HISTORY
The International Institute of Rural Reconstruction (IIRR) is a U.S. nonprofit organization which was founded in 1960 to combat rural poverty worldwide. The IIRR and similar organizations in which Y.C. James Yen was active since the 1920s have promoted programs of self-help and mutual help to address problems of poverty, illiteracy, disease, and misgovernment in China, the Philippines, and other third world countries.
Y.C James Yen was born in 1893 in Sichuan Province, China, graduated from Yale University in 1918, and later studied at Princeton University. After early experience as a Y.M.C.A. teacher in France among Chinese workers in 1919, Dr. Yen returned to China, In 1923, he became the head of the Chinese National Association of the Mass Education Movement and its fund raising arm, the American Cooperating Committee. Together, they supported mass literacy campaigns throughout China, as well as a pioneering experiment in integrated rural development in Ding Xian County in the 1920s and 1930s. (Among the innovative approaches was the primary hralth care program, developed by Dr C.C. Chen, which was later adapted as the "barefoot doctors" program.) In 1940, Dr Yen and his colleagues established the National College of Rural Reconstruction to train Chinese men and women as rural reconstruction professionals. Returning to the United States, during World War II he organized the American-Chinese Cooperating Committee (later, the American-Chinese Committee of the Mass Education Movement) to secure American support for his educational efforts. Dr Yen led the effort to secure passage of an amendment to the China Aid Act of 1948, known as the Jimmy Yen provision, which stipulated that 10 per cent of the total China aid package of $275 million be allocated towards rural reconstruction. The Chinese-American Joint Commission on Rural Reconstruction, which was formed to administer the program, later played an important role in the development of Taiwan. After the Communist takeover in China, Dr Yen turned his attentions to promoting rural reconstruction in other developing nations. In the 1950s he helped Filipino leaders organize the Philippine Rural Reconstruction Movement. Other national rural reconstruction movements were later organized in Colombia, Guatemala, Ghana, India, and Thailand.
IIRR provides field-based training and management and technical assistance to the national rural reconstruction movements and other development organizations of Asia, Africa, and Latin America. In the U.S., these efforts were originally supported by the International Committee of the Mass Education Movement, later the International Mass Education Movement and later still Jimmy Yen's Rural Reconstruction Movement, which merged with the IIRR in 1970. Dr Yen died in 1990.

James Yen and the IIRR concerned with the development, sharing, and financing innovative methods of teaching, improving agriculture, health and family planning, and education in impoverished villages. Among the cataloged correspondents are: Pearl Buck, William O. Douglas, Nelson Rockefeller, and DeWitt Clinton.
Addition: Correspondence, reports, financial records, photographs, slides, negatives, contact sheets, photograph albums, scrapbooks, reel to reel films, videocassettes, reel to reel audio tape, tape cassettes, printed materials, maps, works of art, posters, and Chinese calligraphy of the International Institute of Rural Reconstruction. This collection is an addition to previously donated and processed IIRR materials. This addition focuses heavily on IIRR’s outposts in various countries in Africa, Asia, and Latin America and houses the bulk of IIRR’s photographic, audio visual material, and memorabilia including the awards of Dr. Y.C. James Yen.
