2020 NASCAR Modified Rule BookDISCLAIMER The rules and/or specifications set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. By making application for a competitor permit, it is deemed that the competitor agrees to become familiar with these regulations and abide by the directions set forth and prescribed by Management. No express or implied warranty of safety shall result from publications of, or compliance with these rules and/or specifications. They are intended as a guide for conduct of the sport and are in no way a guarantee against injury or death to participants, spectators or others. THE INTERPRETATION OF THESE RULES WILL BE SOLELY THE JUDGMENT OF THE TRACK OFFICIALS & TECH STAFF IN CHARGE AND THEIR DECISION WILL BE FINAL. Any part of the car not specifically mentioned or covered in these rules must remain STOCK. Stock parts are those found in the OEM PARTS BOOK (original equipment manufacturer), not those found in high performance or off-road racing books. Any cars being inspected will be allowed to have only one driver and two team members present in the tech area. Any harassment from any driver or crew member to the tech staff (or any other track official) may result in an automatic disqualification, thus forfeiting all money earned that night DISQUALIFICATION DECISION FOR ANY REASON WILL BE DEEMED FINAL. CAR ELIGIBILITY: The main intent and purpose of this set of rules is to allow any Modified in the province the ability to compete in events at your local Speedway. Any Modified built for any track is given the opportunity to compete, with simple modifications needed, such as added weight to the car. We have tried to generalize these rules with adaptations from other tracks in the province. IF YOU ARE UNSURE IF SOMETHING IS ALLOWED OR NOT PLEASE CONTACT THE SPEEDWAY FOR CLARIFICATION. In the interest of fairness and upholding a competitive division Track officials reserve the right to adjust weight penalties as needed throughout a season. The Speedway reserves the right to impound non-complying components with no compensation to the owner(s) Non-compliance with the specifications outlines herein may subject violating teams to disqualification, loss of points and moneys and or fine. NOTE: IF IT DOESN’T SAY YOU CAN DO IT, ASK THE TECH DIRECTOR FIRST. 1.0 SAFETY EQUIPMENT: All safety equipment must be inspected and approved by Full Throttle Motor Speedway officials prior to the vehicle going on the racetrack. Safety specs for Modified may differ slightly to standards at other tracks because of the speedway sizes. ALL SAFETY EQUIPMENT MUST BE WORN ANY TIME DRIVER IS IN THE RACE CAR ON RACING SURFACE 1.1 BELTS: A quick release lap belt of no less than 3” width and 3” shoulder 1 harness is mandatory. Belts must be securely fastened to frame or roll cage with minimum 3/8” grade 8 bolts. Belts must be dated within the last 3 years. 1.2 FIRE CONTROL: Extinguisher: Cars must have a current year 2 ? lb. minimum fire extinguisher mounted in an approved mounting bracket and within driver’s reach with seatbelts fastened. On board fire suppression system highly recommended. Fire Suit: Driver’s fire suit SFI3.2A/1 is mandatory. Recommended SFI3.2A/5. Driver and suit must maintain clean looking appearance. Gloves & Footwear: Fire Proof Racing Gloves and shoes are Mandatory 1.3 FUEL CELL: Fuel cell is mandatory. Fuel cell must be mounted between the frame rails. Fuel cell must be secured with steel straps made of 1” x 1/8”, not less than two lengthwise and two cross wise, full 360 degrees. Fuel cell must have left side and rear hoop protection bars, minimum 1 3/4” x .095 tubing. Fuel cell must have a one way check valve in vent line. No vented gas caps permitted. Gas cap must have an appropriate attaching line to prevent its loss. Cell must be vented out the rear tail section of the car. A ground strap from the frame to the cell is mandatory. 1.4 FUEL SHUT-OFF: Fuel cell must have a one way check valve in the vent line and have a shutoff valve installed which is accessible to driver and safety crew. Must be clearly marked “OFF” and “ON” 1.5 HEAD AND NECK RESTRIANTS SYSTEM: As of 2020 all Modified drivers are required to have a head and neck restraint system to enter the speedway surface. 1.6 HELMET: A Snell 2010 SA or newer approved racing safety helmet is MANDATORY and complete drivers fire suit must be worn in all practice and race events and until car is parked in pit area. 1.7 ROLL CAGE: Cage must be constructed of 1 3/4” minimum outside diameter by .095” wall thickness round steel tubing. Four point cage compulsory. A minimum of four horizontal bars must be inside the left side door and an "x" minimum on the right side. No pipe fittings allowed. All roll bars in the driver’s area must be properly padded and taped. Left leg protection bar must be installed by bolts. Roll bar padding is mandatory. 1.8 SEAT: An aluminum or steel racing seat must be used, bolted or welded to roll cage, between roll-cage and left front frame rail. All welds must be electric or MIG and will be subject to the approval of the tech inspectors. Seat must be positioned completely to the left of the center line of the car. An approved head rest required on the right side and recommended on the left. 1.9 WINDOW SAFETY NET: Driver’s window net mandatory that meets SF1-27.1, with minimum 3/8” rod. Must have quick release latch. ALL SAFETY EQUIPMENT MUST BE WORN ANY TIME DRIVER IS IN THE RACE CAR. If upon inspection, if any of the mandatory personal safety equipment is not being used, a $50.00 fine and loss of points and money will result for each offence. 2.0 MECHANICAL & BUILD RULES: These rules have been compiled from different tracks throughout the province to allow many different All Pro Modified the opportunity to compete at the speedway. The Track under the rules package reserves the right to adjust and make changes as needed throughout the season. 2.1 BODY STYLE & APPEARANCE: 2.1.1 DESIGN and LOOK: Both front tires must be open from body. Right rear tire can be covered or open. Stock appearing roof with a total of 9 sq. ft. and a minimum of 40" in height at 10" back of front windshield and front pillars must be utilized. Side windows must have 13" minimum of opening and 24" in width. Lexan spoiler and side boards has a 48" maximum height from ground and be properly supported and braced. (Allowed from "B" post rearward only). Rear Spoiler and side boards must be clear and visible to look through from the rear to front of car and sides of car. 2.1.2 BUMPERS and SIDE NERF BARS: Front bumper may extend past the frame only 2" on each side. Front and rear bumpers must be located a minimum of 13" and a maximum of 17" from the ground to the center of the bumper. Front and rear bumper should be double bumper style. All bumpers and side rails must have rounded corners. Side bars must be made of a Minimum 1 1/4" and maximum of 1 3/4" round steel tubing. Side bars cannot extend past tire area. 2.2 PAINT & LETTERING: All cars must be neatly painted. Numbers assigned by the track must be painted on both sides of the car and roof, in minimum 20" high by 3" wide letters (roof numbers read from right side) of a color offering a distinct contrast to the color of the car. 2.3 WINDSCREEN: Must have lexan or screen in front of driver capable of deflecting debris away from driver’s helmet and cockpit area. 3.0 BATTERY: Must be anchored securely and separated from driver’s compartment by firewall. One 12-volt battery only. 4.0 BRAKES: Four Wheel hydraulic brakes in good working condition are compulsory. Dual Master Cylinder with balance bar allowed. Steel single piston calipers, Aluminum multi-piston calipers Allowed . Rotors must be made of steel only. In-car brake adjustment allowed. 5.0 CHASSIS, SUSPENSION, STEERING: Offset Chassis will be the Modified standard. Fabricated side rails must be constructed with a minimum of 2” x 2” - .095 tubing. Cars are maximum 112” wheel base or a minimum of 104” wheel base. Wheel base must be within 1/2” from one side to the other side of the car at all times. To be measured at wheel centerline. One shock per wheel (position optional). Steel or Aluminum racing shocks are allowed. No air shocks, high pressure gas shocks. Coil over spring inserts and aluminum racing shocks allowed. After Market steel spindles with hollow pins permitted, steel hubs allowed. Aluminum and Wide 5 hubs permitted. Wheel studs must be a minimum of 5/8”. No suspension components permitted to be adjustable from driver’s compartment. Front- Rack and Pinion type steering permitted. Aftermarket strut front suspension components allowed. Stock type steering box with center link and stock type lowers (50 lbs off total weight – rule 18.1.1). 82” maximum overall width rule. 5.1 REAR SUSPENSION: Suspension type is optional. Lengths are optional. Coil-over allowed. Floater hubs mandatory. No titanium parts. Quick Change type rear ends permitted, magnesium bells, lightweight center sections and front loaders allowed (pinion shall be no higher than 2 ?” lower than the axle center line) Aluminum spool permitted in a quick change. 5.2 SHOCKS & SPRINGS: Steel or Aluminum Racing Shocks allowed. Complete Shock with all attatching hardware price cannot be more than $150 USD (manufacturer retail price including HST tax) each. Revalving and dynoing of a standard shock is allowed but must be done internally. No external canisters shocks allowed. 6.0 DRIVELINE: Must have steel 360 degree retaining loops ?” x 2” positioned at the front and rear of the drive shaft with in 6” of each U-joint. No chains. Aluminum drive shafts allowed. Drive shaft must be painted white or fluorescent. 7.0 EXHAUST AND HEADERS: Maximum tail pipe diameter is 6”. Tubular headers will be permitted with a specification of 1-3/4” O.D. primary with a 3 1/2” collector using stock bolt pattern. Maximum 100 decibel rated mufflers mandatory (any rear exit allowed) 8.0 FRAME HEIGHT: No minimum clearance height 9.0 FUEL & FUEL LINES: Mechanical fuel pumps only (except Spec engine). Petroleum based unleaded fuels only. No lead additives allowed. 100 Low Lead AV allowed The gasoline shall not be blended with alcohols, ethers, or other oxygenates and it shall not be blended with aniline or its derivatives, nitro compounds or other nitrogen containing compounds. No NOS system. Steel fuel line must be used and must be securely fastened under floor. 10.0 INSTRUMENTS: Oil pressure and water temperature gauges mandatory. (Oil pressure line must be steel or braided line only). 11.0 MIRRORS: Due to the now mandatory neck restraints, side mirrors will be permitted, a convex 3” max diameter allowed on the driver’s and passenger side a-pillars, a rear view mirror is permitted as well. 12.0 RADIATOR: Should be in stock location and include a 1-gallon metal overflow can securely mounted ahead of engine firewall, and under hood. Over flow tube must exit from under the hood on the right side of the car, at the base of the windshield only. No antifreeze. 13.0 RADIOS & DRIVER COMMUNICATION: 2 way radio allowed, 1 way driver radio receiver mandatory 14.0 STARTER & WIRING: Race cars must be self-starting. No push starting. Starter must be in stock location for that engine and functional. Must have an ignition kill switch, must be painted red and clearly marked on/off. 15.0 TIRES & RIMS: 2020 Track Tire: Hoosier 1070 Racing tire (10" Racing Slick) Rims to be a maximum 10” width (steel racing wheels only) 16.0 TRANSMISSION: Any steel 3 or 4 speed "stock" manual (aluminum OEM case add 10 lbs – rule 18.1.2).Automatic Transmission (50 Lb weight break) Non-conforming aftermarket transmission (add 30 lbs to total weight- rule 18.1.3) Bert or Coupler (add 70 lbs to total weight – rule 18.1.4) 16.1 BELLHOUSING & CLUTCHES: Stock steel O.E.M. clutch and flywheel units must not be drilled or machined and must be as factory issued with no modifications what so ever. Stock clutches must have an N.H.R.A. steel bellhousing, SEMA 6-1 flywheel shield or scatter shield of 1/4” steel. Minimum stock type flywheel weight is 14 lbs. Stock style clutch pressure plate must be a minimum 10” diameter. (Stock type clutch assembly with steel bellhousing will receive 40 lbs weight break – 18.1.5) Double or Triple Disc Clutch is allowed Any style Aluminum Bellhousing allowed on multi-disc clutches only 17.0 ENGINE: Engine height must have no oil pans lower than front cross members or frame of chassis. 2" to left maximum engine offset. 70.5" measured from front of rear housing tube to back of engine block. 17.1 CARBURETORS & SPACERS: Stock and unaltered 650 CFM Holley 80541-1 Series allowed (must meet and fit Track tech tools). 17.2 ENGINE OPTIONS: 17.2.1 LIMITED BUILT MOTOR: V8 engines only. Maximum cubic inch allowed. GM - 360 C.I.D. Ford - 358 C.I.D. Chrysler or AMC - 370 C.I.D. Maximum compression ratio 9:5 to 1. Compression ratio is calculated by the track Whistler or a physical measurement, to the discretion of the tech official. CAMSHAFT: Hydraulic flat tappet cam allowed ONLY. Hydraulic lifters must be operational. CYLINDER HEADS: Must be stock O.E.M. or World Product cylinder straight plug head. No porting, polishing. No angle milling. Intake Exhaust GM Production Head 1.94 1.60 GM World Product Head 1.94 1.50 Ford (Cleveland) 2.04 1.65 Ford (Windsor) Production Head 1.94 1.60 Ford (Windsor) World Product Head 1.94 1.60 Chrysler 2.02 1.60 INTAKE MANIFOLDS: Intake manifold must be Edelbrock Performer Series - part # Chevy 2101 or 2107, Chrysler #2176, Ford #2750, or W#2181, or stock cast iron intake for engine being used. No alterations allowed. 17.2.2 PRO BUILT MOTOR: (100 lbs added to total weight - rule 18.1.6) MAKE OF CAR ENGINE MAXIMUM OVERBORE MAXIMUM DISPLACEMENT Chev 350 .045 358 inches Dodge 360 .045 368 inches Small block Ford 351 .045 360 inches MUST MAINTAIN 10.5 - 1 COMPRESSION RATIO MAXIMUM. To be determined by FTMS tech officials with track whistler. CAMSHAFT: Solid flat tappet camshafts ONLY CYLINDER HEADS: Only stock O.E.M. type cast steel heads allowed. Absolutely no deburring, grinding, acid dipping, acid porting or polishing of intake or exhaust ports allowed. DISTRIBUTOR: Stock distributor and stock coil allowed. NO dual points. Electronic ignition may be used only if stock unit in that make. Note: Must have MSD Soft Touch Rev Control part # 8728 installed on right-hand side of dash within 6” ( six inches) of the ‘A’ post, out of driver’s reach, and wiring must not be in a loom. Rev. Chip optional. An aftermarket GM HEI-type from DUI permitted. Magneto ignition allowed (except on “crate” engines) INTAKE MANIFOLD: Chevrolet engines may use Edelbrock part #7101 or #7116 or GM #12366573. Dodge engines may use Edelbrock part #7176 or Mopar #P4876335 or P5007381. Ford engines may use Edelbrock part #7181. Manifold must remain stock and unaltered. No port matching, grinding, acid dipping or porting. 17.2.3 602 CRATE: 602 GM Crate Motor (receive 100 lbs. weight break (18.1.7) General Motors Part # 88958602 350/350hp engine. It will be raced as produced by GM with no alterations. The following will apply and only the following will be allowed: Double roller timing chain ?” steel non fluid balancer Quart steel oil pan Chevrolet 350 part # 889586602/19258602 with the following changes 7 quart steel oil pan, Champ Pan #CP100RB. POWERBOND harmonic balancer 6.75 inch dia, # PB2221-SS JP Performance double roller timing chain # JP 5981T 1” Track Approved carburetor spacer with maximum .065 gaskets on either side e. Oil pump pickup Champ Pan #1003SBChevrolet 350 part # 889586603 The flex plate will be Scaff-350L-153-SFI (Scat) 153 tooth SFI labeled 1 pc rear main seal plate Rev limiter will be MSD8728 (MSD) stand-alone rev limiter for OEM-HEI distributor. RPM chip allowed. If it is discovered that a crate motor has been tampered with in any way, shape or form from “stock” crate building specifications, you will lose your money and points for that race meet as well as your accumulated weekly Home Track points for the season, and be further suspended for minimum of one calendar year (IE: July 1st, 2018 to July 1st 2019) No belt driven evacuation system permitted. 17.2.4 "Spec" Engine Package: 2020 "SPEC" engine package with a Holley 4-BBL carb in NASCAR Modified (1996-2002 V8 production GM Vortec 5700 L31 engine which came in pick-ups and vans) **Absolutely NO machining, balancing or alterations from production specification or changes other than parts below**. The ONLY changes to the "SPEC" engine allowed by part # listed and approved 1- Hydraulic roller camshaft .431/.451 lift (GM P/N - 14097395) 2- Aluminum intake manifold (Edelbrock P/N - 2116) OR (GM602 crate manifold) 3- Racing oil pan/pick-up/pump (Champ P/N - CP100RB) OR (GM602 crate pan/pump) 4- Racing harmonic balancer (Powerbond P/N - PB2221-SS) (or equivalent) 5- Double roller timing chain (JP Performance P/N - JP 5981T) (or equivalent) 6- Replacement racing valve springs (P/N - 19154761 only) 7- Engine rebuild kit (Federal Mogal P/N - MK6504-000) 8- Electric fuel pump with oil pressure shut off MANDATORY ALL engines will have to be PRE-APPROVED (cost of $150 for travel/time) by a Tech Official "before" any re-assembly, NO MATTER WHAT STAGE OR PARTS REMOVED. All parts, components and measurements will be documented before you can re-assemble or use for competition any "Spec" motor. **Any tampering or changing of ANY parts or components after Tech Official's inspection and approval will result in PERMANANT SUSPENSION from The Speedway. No weight to be added rearward of fuel cell. All ballast weight must be either fastened to or encased within the frame rail. All added weight must be double bolted and painted white, with car number clearly marked on each piece. Loss of add-on weight will result in a severe penalty up to and including expulsion.
