Minutes of a meeting of Manaccan Parish Council held in the Village Hall on Monday 29th October 2018 at 7.30pm

APOLOGIES Apologies for absence were received from Cllr Andrew Lyne.

INTERESTS There were no declarations.

PUBLIC QUESTIONS Tim Pickett spoke on the planning application at item 6a). It would be a cross-subsidy development with 2 x affordable and 2 x open market dwellings on land behind Minster Meadow. An in confidence pre-app was favourable. They would be low density, local stone and not just rendered boxes. A neighbour was concerned about their privacy and asked who would build them. This was not known at this time but a robust s106 agreement would be put in place and there was a good degree of screening from the existing boundary hedge, which could be increased upon if required. The properties would be 1.5 storeys with dormers. The neighbour pointed out that the hedge had practically fallen down so there was no screening. Tim Pickett advised the neighbour to consult the planning office. She added she would object if the land owners sold it on and did not build the properties themselves. The Chairman added that the Parish Council would go through everything and the importance of their privacy was uppermost. He said another concern was that once 4 were built then there could be more.

On another issue; a Helford resident stated that the pub planning application was sorted out for now. Cornwall Cllr Julian Rand advised that a coastal meeting was coming up soon and he could raise the matter at that. It was noted. On the item 6a) matter; the two open market houses could become 2nd homes.

MINUTES Minutes of the last meeting, having previously been circulated, were confirmed and signed.

MATTERS ARISING There were no matters arising from the minutes.

PLANNING PA18/08153 Formation of two affordable local needs dwellings and two open market dwellings, land W of Minster Meadow, Manaccan, Messrs D & C Broad following the discussion in Public Questions it was agreed to defer this until the next meeting and go back to the applicants with regard to the privacy matter.

Decisions There were no planning decisions received from Cornwall Council.

FINANCE It was RESOLVED that the following outstanding accounts be approved and cheques prepared:

a) Cornwall Pension Fund (Oct) contribution £84.72

b) Account for cutting playing field x 2 £276.00 (30th Sep)

c) Account for 5th month porta loos Helford toilets £384.00 (30th Sep)

d) Borlase & Co (Land Registry fee for Helford toilets lease – paid by Clerk) £40

e) Information Commissioner registration renewal £40.00

f) Borlase & Co (legal work Helford toilets lease (paid)

g) J Care (supply & fit outside tap at pavilion) £70.00 (paid)

CORRESPONDENCE There was no correspondence.

C’WLL COUNCIL Cornwall Cllr Julian Rand stated that he had done a lot tonight already in Public Questions. October had been less busy than September, which also included half-term. The WLAG Leader project had ended and a new project – CLLD – was starting up where there was £3m available for the West of the county but places had to be in multiple deprivations and nowhere in Helston/Lizard were. This was the last European funding and there seemed to be nothing coming from the government to replace it. He did not think Cornwall would get any privileges. He was still concerned at the sale of Coastline houses, rural planning exception sites defaulting from 100% affordable to 50/50% affordable/open market. He was also concerned at schools dropping art/craft/music/drama due to financial cuts. Cornwall was in the bottom 10% for funding per pupil. At Mullion school where the arts were still practised children were happy and got good results in science/maths as well. He was also concerned at the size of roads and the type of traffic trying to use them now and also trying to get funding to prevent further storm damage to Coverack. Cornwall Cllr Julian Rand’s report was noted.

OTHER BUSINESS There was no other business.

NEXT MEETING The next meeting would be held on 26th November at 7.30 pm.

The Chairman closed the meeting at 9.12pm.
