DEPARTMENT OF JUSTICE INVESTS ABOUT $85.3 MILLION IN GRANTS TO ADDRESS SCHOOL VIOLENCE

WASHINGTON - In 2018, Congress passed the Student, Teachers, and Officers Preventing School Violence Act of 2018 (or STOP School Violence Act). Among its provisions, the STOP School Violence Act of 2018 authorizes the Department of Justice to manage grant programs that support states, local governments and federally recognized Indian tribes to prevent and reduce school violence.

The STOP School Violence Act also authorized the Office of Justice Programs and the Office of Community Oriented Policing Services to develop grant programs that provide funding to enhance school safety. These funds are used to develop or improve school safety projects, such as enhancing school threat assessment efforts, as well as to implement technological solutions that improve reporting of suspicious activity in and around schools. This program also helps states create and enhance State School Safety Centers.

This year, OJP's Bureau of Justice Assistance awarded nearly $53 million via three separate funding opportunities required through the Act, while COPS awarded nearly $32.5 million through its School Violence Prevention Program.

BJA's STOP School Violence Technology and Threat Assessment Solutions for Safer Schools Program ($29.5 million)

BJA awarded 68 local governments, federally recognized Indian tribes and public agencies nearly $29.5 million to directly help schools by providing school administrators, staff, students and first responders with the ability to use threat assessments, crisis intervention teams, and anonymous reporting technology. The funds are also used to create or enhance State School Safety Centers.

BJA's STOP School Violence Prevention and Mental Health Training Program ($17.3 million)

An additional $17.3 million was awarded to 43 state and local governments, federally recognized Indian tribes, and public agencies to provide multi-disciplinary training programs to school personnel and students (including volunteers, counselors, coaches and school resource officers) with the intent to prevent and respond to mental health crises that may precipitate violent attacks on school grounds.

The training will address critical issues such as bullying, addiction and interpersonal violence through education sessions in consultation with school violence researchers, licensed mental health professionals, social workers, teachers, principals and other school personnel.

BJA's STOP School Violence Training and Technical Assistance Program ($6 million)

BJA also awarded nearly $6 million to Regents of the University of Michigan to provide training and technical assistance to existing and future STOP School Violence grantees. This grantee will also provide information to BJA, COPS and the criminal justice community on the subject of school violence and school safety, while also serving as a resource and training center for information and research about national and statewide school safety initiatives.

COPS' School Violence Prevention Program ($32.5 million)

For a second year, COPS provided funding to improve school safety through violence prevention. This year, COPS awarded about $32.5 million to 103 school and school districts. These funds will provide K-12, primary and secondary schools up to 75% funding for the following school safety measures:

? Coordination with law enforcement; ? Training for local law enforcement officers to prevent student violence against others and

themselves; ? Metal detectors, locks, lighting, and other deterrent measures; ? Technology for expedited notification of local law enforcement during an emergency; ? Any other measure that the COPS Office determines may provide a significant

improvement in security.
