Davidson to write about thisPolice Report – Within the whole of the local police area for December there have been 241 calls, with 41 crimes, 17 of which have been solved; there have been 3 house-break-ins, with one in KirklistonOptions are being considered re the traffic lights at the crossroads and CEC is to make a decision on themWritten Police reports may be recommencing in May; a pro forma has to be drawn up firstFire at the Playgroup Hut in Allison Park – there are no witnesses and no CCTVThere have been several house break-ins in Kirkliston since this report; someone is already in remand for break-ins and will be questioned about the recent spate also.The Police were thanked for their vigilance in the village; a question was raised about community resilience across the community and the calls being made to 101. It was asked if KCC can assist with collating what is happening across the community and, indeed, link up with other local Community Councils.The Crime Prevention Unit to be emailed re Crime Prevention and an Officer to be requested to come along to a future meeting offering advice on security.Cars parking on pavements – the police can act if the cars concerned are blocking the pavements e.g. a pram could not get passedOne of the Lollipop Ladies has been receiving verbal abuse from car drivers, especially when the temporary traffic lights were in place at Manse Road; Police advised that she, herself, would have to contact them on 101; the aforementioned traffic lights have now been removed after complaints had been made to SGN the Contractor.Secretary’s Correspondence Bus Lane – From 21st Nov. through to 16th Jan – 472 vehicles at a cost of ?14,160; from 23 Sep. 2013 to 16th Jan 2017, 11,596 vehicles, ?347,880. The figures are approx. based on ?30 per vehicleNo litter/dog fouling noticesLitter bins on Eilston Road and Kirklands Park Street have now been cleared; it was pointed out that there are problems at the recycling area at the Leisure Centre with the bins overflowing. D. Buchanan and N. Davidson met with A. Bell and G. Hook, Greenspace Managers, about the Living Landscapes at the Leisure Centre. The field grass would be cut to normal level and a living landscape length of grass would be left around the perimeter of the field and be planted with spring bulbs. Children will now be able to make good use of the playing fields. It was felt that this could go on the Facebook page.Burnshot Bridge to remain closed until July 2018. A decision as to what will happen to it will be made at the end of February after a full investigation by the structural consultant appointed by the CEC; there is a likelihood of it being demolished and a new one erected. It is safe at the present moment. A request was made that when the road re-opens a sign should go up stating the road is unsuitable for H.G.V.s. A void has appeared under the road near P. Hull’s home which is extremely worrying. Who is responsible - should something happen?Advertising boards were placed at the usual spot on Queensferry Road. S. Lee contacted CEC who in turn contacted the company concerned to remove them or have them removed. This was done. It is a road safety concern as small children could be hidden from drivers’ views at the crossing.P.O. closure – up until Jan. 8th the word back from L. Bonnar was that it was closing. However, late afternoon that day, N. Davidson received an email from A. Cole-Hamilton MSP to say it would remain open. This came as a relief to the community and people are grateful to Raz for deciding to keep it open. It is still to be decided if this is permanent, as there are mixed messages within the village.D. Buchanan and N. Davidson met with the Kirkliston Christmas Lights Group where the street decorations were discussed. This Group managed to have the lights erected and bought additional lights for the trees at the Memorial. Thanks to the proprietor of the Newliston Arms the lights are now stored there.Still to hear back from FRBC about the Noise Barriers requested at the M9 Lane adjacent to the Buie EstateNewbridge/Kirkliston road junction traffic lights – N. Davidson contacted M. Love re the filter not allowing many cars through at a time. A fault was found and has been rectified. M. Love also mentioned the traffic at the crossroads in the village, as he had received a complaint about removing the two-way traffic north and south. N. Davidson pointed out that it has not been two-way for a number of years and to go back to it would only increase the traffic at the junction at peak periods. A discussion is needed about the volume of traffic through the village.Upgrade of Cycle Way – N. Davidson, D. Buchanan and R. Brechin met with Cllr. L. Hinds to discuss using some of the Bus Lane fines to upgrade the cycle way. She will not agree to that, but has put us on to the Cycle Dept of CEC and from that it is hoped to take it further and get grants for the upgrade. If possible the idea would be to link Queensferry to the A8 cycle track which would take cyclists off the main road.Cllr. Hinds did mention that many of our road markings had faded and to contact D. SinclairN. Davidson contacted the North West Roads Team regarding the lack of TTRO’s – one concerning the M90 flyover checks on the B800 – as it was not a hole in the road, one was not required. Another concerned lights on Almondhill Road which are causing problems due to tenants’ parking prior to the light sensor. Some people have waited up to 10 minutes to get through. This situation had been reported to North West Edinburgh who have agreed to send an Inspector to munity Action Plan –N. Davidson listed the points for the Action Plan which each Community Council has been asked to submit. The points mentioned were agreed and one added regarding the street lighting in Stewart Place.Santa’s Sleigh – Many favourable comments were made about the sleigh this ChristmasD. Buchanan expressed KCC’s thanks to those concerned?468.86 was raised for Queensferry Care and KCC agreed to make this up to ?500; D. Pomfret, Chair of QCCC will be asked to the next meeting of KCC to receive a chequeAn upgrade is required to the sleigh and B. Walker and P. Vaughan will cost the upgrade out and then KCC will approach the Almond Partnership for funding. The upgraded figures should be available to KCC at the March meeting.K.P.S.A. – Break-in in January with some things taken but the culprit was caughtSchool roll – projections take it to over 700 and by Summer 2018 the roll will be bigger than the size of the school can accommodate; this could mean units being brought in; CEC is to look at options along with school representatives; Crawford McGee of Children's & Families thinks it will be manageable; however, if there were further development in the village it would not be big enoughS.Q. High School will have a 1200 capacity; if the new High School for W. Edinburgh is built it is hoped that, should Kirkliston children eventually have to go there, it will be all of them and not the village being split up The Playgroup affected by the recent fire will re-open in the huts at the primary schoolThird phase of the work associated for the three classrooms is on targetThe new gate will be used at the school after the summer break together with the safety railings being installed on the South side of the Stirling road as per the agreed PlanG.T.R.A. –B. and G. Walker have resigned and P. Vaughan will run things until the posts are filled; both were thanked for the work done over the past two years; Cllr. N. Work will chair a meeting on 5th Feb.Millers have started on the wall and it is looking better already; however, the bricks will only be clad on the developers’ side of the wall. P. Vaughan has emailed D. Buchanan to intervene; emails were also sent to M. Borthwick and D. StevensonTemporary traffic lights at Gateside have been causing problems for people getting in and out of the estate; nothing much can be done as it is mainly a driving fault with people blocking the road and sightlines being made difficult. Mr Coogan of CEC has said he would come out to see the progress of the job and hope it would not take the four weeks which had been mentioned to finish it.Applied for ?900 of funding from ESH; will know if successful mid-February; the money would be used for a summer Fun DayFunding opportunity of ?50,000; P Vaughan surveyed people to see what they would most like for the Community and the majority of responses were for an adventure park. It would be in Gateside but to be used by anyone in the village. There are rules for the application of this funding which P. Vaughan is following.The swing park in Gateside has been passed for upgrade and should be started in summer 2017; any money left over will be used for seats and planters; part of the money will also be used for a garden area behind Cotlaws; P1 will do the workP. Vaughan will arrange a meeting with D. Stevenson about the state of the roads in Gateside, a section of which needs to be enlarged to allow a bus to get roundP. Vaughan to check about the missing weight limit sign at the Bridge on Lochend RoadP. Vaughan to contact KCC with the names of the new GTRA Committee Scout Group – The land for the new Village Hall is now being purchased and ?56,500 has been awarded from the Scottish Land FundDrawings of the Hall will be on show in the LibraryMembership will be ?1 per personAn A.G.M. will take place in MayForth Rail Bridge Abseil – 19 have signed up for this with 11 places remainingTreasurer’s Report - Cash in Bank: ?343.40 (this allows for the ?500 going to QCCC)Councillors’ Report –Cllr. N. Work attended the Consultation meeting in the Bowling Club regarding the proposed Development at ConifoxCllr. N. Work had no involvement in planning decisionsPlanning – see attached sheetsFoxhall Trust – Following a public display of the proposed development recently held in the Bowling Club, the Trust was left in no doubt that this development is unwanted.A report on the development is being sent to D. Buchanan by the end of the monthRepresentatives of the Trust will be invited to the next meeting of the Community CouncilChristmas in Kirkliston 2017 – 20 decoration standards now belong to the village and CEC has no input to the 2017 displayIt would be hoped to increase the lights and also, to have them elsewhere in the village, not just the Main StreetA Committee has been formed to take care of Christmas consisting of three members from the Gala Committee and three from KCC; D. Buchanan will chair and L. Mackay will be vice-chair from the Gala Committee Louise McLeod again from the Gala Committee will be Treasurer; a constitution will have to be formed before applying for grants. The Committee will formulate a plan and create a budget and then look at revenue streams that are available to support the Plan. The Committee is indebted to Keith Giblet, Chair of Queensferry & District Community Council, for its advice. KEG has agreed to hand over what is left in its funds to this Committee. A number of village businesses are interested in helpingAlmond Partnership Board Meeting – J. Inman and R. Crockart attended this meeting re planning as in West EdinburghMajor developments are proposed for the following areas – 2000 homes at the Maybury, 500 – 700 at Cammo, 400 at Strathalmond, 1000 between Scotstoun and Builyeon Road areas of South Queensferry and 500-600 at West Craigs, which is not on LDP2 Major implications would occur for the infrastructure – health, roads, educationA representative from Transport Planning will come to the next Almond Board meeting2022 will see Queensferry High School at full capacity of 1200; in 2023 the proposed new West Edinburgh High School will open; what happens in the year between – where will the children go?It was mentioned that in our own area there are 8500 patients between Kirkliston and Winchburgh and growing.
