It is our most pleasant duty, and we beg leave to present and convey to you, on the occasion of the 178th. Sessions of the Loyal Orange Association of Canada, which will take place June 8th – 13th. 2014, Fredericton New Brunswick, the following message for and on behalf of the Officers and Members.

On this, the 61st. anniversary of Your Majesty’s Glorious Reign, the Officers and Members of the Grand Orange Lodge of Canada, present their humble duty, and do here send their expression of Loyalty and continued support to Your Majesty, The Monarchy, and The Crown.

As you continue in your reign, as a shining example to the values of Honour, Duty and Commitment, it is our sincere Prayer, that Almighty God’s divine providence will spare Your Majesty, His Royal Highness Prince Phillip, and members of The Royal Family for many years to come.

Lest We Forget

On Sunday June 8th. 2014 members and friends of the Orange family of Canada, assembled in The Fredericton Inn for a Divine Service of Praise. All national leaders participated in the service, which included remembrance of members who have passed from among us.

The service was held under the direction of Rev. Bob Jones of St. Pauls United Church in Fredericton, who reminded us of our faith, what it means, and the importance of applying it to our lodges and our daily lives. RW Bro. William Petite brought the gift of music to the service.

WEDNESDAY JUNE 11th. MORNING SESSION

The officers of the Grand Lodge of Canada, were escorted to the Altar where a warm welcome with Grand Lodge honours was extended to all by the Provincial Grand Master of New Brunswick, Bro. Clifford Hargrove. The Grand Master & Sovereign was received in the same manner and escorted to the Dias where he was presented with the Gavel. Following opening ceremonies, the one hundred and seventy-eighth sessions of the Grand Orange Lodge of Canada were declared open in the Royal Scarlet Degree at 9.10am. by the Grand Master & Sovereign M.W. Bro. Roy Dawe.

No business dealing with the Royal Scarlett Degree was received or brought up for discussion at this meeting

The Royal Scarlet is the 4th. and highest Degree of our association. If your County Lodge has an active Scarlet Chapter, all degree work and Exultations must be done by that Chapter. If there is no Scarlet Chapter active in your County, degree work and Exultations can be done by each Primary Lodge in such County.

RCMP MEMORIAL

The Grand Master at this time requested the members to rise for a period of silence, as a mark of respect and remembrance of the 3 RCMP officers who lost their live in the line of duty short days ago in Moncton NB. The silence was broken by the singing of “Abide with Me” by the single voice of

REPORT OF THE GRAND MASTER

To the Officers and members of the Grand Orange Lodge of Canada.

Dear Brethren;

May I say, it is quite overwhelming to deliver my final Address as your Grand Master., and I have put a little effort into my words here today so that you and I, both, can find some sense of what we are about and where we need to be going.

Firstly, I wish to say a sincere thank you for the opportunity you have provided me in electing me to this office. It is a privilege that few have had.

The past 8 years have been like the old cliché, "how quickly time passes". I was elected Deputy G. M. In 2006 and of course, the deputy becomes a person in waiting. It is the years spent as deputy that introduces you to the current issues and learning how the Grand Lodge of Canada operates. One of the best things I like about the Order is the protocol and procedures developed by our predecessors who had the foresight to establish a solid working platform that has withstood the test of time .

My mind goes back to some of the highlights I have experienced.. I remember representing you at the Grand Orange Council which met in Australia in 201 land the outstanding brethren in Australia who are so committed to preserving our Order. I remember attending each of your Provincial Grand Lodges - all of which were always a learning experience. Then there were the occasions when Rosalind and I hosted some of you as you were so kind as to visit us at our home in Cupids. Rosalind also wishes to thank everyone, she says that even though we don't live in the U.S. she enjoyed being the "First Lady". All of these opportunities and experiences will be forever cherished.

Place of Meeting

We meet in the beautiful city of Fredericton and it is interesting to note that this Grand Lodge met here for the first time, in 1912. Today, the brethren of Fredericton still welcome us with that wonderful New Brunswick hospitality that we have come to enjoy over the last several years.

The Queen

As members of the Orange Order here in Canada, a few short years we were delighted to congratulate her Majesty on achieving 60 years on the throne, and today we wish to renew our loyalty. Her Royal Highness has been a rock of stability in these turbulent times in which we live. Her recent visit to the Province of New Brunswick and to other parts of Canada has renewed our loyalties and reminded us what a wonderful duty she carries out for us as Queen of Canada. GOD SAVE THE QUEEN.

Departed Brethren

It is always sad to mention that we have lost many longtime members since we last met. On your behalf, I wish to remember each of them and to ask our Great Master above to be ever present with each of their families. In particular I want to recognize the valued contribution of Past Grand Master, Bro. Eldon Brownlee who will always be remembered for his many years of work within the Association. Our prayers and sympathies are extended to all who have departed during the past year.

Delegates

I would be remiss here today if I did not reiterate my belief that we belong to the finest and noblest organization in the world. I have said many times in my term as Grand Master that our principles must be maintained. Dr. Billy Graham, once said," when wealth is lost nothing is lost, when health is lost something is lost, when character is lost-all is lost." We see 3 RCMP officers gunned down a few days ago and we wonder what is wrong with our world. Still we must remember the Christian principles on which we are founded and struggle on. Winston Churchill said-if you are going through hell, keep going. I strongly believe in what the Order gives us-stability, fraternalism, charity, and love for our fellow man.

Thank you, each and every delegate assembled here today, for taking the time to attend our Sessions. I repeat once again what I said at one of our previous sessions. That is, we appreciate the time and financial costs expended by you to travel long distances and short distances. We ask you to participate fully in all the discussions because there is important work to be done while we are here. Everyone's point of view is valued and my sincerest wish is for you to enjoy the sessions and return home with a renewed commitment to our organization.. Conclusion

I mentioned Dr. Billy Graham a moment ago, but in concluding my remarks, may I refer to him once more.

As he was approaching his 95th birthday, Billy Graham attended an event being held in his honor. After wonderful things were said about him, Dr. Graham stepped to the rostrum, looked at the crowd, and said: "I'm reminded today of Albert Einstein, the great physicist who was honored by Time magazine as the Man of the Century.

"Einstein was once traveling from Princeton on a train, when the conductor came down the aisle, punching the tickets of every passenger. When he came to Einstein, Einstein reached in his vest pocket. He couldn't find his ticket, so he reached in his trouser pockets, it wasn't there. He looked in his briefcase but couldn't find it. Then he looked in the seat beside him. He still couldn't find it.

"The conductor said, 'Dr. Einstein, I know who you are. We all know who you are. I'm sure you bought a ticket. Don't worry about it.'

"Einstein nodded appreciatively. The conductor continued down the aisle punching tickets. As he was ready to move to the next car, he turned around and saw the great physicist down on his hands and knees looking under his seat for his ticket.

"The conductor rushed back and said, 'Dr. Einstein, Dr. Einstein, don't worry, I know who you are; no problem. You don't need a ticket. I'm sure you bought one.'

Einstein looked at him and said, "Young man, I too, know who I am. What I don't know is where I'm going." Having said that, Graham continued to his Charlotte crowd, "See the suit I'm wearing? It's a brand new suit. My children and my grandchildren are telling me I've gotten a little slovenly in my old age. I used to be a bit more fastidious, so I went out and bought a new suit for this luncheon and one more occasion, you know what that occasion is? this is the suit in which I'll be buried. But when you hear I'm dead, I don't want you to immediately remember the suit I'm wearing. “I want you to remember this: "I not only know who I am. I also know where I'm going."

Brethren, we too should be reminded that where our Order is going will be something a little different from what we see today. Many Lodges do not meet weekly anymore, many only meet once per month and there are some who meet only once per year. Maybe there will be lodges that meet only via web sites. Quite likely our rituals will change accordingly. The prime thing to remember is that we will survive as a fraternal body and we will continue to uphold our principles on which we are founded.

CORRESPONDENCE

Much of the correspondence this office deals with today, is done electronically by email. Essential correspondence which includes letters to Prime Minister Steven Harper re “The office of religious freedom” , and also “The Day of Honor” . Also our response to the Boston bombing to the GOL United States” . To Vic Toews re Omar Khadr being moved to Canada, is found in the Correspondence folder

LEGAL

New property rules were enacted in June 2011 and amended in March 2014 and apply to all jurisdictions in Canada.

The changes made in March 2014 were made to enable Lodges to utilize part or all of their funds being held as Trust investment by Provincial Grand Lodges. Lodges who have funds from the sale of Orange property, which are held in trust by Provincial Grand Lodges may now request funding from those investments for “Capital investment in their property, such as building, purchasing, or renovating an Orange Hall. Lodges will apply to the PGOL requesting the release of funds as per a business plan. If the PGOL approves the request it will be forwarded to GOL Canada for final consideration. If the request is not approved by the PGOL, the Lodge will be notified as to the reason why. The Lodge may then appeal the decision of the PGOL to the GOL Canada for a final decision.

It is important that all Lodges having ownership of Orange property in your jurisdiction are made aware of these rules, so that they do not run afoul of them during preparations in selling an Orange property. Simple rule is... if you are going to do anything with your property as in selling, transferring ownership, or buying, you will need permission from your Provincial Grand Lodge, and the Grand Orange Lodge of Canada.

The question has been asked “how does the GOL Canada have authority to make changes to property rules without approval of the membership?. The executive of the association is given authority over how property is held and dealt with by the Act of Incorporation. The Act of Incorporation which was enacted by Canada’s parliament April 24th. 1890 is a separate document, which is not subject to the same process of change that the Constitution and Laws is

Two legal opinions were sought from “Fraser, Milner, Casgrain” in 2003, and “Gowlings, Lafleur, Henderson” in 2005, both opinions indicate that the Act of Incorporation gives the GOL authority over property, which includes the enacting of laws which govern how that authority is expressed. . We are also aware of the fact that this authority has been stated in legal terms as we have successfully prosecuted cases where property has not been dealt with according to the terms of the Act.

It is also noted that any Primary, District, County, or Provincial Lodge may incorporate themselves into a body corporate, with two provisions.

ADMINISTRATION

The office of the Grand Secretary and Headquarters for the Grand Lodge of Canada and “The Sentinel” are located at 94 Sheppard Ave West, Toronto. Orange Insurance provides this space at no charge to the Grand Lodge of Canada. and I would like at this time to express on behalf of all our members, our heartfelt thanks and appreciation to the board of Orange Insurance under the leadership of M.W. Bro. J. Bell for this Fraternal expression to the Grand Lodge, THANK-YOU.

I continue to be at Orange Headquarters for at least two and sometimes three days a week, on Tues. and Thurs. to conduct the business of the Grand Secretary’s office, which includes responding to all communications, letters and emails. Orders for requested material are filled as promptly as possible,

Work continues on the following. Digitizing our Rituals, Degrees, forms and Certificates. Eventually, all forms used by this Grand Lodge will be produced in the same way, eliminating the need and expense of carrying inventory. . All items of course will also be available by regular mail order.

– Updating the Database – and dealing with Constitutional and Property issues. As well, your national executive continues to meet 3 – 4 times per year to deal with the necessary business of our Association.

NATIONAL MEMBERSHIP DATABASE

The Database which includes information on all active and non-active Warrants issued for the LOL in Canada, continues to be updated. Each Provincial Grand Lodge is requested to send their 2013 annual Returns information from all Lodges in their respective jurisdictions. It should be noted that a lot of information will be missing from Lodges which are no longer active or long since gone, but it may be that there are records or membership lists which could be imputed to the Database even if these brethren are long gone. If anyone has such records I would appreciate getting them.

THE INTERNET

The Grand Lodge of Canada website which is now under the direction of the Grand Secretary of Canada, continues to be updated presents a new look which promises to be more attractive and user friendly. The information form for those interested in joining our order, continues to generate interest, as over the past year I continue to forward these contacts across the country. Reporting forms for all levels of our association are available on our website, and are accepted without the seal (unless you have it in electronic form) all Lodges are now required to use them. These forms have been refined to make them easier to use . For those Lodges who do not have computer possibility, forms which can be done by hand are available from Grand Secretary’s office.

Forms for the Dominic DiStasi Bursary for Post-Secondary Studies are also available on our website, with the latest date for applications to be received being September 30th. In 2013 there were eleven recipients of the Bursary which gave a total of over $11,000.00. The Grand Lodge website is also used to post items such as the Proclamation for the Bi-enniel meeting, The Sentinel, The Orangeman (US news) and Constitutional updates. Members will also find some useful links to other parts of the Orange World. Our newest idea are QR or quick response codes, which will be used to attract the public to our website as we continue to find ways to be more visible. I have brought some business cards with the code, (thank you Jim for the design idea) which when photographed with your cell phone that has a QR App (which is free) will bring you directly to our website. If your jurisdiction doesn’t have its own website, we may be able to have a place on the GOL Canada site which could be identified by your own QR code, the possibilities are many.

CONCLUSION

It is my hope that what has been accomplished over the last two years meets with the approval of this Grand Body. We must remain positive in our outlook, and be considerate of the Christian values of the Protestant Faith which defines us. It remains my firm conviction that the Orange Association has much to offer to Canada in the future as it has in the past, and I look forward to the continuing challenge of helping to find ways to make that happen

REPORT OF THE GRAND TREASURER

Report for the Years 2012 – 2014

introduction: An Audit/Review Engagement has been completed by a Chartered Accountant, His report has been forwarded to the Finance Committee. Investment income continues to generated revenue that traditionally did not exist and operations have been run below budget despite falling capitation revenue and inflation. The need for increased fiscal responsibility resulted in a Grand Master's ruling this past term, ensuring that secretaries and treasurers in our grand lodges have appropriate skill sets. Your GLC executive is striving to maintain a safe haven for our trust accounts while realizing the best investment returns in a prudent and appropriate manner.

Real Property & Legal Expenses: These two categories have been reported on together because most of our legal costs come from property issues. Fortunately very few of our members defied the rules around property thus saving us money on legal issues. Over the past two years we have collected $ 268,000 from the sale of halls and spent $ 21,000 for legal expenses. This is a good improvement from previous years as the 20% of funds collected going for legal is down to 10%. In fact the 2013 -14 cost was down to 5%. Most of these costs are to do with getting clean title when selling.

Assets: We have been able to increase our assets, thanks to revenue from the sale of property, Interest income from our reserves and the help of Orange Insurance with convention, travel and publishing expenses. Our reserves now exceed $700,000. While the capital in the Litigation and Endowment funds must be left untouched, some of the interest has been used to promote our order as illustrated below.

The Endowment Fund received a donation from the estate of Brother Jim Pritchard who was a member of Tobermore Lodge in Toronto. This is the first money endowed to the fund for many years and serves as a reminder for us to do likewise please remember the Endowment Fund when doing your will planning. Your grand and great grandchildren will benefit from your though fullness.

Capital Management: Our non-working capital has been transferred from their bank accounts into a Pooled Fund in order to realize some investment return. The details of this fund have been forwarded to the Finance Committee. This has resulted in substantial monetary gain over the past 8 years.

Orange Insurance: The Grand Orange Lodge of British America Benefit Fund (trade marked as Orange Insurance and OBF) is an auxiliary of and operates under a license held by the Grand Orange Lodge of Canada. Thanks to the efficient operation of this branch, they are able to continue providing financial assistance to our association in the following ways: * The five GL executive members do double duty by also sitting on the insurance board. Orange Insurance subsequently subsidizes much of the Grand Lodge executive travel and lodging expense. * For over a decade, Orange Ins. has produced and distributed the Sentinel, Orange Insurance provides office space and administration services for the Grand Secretary and Treasurer * Orange Insurance provides funding for many association projects such as parades, charity golf tournaments, bands, banners, events and assorted other charitable and/or lodge project

Dominic DiStasi Bursary Fund: We are pleased to report that over $20,000 was given to students for post-secondary studies over the past two years alone. Application forms are available at Orange Head Quarters or can be downloaded from the GLC web site.

Accountability: We continue to attend as many lodge and grand lodge meetings as we can to answer any questions related to the operation of Most Worshipful Grand Lodge. We have the books, files and records of the Grand Treasurer examined by an independent accountant. We welcome questions from members when doing visitations to Lodges and Grand Lodge sessions. We are also available to answer questions at Orange Head Quarters at 1-800-565-6248

In providing as much transparency as possible, the Grand Treasurer provides the Finance Committee with the following;

1. This Grand Treasurers Report

2. Budgets including actual for the past 2 years

3. Draft budget for the coming year

4. A history of the Litigation account for the past 2 years

5. An illustration of the pooled fund and bank account for the past 2 years

6. A copy of our National Officers and Directors policy

7. The audited financials for the past 2 years

Officers and Hall Insurance: We have put a National Officer's and Director's policy in place. All of our officers and directors from primary to Most Worshipful are now covered. Each Provincial Grand Lodge was assessed $1,000 per year for this coverage which is well below half price. All have paid but we have since come to realize that this has been a burden for some jurisdictions therefore we are reducing the fee by half. Insurance is always paid in advance therefore with the reduction the next premium charge will be April 2016. Bad news is that hall insurance is too onerous and complex to administer from Grand Lodge and no further effort will be made to nationalize hall insurance.

1. Nature of Organization

The Grand Orange Lodge of British America (the "Lodge") was formed in 1830 and incorporated by an Act of Parliament on April 24,1890 to its present form, Fraternal Organization, in 1926, as a not-for-profit organization.

The Lodge is a Christian, Patriotic, Benevolent and Protestant Society with its purpose to:

Encourage its members to actively participate in a Protestant Church of their choice.

Actively support the Canadian System of Government.

Anticipate Legislation and its impact on the civil and religious liberties of all Canadians.

Provide social activities which will enrich the lives of its members.

Participate in benevolent activities which will enrich our communities and our country.

The Lodge's income is derived primarily from the collection of dues, the sale of various lodge supplies, sale of real estate, donations, and interest, dividends and gains/losses on investments.

2. Fund Accounting

The Lodge follows the deferred contribution method of accounting for contributions. The fund of the Lodge include the following:

General Fund Collects dues and pays operating costs.

Grand Master Outreach Fund Funds special projects of the Grand Master.

Endowment Fund Investment Fund.

Future Liability Fund Collects funds from contributions from the sale of

lodge buildings and covers related legal expenses.

3. Significant accounting policies

Financial instruments

The Lodge's financial instruments consist of cash, receivables, Lodge saleable supplies, investments, furniture and equipment, and accounts payable and accruals.

All financial instruments are initially recorded at fair value. Investments are classified as "held-for-trading". Held-for-trading investments are initially recorded at their fair value. Held-for-trading financial instruments are subsequently adjusted to fair value at each balance sheet date with realized gains or losses reported in the General Fund Statement of Operations, under investment income. Fair value is determined based on market value as quoted in an active market of long-term investments.

Revenue recognition

Membership dues are recognized as revenue on an annual basis when the services are provided. Sales of supplies are recognized as revenue when items are sold and collection is certain. Sales of real estate are recognized as revenue when collection is certain.

Investment income

Investment income is recognized as earned. Investment income comprises dividend income, interest income, and realized gains or losses on "held-for-trading" financial assets.

Supplies

Supplies on hand are valued at cost determined on a first in, first out method.

Furniture and equipment

Furniture and equipment are recorded at acquisition cost. Amortization is provided at the following rates which are formulated to charge operations with the cost of the furniture and equipment over their estimated useful lives as follows:

Computer equipment 30% declining balance

Furniture and fixtures 20% declining balance

4. Statement of changes in financial position

A Statement of changes in financial position is not provided as management believes no additional meaningful information would be provided.

RITUAL EDITING COMMITTEE REPORT

A concern regarding some differences in the Scarlet Degree Ritual, and also between the Decoded lecture book and the Scarlet Degree Ritual.

Following consideration of this the Ritual editing committee makes the following recomendation. While we appreciate the diligence of this being brought to our attention by this Lodge, we note that the Ritual as we know it has been working for Lodge use for quite some time and see no purpose to the expense of making any changes at this time.

INSURANCE COMMITTEE REPORT

Most Worshipful Sir and Brethren, we your committee on Insurance beg leave to report as follows.

We have reviewed the Financial statements and find the professional nature of the business to be in order and well run. We thank the Secretary Treasurer and Board of Directors for their excellent stewardship. The ongoing changes in governance are timely and important to comply with the ever evolving standards and rules set out by the government.

We have reviewed the proposed changes to the Orange Insurance by-law and agree that the wording be changed in legal compliance with guidelines from the office of the Superintendent of Financial Institutions and the department of insurance. The financial environment is now being very heavily regulated with intense scrutiny of all minute policy and governance details.

We recommend the deletion of the title President from the by-law. This is an operational title in today’s business world instead of a Board of Directors title.

We recommend the change from the Grand Master’s automatic position as Chairman of the Board to his automatic position on the Board. He may of course still be elected from those Board members as Chairman.

We also extend deepest condolences to the office manager on the deteriorating health of her husband.

GENERAL BUSINESS

Bro. Ian Smyth Grand Treasurer of Western Canada made the session aware of a project being undertaken in Western Canada, which would see the installation of a memorial marker remembering a mine disaster which took place at Crow’s Nest Pass Alberta in June 1914, which resulted in the death of many Orangemen in the area. The Grand Master gave his approval for this project to proceed.

Bro. Mark Alexander extended an invitation for the GOL Canada to meet in Ont. East jurisdiction, although it was noted for information that the GOL Canada does not meet by invitation, The Grand Master thanked Bro. Alexander for his remarks.

Br. Bruce Boyes thanked the GOL for the DiStasi bursary given to a successful applicant from his Church in the Orillia area in Ont. West.

GOL CANADA HISTORIAN

For the past three years Bro. Jim Pyke has been dealing with items of a historical nature which have been forwarded to him from the Grand Secretary of Canada. Bro. Pyke has also been busy cataloguing items at Orange H/Q. As a way to formalize this position, the following motion was made.

SUSPENSIONS & EXPULSIONS COMMITTEE REPORT 2012 - 2013

There were no expulsions during the years 2012 – 2013 found in the file.

During 2012 – 2013 there were 156 suspensions; we are assuming they are for non-payment of dues. We recommend that this should be more specific as there are other reasons for suspension.

During 2012 – 2013 we lost 174 to the Grand Lodge above of which we have no control. This makes our suspended members and the members that resigned more important.

We recommend that the Grand Lodge of Canada work with all other branches of the Order and try to curb this trend. (hoping for a positive report in 2016)

SENTINEL

Wor. Bro. John Chalmers presented a verbal report on behalf of the Sentinel our national publication. Bro. Chalmers thanked members who have sent in news pictures and items of interest from all across Canada, and encouraged members to keep them coming. The Sentinel is also used to publicise such things as the Grand Lodge Proclamation of Meeting, as well as financial reports for Orange Insurance.

All new initiated members receive a one year subscription, Lodges are asked to notify the Sentinel when new members are initiated. Lodges are also asked to update addresses on an annual basis to ensure that the Sentinel is going to someone in your Lodge who will make it available to your other members.

The executive officers of each Provincial Grand Lodge are the Legislation committee for their jurisdictions. The Chairman and Secretary of the Grand Council and the M.W. Deputy Grand Master of the Grand Lodge shall be ex-officio members of every Provincial Legislation Committee, and each other member of the Grand Council shall be ex-officio a member of the Legislation Committee of the Province which he represents on the Grand Council or of which he is constituent. Meetings of the Grand Council or any of its sub-committees may be held as directed by the M.W. the Grand Master, and the necessary expenses of any member thereof attending at such council meeting shall be paid, but the expenses of any member of the Grand Council attending such meeting as representing a Provincial Grand Lodge shall be paid by the Grand Lodge which appointed him. Provided that the Grand Master may direct that there shall be asked to attend such meetings any member of the Grand Lodge whose advice, information or assistance he may deem necessary or advisable, and in the event of such member so attending, his expenses shall be paid by the Grand Lodge. All moneys required for the purpose of the Grand Council shall be paid by the M.W. the Grand Treasurer upon the written order of the M.W. Grand Master. Each Provincial Grand Lodge shall, during its annual meeting appoint a Standing Committee on Legislation of such members as it may see fit, whose duties shall, so far as local conditions will permit, conform to those assigned to the Legislation Committee of Canada and who shall continue in office until their successors are duly appointed. The Grand Masters Council meeting shall take place in June, during the year which the Grand Lodge does not meet in Sessions. Attendance will include the Provincial Grand Master and Grand Secretary. How Defaulting Lodges may be Disciplined

In the case of Officers, the collar as above described with the insignia of office affixed thereto place of the King William medallion as on a member’s collar. For District Officers, the regalia shall be a collar of 2 1/2- inch Blue ribbon with the insignia of office as described for officers of primary lodges; the name and number of the District to be shown on the face. The Grand Lodge was called to order and re-opened from adjournment as per Constitution & Laws at 1.35pm. with scripture reading from the chaplain, by M.W. Bro. Roy Dawe Grand Master.

OPEN INSTALLATION OF ELECTED OFFICERS

An open installation of the elected officers was conducted by Bro. David Griffin P.G.M Canada, and several ladies were in attendance. The Grand Master & Sovereign was inducted into the chair as his wife Christine placed the Grand Masters chain of office upon his shoulders.

Following the installation the Grand Master thanked the members for electing him to this position, and indicated that this is the second time he has held the position of Grand Master of Canada. Bro. Budden pledged to work for the Orange Association all across Canada, and Bro. Don Wilson responded on behalf of all other officers, pledging their support.

Bro. Roy Dawe was brought before the altar where he was presented with his Past Grand Master’s collar and the collar of the Order of Merit, by Bro. John Chalmers.

The Order of Merit is the highest distinction that can be given to a Canadian Orangeman who has served as Grand Master & Sovereign of the Grand Orange Lodge of Canada.

6. The Grand Lodge shall be composed of its Officers, Past Grand Masters, Past Deputy Grand Masters, Past Grand Chaplains Secretaries and Treasurers, Lecturers, Marshals, Deputy Grand Secretaries, Treasurers, and Grand Auditors who have held their respective offices for one year.

Officers of Provincial Grand Lodges, Past Provincial Grand Masters, Past Provincial Deputy Grand Masters, Past Provincial Grand Chaplains, Secretaries, Treasurers, Lecturers, Marshals, Auditors, Deputy Grand Secretaries, and Deputy Grand Treasurers who have held their respective offices for one year.

The Grand Master of the Grand Black Chapter of British America, who may sit and vote as qualified by an office held in the Orange Association or, where he votes in any other capacity, a proxy duly appointed by the Grand Chapter for the purpose; two male representatives elected by the Grand Lodge of the Ladies Orange Benevolent Association; Worshipful Commanders of Royal Scarlet Chapters (or in their absence the Deputy Commanders, or in the absence of both a proxy duly appointed in open Chapter and who must be a member of such Chapter), which have paid their annual dues; County Masters, Past County Masters, District Masters, Primary Lodge Masters; and Past Masters of Primary Lodges, shall be entitled to sit, vote, and hold office. And, In the absence of a County, District, or Primary Master, or when either votes in any other capacity, the Deputy master shall be entitled to sit and vote, or a proxy, duly appointed in open lodge and who must be a member of such lodge, may sit and vote as the representative of the County or District, or Primary Lodge but may not run for nor hold office, unless otherwise qualified. duly (appointed); and The Secretary of the Insurance Department and representatives, shall be ineligible to vote or run for election to office in the Grand Lodge unless qualified under the terms of rule #6

(subject to the privileges and restrictions provided in Rule 6B.

All members of the Grand Lodge shall have the Royal Scarlet Degree, and shall be members in good standing in a Primary Lodge.

(a) In addition to the foregoing, every Provincial Lodge shall be entitled to be specially represented at the Grand Lodge by one delegate for each full 200 members in good standing within its jurisdiction, as returned at the annual meeting of such Lodge. Such delegate or delegates shall be appointed at such meeting and must have attained the rank of a Past Master in a Primary or District Lodge. In the case of any jurisdiction where there is no County organization the Provincial Grand Lodge shall be entitled to similar representation.

At each Biennial meeting the Grand Lodge shall elect for two years, as provided in Rule 144, a Grand Master, whose title shall be “Most Worshipful Grand Master and Sovereign”; a Deputy Grand Master, (both of whom must be Past Provincial Grand Master, or an elected sitting Officer of a Provincial Grand Lodge) a Grand Secretary, a Grand Treasurer, a Grand Lecturer, and a Grand Marshal, (all of whom must qualify as per rule # 6) two Deputy Grand Chaplains for each of the Provinces, who shall have been nominated at the then next preceding annual meeting of their respective Provincial Grand Lodges. All the said officers shall, by virtue of their office, be members of the Grand Lodge, entitled to vote therein so long as they shall hold office, and until their successors have been elected and installed; and thence until the end of the then present meeting. The M.W. Grand Master shall appoint a Grand Chaplain, and (the Chairman of the Constitution and Laws committee) may appoint an Associate Grand Chaplain.

Provincial Grand Lodges shall be composed of their officers; Past Grand Masters; Past Provincial Grand Masters; last Past Provincial Grand Officers; Past Provincial Grand Masters who have held office for one consecutive year; Commanders of Scarlet Chapters, or in his absence the Deputy Commander, and in his absence a duly appointed proxy who must be a member of the Chapter, Past Commanders of Scarlet Chapters, and all of whom must be in good standing in a Primary Orange Lodge.

Masters of County and District and Primary Lodges Masters. Past Masters of County and District and Primary Lodges Masters; and Masters and Past Masters of Primary Lodges; the Provincial Grand Master and Provincial Grand Secretary of the L.O.Y.B.A., provided they are in active membership in the Orange Association and have the required degrees; and the Secretary of the Insurance Department of the Grand Lodge, subject to the restrictions provided in Section 40 (B). and when the Master of a County, District or Primary Lodge is absent, or being present, votes in some other capacity, the Deputy Master of such Lodge may represent it; and, in the absence of the Master and Deputy Master, then a proxy duly appointed in open lodge, who must be a member of such lodge, may represent it, and shall be entitled to sit, vote, and hold office.

All members of Provincial Grand Lodges shall have the Royal Scarlet Degree, and shall be members in good standing in a Primary Lodge.

Rule 40 a be amended as follows (will become rule 40

40. (a) Provincial Grand Lodges with a membership of 500 or less and whose members are in possession of the Royal Scarlet Degree, shall be eligible to sit, vote, and hold office in such Provincial Grand Lodges subject to the restrictions in Rule 6B. 39 and 42

Rule 40 (b) be deleted and an amendmended version * added to rule 39

40. (b) The Secretary of the Insurance Department and representatives, Deputies and Proxies mentioned in Rule 6B, also additional delegates mentioned in Rule 6A, shall be ineligible for election to office in the Provincial Grand Lodge unless otherwise qualified

Rule 42 be amended as follows

Officers to be elected

42. At the annual meeting of the Provincial Grand Lodge the following officers shall be elected, as provided in Rule 144: A Master, a Deputy Master, a Junior Deputy Master, each of whom must be a Past Master have held the office of Worshipful Master in a Primary Lodge. A Chaplin, a Secretary, a Treasurer, a Lecturer, a Marshal, two Auditors, except where the financial books are audited by Charted or Public Accountants, Deputy Chaplains, at its discretion, a Deputy Secretary, Deputy Treasurer, and a Deputy Lecturer. All the foregoing officers must be members of the Royal Scarlet Degree, and shall be designated Right Worshipful Provincial Grand Officers. A Provincial Grand Lodge may, by by-law duly approved, provide for the appointment and remuneration of an assistant to any of its officers.

27. The funds of the Association shall be lodged in the hands of the Grand Treasurer, who shall produce his books and vouchers at every annual meeting of the Grand Lodge, to be examined by the Finance Committee. He shall furnish securities to be approved by the Grand Master. No money shall be paid out by him except in pursuance of a recommendation of the Finance Committee, approved by the Grand Lodge, or on the written order of the Grand Master or Grand Secretary with approval of the Executive Committee of Grand Lodge. The Grand Treasurer shall furnish to the Credential Committee a list of all lodges in arrears for dues or per capita tax.

That the above rule be amended to include the following

Members of the Association seeking a nomination to the office of R.W. or M.W Grand Treasurer, are to be familiar with the creation of a Budget, financial statements, investment policy, balance sheets and reports covering all of the above. The candidate will also be familiar with spreadsheets using the appropriate computer programmes to accomplish the stated task. . Candidates are also be in compliance with Rule 138-a
