TITLE: Education Cluster Field AnalystTEAM/PROGRAMME: Global Education Cluster LOCATION: Geneva (with up to 15% travel)GRADE: TBC CONTRACT LENGTH: Open ended CHILD SAFEGUARDING: Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working ?in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check ?will be required (at ‘standard’ level in the UK or equivalent in other countries).ROLE PURPOSE: The Education Cluster Field Analyst is responsible for providing proactive support to education clusters in the field. The Analyst is also accountable for providing ongoing analysis of challenge areas, best practice and support needs for country and sub-national clusters. The provided analysis will be key to decision making on surge deployment, guidance and tool development, capacity development programming and advocacy. SCOPE OF ROLE: Reports to: Global Education Cluster CoordinatorStaff reporting to this post: 0Role Dimensions: The Global Education Cluster is co-led by Save the Children and UNICEF with a joint, global team located in Geneva. The GEC team currently supports 24 Education Clusters/Education in Emergencies working groups including all Level 3 emergencies as well as global level advocacy and communications. KEY AREAS OF ACCOUNTABILITY : Provide proactive support to country clusters through systematic outreach, use of repository and INEE toolkit resources and ensure dedicated follow-up as necessary.Manage reactive support to country clusters using tools including the Global Education Cluster Skype group and the Global Education Cluster HelpDesk; accountable for fielding requests, determining appropriate response and sourcing the resources and team members to provide appropriate and timely responses.Flag priority support needs from country level to Global Education Cluster Coordinators to ensure appropriate and timely deployments by Rapid Response Team, Save the Children and UNICEF surge teams or Global Education Cluster team members as needed.Provide both periodic and ad hoc updates to the Global Coordinators and teammates on trends in support needs and priority responses.Provide evidence for the development or revision of capacity development strategy and advocacy through analysis of support tools.Establish and maintain direct information exchange with INEE to provide information on trends in technical, EiE response for the development of tools, resources and training.Maintain the Global Education Cluster resource repository, ensuring the repository has up-to-date materials, that it is targeting priority support needs as evidenced from analysis of field requests, and that the repository is accessible to end-users.BEHAVIOURS (Values in Practice)Accountability:holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved.Ambition:sets ambitious and challenging goals for themselves and their team, takes responsibility for their own personal development and encourages their team to do the samewidely shares their personal vision for the Global Education Cluster, engages and motivates othersfuture orientated, thinks strategically and on a global scale.Collaboration:builds and maintains effective relationships, with their team, colleagues, Members and external partners and supportersapproachable, good listener, easy to talk to.Creativity:develops and encourages new and innovative solutionswilling to take disciplined risks.Integrity:honest, encourages openness and transparency; demonstrates highest levels of integrityQUALIFICATIONS An academic or professional qualification at post-graduate level or equivalent in education, international development or a related subject.EXPERIENCE AND SKILLSEssentialSignificant experience within in education in emergencies Knowledge of latest humanitarian and education technical guidelines and standardsHighly developed information management and data analysis skills Experience in working in inter-agency contexts with governments, UN, NGOs and other partnersA broad understanding of rights and development issues, international relations and the international humanitarian systems including humanitarian coordination systems and structuresStrong representation and communications skills (both written and verbal) in English and at a level appropriate for external representation and ability to tailor communications to different audiencesHighly developed interpersonal and communication skills.
