Please refer to the Department of Communities’ Grants and Funding web page to access the application form.Contact should be made with the Senior Grants Officer, Department of Communities, to discuss your project proposal before completing the application form.Applications close at 4pm, Thursday 26 October 2017. Please allow up to 8 weeks for your project to be considered by the department. About the ProgramThe Department of Local Government, Sport and Cultural Industries is committed to enhancing local government capacity.Local governments face increasingly complex social issues, as well as the need for modern facilities and services. The facilitation of a partnership approach to community development can assist to manage these challenges. This is particularly important in many regional areas of Western Australia where remoteness, limited economic opportunities, low population density and an aging population create specific challenges.Local governments wishing to apply for funding are encouraged to attend the Community Development workshops. The workshops provide practical guidance on matters such as forming and maintaining successful partnerships with community sector organisations and better use of community facilities to improve local government efficiency. Program outcomesLocal governments have an enhanced understanding of community development.Local governments have an understanding of the benefits of community development in building community well-being.Local governments have an understanding of their role in community development.Local governments are able to engage effectively with community groups from the not-for-profit sector to enhance services to members of their community.Local governments deliver services that better meet the needs of their community.Local governments establish partnerships with community organisations. Local governments use existing resources to enhance community development.What is covered by the grantFunding of up to $20,000 per project is available to country local governments to undertake community development initiatives involving best practice in community development, working in partnership with the not-for-profit sector, and engaging the community in service design.**Please note all grants are to be acquitted by 30 June 2018. If the program/project is not completed by 30 June 2018, a progress to date report will need to be submitted with the final acquittal.Funding may be used for:Costs directly related to project delivery including:Equipment/venue hireMinor administration costs such as postage or phonePublication costs of materials produced through the projectResource materialsPublicity, communications and marketing costsFacilitation or other workshop related costs.Funding may not be used for:Projects that do not focus on community developmentRecurring maintenance or operational costs of existing programs or facilities.Interstate and overseas travelPurchasing capital items, infrastructure and/or equipmentProjects that duplicate an existing or similar project or service within the community or that could be funded through other sources, including other Department of Local Government, Sport and Cultural Industries’ grant programsRetrospective fundingActivities that involve commercial ventures or fundraising activitiesRevisions to Integrated Planning and Reporting documents or legislative requirements of the local government.Assessment criteriaEach application will be assessed against the following criteria:An identified need for the initiative within the community.Demonstration that the project will achieve the grant program outcomes.Demonstration that the proposed project will align to the local government’s Strategic Community Plan and will benefit the community.Demonstrated use of community development principles in the design and delivery of the project, including the active involvement of community members.Evidence of a range of partnerships with community organisations who are actively involved in the project planning and delivery. Evidence of sound planning and demonstrated ability to manage the project.The requested grant amount is reasonable given the aim of the project, number of participants and expected outcomes (value for money).Ongoing benefits for the community after the Community Development Grant is spent. Priority will be given to joint applications between two or more local government authorities that can demonstrate the impact across multiple local government areas, through partnership and collaboration to achieve economies of scale.Who can applyLocal government authorities located in regional Western Australia.More than one application may be submitted per local government, however, priority will be given to ensuring a range of local governments benefit from the program.Who cannot applyFunding is not available to:local government authorities or organisations located within the Perth metropolitan arealocal government authorities or organisations located within the Indian Ocean Territoriesfederal and state government agenciesindividualscommunity sector (not-for-profit) organisationsprivate or commercial for-profit anisations that have not provided an acquittal and/or evaluation from previous Department of Local Government, Sport and Cultural Industries’ grant or program funding, in accordance with the agreed time frames, are ineligible to apply to this program until the required documentation has been submitted. Please contact the Department if there are any queries about the organisation’s acquittal status.How to applyStep 1Contact the Senior Grants Officer, Department of Communities, on (08) 6551 8700 or at grants@dlgc..au, to discuss your project proposal prior to submitting an application for this program.There is no question too big or too smallStep 2Download the application form and complete all sections of the document with respect to the proposed project.Step 3Before submitting an application for assessment, take a moment to complete the checklist at the end of the application form to ensure that all application criteria have been met and all relevant information and attachments have been included.Step 4Applications can be submitted to the Department of Communities, via the following means:Email (preferred):grants@dlgc..auPlease ensure that a scanned copy of the signed declaration is included with email submissions. If it is not possible to include a scanned copy of the signed declaration, please post the original copy to the Department within five working days.Please note, as there is a limit to the size of attachments that can be accepted by email, supporting documents can be sent via post where required. Should you not receive an acknowledgement, please contact the department by telephone or email to confirm that your application has been received.Assessment and notificationPlease allow up to 8 weeks from the closing date for advice regarding the outcome of your application.Applications will be reviewed against the assessment criteria outlined in this document. All organisations that apply for funding will be notified in writing of the outcome of the submission.Successful applicantsSuccessful applicants will be required to enter into a negotiated grant agreement with the Department of Local Government, Sport and Cultural Industries. This agreement will detail the obligations of both parties including, but not limited to, funding and payment details, reporting requirements, agreed project outcomes and activities, and acquittal conditions. Funding will be provided to successful applicants upon the execution of this agreement.Once the project is complete, a final report must be submitted to meet acquittal requirements and finalise all obligations of the organisation.
