Michigan Public Health InstitutePosition DescriptionTitle: Victim Rights Grants Management TechnicianEmployee Name: Supervisor: James McCurtis Jr.Duties and Responsibilities:Assist the senior program specialist with preparation of contract documents for the Victim Rights contracts. Complete pre-review of quarterly financial reports from grantees, complete pre-review of quarterly program reports from grantees, complete pre-review of Victim Rights Fiscal Year End reports, and complete a pre-review of contract amendments checking for accuracy, computations etc. Return documents to grantee for clarification or additional information before submission to the program specialist for final approval. The technician helps monitor the Crime Victim Rights assessment reports. Enters data, prepares documents, monitors, maintains a database and follows-up with individual courts for clarification on statistics reported to CVSC.Assists with preparation of the annual forfeiture correspondence for distribution to Chiefs of Police, Prosecuting Attorneys and Sheriffs statewide. Helps victims and participating agencies with the VINEWATCH tool, which is also known as the Michigan Victim Notification Everyday (MIVINE). Prepares and/or edits reports, publications and applications with latitude as to the material to be included; conducts related correspondence. May involve use of microcomputers and related software packages such as desktop publishing, word-processing, and graphics software.Reviews changes in state policy and its impact to operations; writes and revises procedures to accommodate changes and to ensure consistency in form and format.Assist the senior level program specialist in a wide range of grant management tasks including reviewing applications, contract amendments and reports for compliance with state guidelines, and may assist in providing project evaluation.Discuss system changes with program specialist to determine if further action is indicated at the policy or procedural level to meet the department’s compliance goals or customer needs.New applications for funding are accepted during a limited time period each year. Compile reviews and monitor financial, statistical and other programmatic data. Conducts interviews by telephone to follow up on complaints, inquiries and concerns and determines if there is a need for further review. Interprets statutes and legislative proposals and their ramifications to inform, update or advise departmental and outside personnel.The technician records assessment information on a monthly basis from 83 Circuit Courts – 996 per year. The technician records assessment information on a monthly basis from 66 Probate Courts – 792 per year, and records assessment information on a monthly basis from 125 District Courts – 1,500 per year.This activity requires entering data, preparing documents, monitoring, maintaining a database and following-up with individual courts for clarification on statistics reported to the Division of Victim Services. This activity may require reminders to courts to ensure submission of assessment reports. Lastly, the FTE would prepare the annual assessment totals for the CVSC Annual Report. Assist with review and maintenance of program specific documentation on the grant system.Assist with preparation of the annual forfeiture correspondence for distribution to 320 Chiefs of Police, 83 Prosecuting Attorneys and 83 Sheriffs statewide. This activity requires follow-up and documentation of responses to be included in an annual report regarding total state-wide forfeiture amounts reported to the Division of Victim Services. The Division of Victim Services does not collect anything in forfeitures; however, we require the bodies that have forfeitures to use 23 percent of it toward promoting Crime Victim Rights to the community.Other duties as assigned.Qualifications/Requirements: Education: Possession of a high school diplomaExperience: One year experience commensurate with similar activities. Recent experience working in or with a Michigan victim assistance agency is required. Experience working with grants management systems is preferred.Important Skills and Characteristics: Excellent verbal and written communication skills are required. Excellent interpersonal skills are required. Skills and abilities related to use of grants management systems. Skills commonly associated analysis, preparation of contract documents, reviewing quarterly financial reports and reviewing assessment reports. Skills and abilities commonly associated with experience in a victim rights program or other confidential client setting is desirable. Recent and significant skills and abilities gained from working in or with a Michigan agency receiving victim rights funding is highly desirable.Work Environment and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment of <50 lbs. Standard office environment. May require valid vehicle operator’s license where needed to perform duties of the position.
