EXECUTIVE SUMMARY

Goose Creek CISD¡¯s Facilities Names Committee met for the first time November 30, 2020. The 42member committee was charged with providing recommendations to the Goose Creek CISD board

of trustees regarding policy for naming or renaming facilities and which facilities, if any, should be

considered for renaming. The current policy was established in CW (LOCAL). The committee met

five times over the course of three months, and concluded the fifth meeting on February 22nd.

Thomas Parent was selected as the chairperson for this committee. Tony Resendez, an attorney with

Walsh Gallegos, assumed the role of Facilities Names Committee facilitator. The Facility Names

Committee has been charged with five specific outcomes, which are included in this report to the

school board.

COMMITTEE OUTCOMES

OUTCOME #1: Develop a pros/cons list for renaming/not renaming a facility.

The Committee generated a list of pros and cons for renaming or not renaming a facility at the 2nd

meeting. After the 3rd meeting, the committee completed a survey to identify the top pros and cons.

The results were shared with the Committee during the 4th meeting. Below is the list of pros and

OUTCOME #2: Provide an estimate on a facility name change, including options and a draft

timeline for phasing in a new name.

The Committee received a presentation from district personnel, including the Director of

Construction, to review the costs associated with changing a school facility. The estimated cost to

rename an elementary school is $15,500-$54,450 per school. A facility cost estimate breakdown was

also provided to the Committee, which included the following: Marquee updates, Mural removal,

Floor logo replacement, interior and exterior building graphics, and miscellaneous. Specific items

would depend on the individual school. The estimated cost to rename a junior school is $63,500 ¨C

$130,000 per school. In addition to the items listed for elementary schools, the following may also

apply to a junior school: gym wall graphics, score board panel replacement, athletic uniforms, and

fine arts uniforms. The estimated cost to rename a high school is $142,500 - $470,050 per school. In

addition to elementary and junior school items above, the following may also apply to a high

school: turf field updates, additional athletic uniforms, and additional fine arts uniforms. The

Committee asked questions and engaged in a discussion about facility costs based on this

information. The cost window would be specified in the event that the school board elected to

rename a facility.

OUTCOME #3: Proposed recommendations or changes (if any) regarding future decisions

about the facility naming process, parameters, and policy.

The Committee reviewed school board policy regarding the naming or renaming of a facility (CW

Local) during the 1st meeting and revisited the policy during the 4th meeting. The Committee then

reviewed various naming parameters and processes from other school board policies throughout

Texas and beyond. The Committee identified which policies should be recommended to the school

board to consider. Committee members voted on each criteria.

1. GCCISD policy states that a district facility should be named for a deceased person who has

attained prominence locally or nationally. Do you believe this policy should be revised or

OUTCOME #4: Proposed list of facilities that should or should not be considered for

renaming.

After the 4th committee meeting, members were given an online survey to identify which facilities

should be considered for discussion with potential renaming recommendations from the

committee. It was determined that if four or more committee members selected a specific facility,

then it would be discussed and voted on by committee members during the following meeting.

Committee members who selected a facility for discussion were instructed to be prepared to

present a case on why that facility would meet criteria to be renamed. Members were given the

opportunity to either not provide feedback, submit written feedback, participate in a group, or lead

a presentation. This process resulted in 11 facilities that were selected for discussion purposes.

Presentations were provided by committee members during the fifth committee meeting.

San Jacinto Elementary and Banuelos Elementary each received four votes. No committee

members volunteered to be a spokesperson and no written feedback was submitted for

either facility.

Alamo Elementary received four votes; Bowie Elementary, Crockett Elementary, and Travis

Elementary received six votes; Austin Elementary and Ashbel Smith Elementary received

seven votes. Presentations were given for and against the renaming of these six facilities

during the fifth meeting.

Green Center received 10 votes. A presentation was given for this facility during the fifth

meeting. There was not a presentation against the renaming of this facility.

Sterling High School received 11 votes. Presentations were given for and against the

renaming of this facility during the fifth meeting.

Lee High School received 18 votes. Presentations were given for and against the renaming of

this facility during the fifth meeting.

Eighteen committee members selected ¡°no¡± to renaming most or all facilities.

An online survey was made available during February 4-14th. Community members, staff members,

and high school students were invited to participate in the survey to provide feedback to the

committee. The survey questions and responses from each target audience is summarized below:
