff the preparation and submission of implementation reports, weekly, monthly or other periodical reports for SCI and funding partnersReporting on progress and documentation of best practicesSupport in development of communication materials, case studies and advocacy initiatives.Coordination and NetworkingWorking closely with the Field Managers/ERM, develop partnerships to leverage resources, ensure adequate coverage in the programme delivery and participate in relevant joint assessments.Represent SCI Youth Empowerment and Livelihoods programme in development and humanitarian coordination forums including Food security and livelihood cluster/ Education and Child Protection Working Group meetings , working closely to address issues related to strategic planning, responsibilities of sector partners, and joint advocacy.SKILLS AND BEHAVIOURS (our Values in Practice)Accountability:Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children valuesAmbition:Widely shares their personal vision for Save the Children, engages and motivates othersCollaboration:Builds and maintains effective relationships, with their team, colleagues, members and external partners and supportersValues diversity, sees it as a source of competitive strengthApproachable, good listener, easy to talk toCreativity:Develops and encourages new and innovative solutionsWilling to take disciplined risksIntegrity:Honest, encourages openness and transparencyQUALIFICATIONS AND EXPERIENCEMasters in international development, agronomics or related field and significant experience in Youth development and empowerment/livelihood-related fieldAt least 7 years of experience in resilience/livelihood related field, particularly in designing and implementing programing in agriculture, livestock, small business development and/or cash transfers in fragile states emergency or development context.At least 3 years of experience in youth empowerment/ livelihood/Cash transfer programming related field, particularly in designing and implementing programing in market related business skills, agriculture, livestock, small business development and/or cash programming in development and humanitarian context.At least 2 years working in consortia or multi-stakeholder or multi-country programs.Past experience conducting sectoral assessments/mappings/analysis, documentation of lessons learned, best practices, and compelling write-up of resultsA strong track record working with national partner organizationsExperience in strategy, program, and/or proposal development.Extensive experience working with coordination mechanisms, including the Working Group and Cluster systemDemonstrated training and technical advisory skills, seasoned in capacity-building of national staffTechnical competencies in livelihoods and cash / income generation programmingAbility to lead on market assessments using EMMA and other toolsStrong understanding of gender dynamics within Cash and livelihoods programming and an ability to advise on and develop strategic initiatives to improve gender role and economic positioning within the programme sectorAdvanced computer skills such as excel, power point and other analysis tools.Proficiency in English language, both verbal and writtenDate of issue: Drafted on: 12/11/2016 Author : Hashim Mloso ................
