TUNKHANNOCK BOROUGH COUNCIL July 2, 2020Monthly MeetingPresident Robert Robinson called the Monthly Meeting of the Tunkhannock Borough Council to order in the Borough Building, 126 Warren Street, Tunkhannock, PA at 7:38 p.m. following the Public Hearing. He led those in attendance in the Pledge of Allegiance to the Flag. Present were: Mayor Stacy Huber; Council Members: President Robert Robinson, Vice President Ben Barziloski, Ronald Coolbaugh, Dan Gay, Charles Mead, Lisa Tesluk, Ruth Vincenti, David Wiggins and Borough Manager Dawn Welch. Others present were: Sue Barziloski, Marshall Davis, Ned Slocum, Wyoming County Reporter Williams, and Chief Carpenter.On motion by Dan Gay, seconded by Ben Barziloski, move to adopt 2020-3 an ordinance amending the Zoning Ordinance. Ron Coolbaugh voted no; Chas Mead voted present. Motion carried 7-1.On motion by Dan Gay, seconded by Ben Barziloski, move to adopt 2020-4 an ordinance amending the zoning map along with the map. Ron Coolbaugh voted no; Chas Mead voted present. Motion carried 7-1.President Robinson thanked Woods, Welch, Litwin, Gay, Barziloski, Wiggins, and the Planning Commission for all the work they have done on this.On motion by Lisa Tesluk, seconded by David Wiggins, move to approve June 4, 2020 minutes. Motion carried unanimously.On motion by Ben Barziloski, seconded by Lisa Tesluk, move to authorize payment of the bills. Motion carried unanimously.Public Privilege of the Floor: Marshall Davis wanted to know when Northeast Marcellus would be finishing the project and moving the heavy equipment. Manager Welch was to check into this. (Tunas said they are finishing up a deal with UGI for paving on Harrison, then they will be up.)Finance and Administration Committees: N/ATransportation and Streets Committees: Chairman Robinson reported that the cleanup went well, collecting 47.54 ton of refuse.Impact Fees, Act 13: $33,197.07.UGI Phase II was summited to Milnes Engineering Incorporated.Building and Property Committees: N/ARiverside Park Committee: Stacy Huber reported things are going well.Police Committee:Chief Carpenter presented a summary of the Police Report for the Month of June. Note: a copy of the report is on file in the Police Department. Mayor Huber: N/AChairman Wiggins reported the committee met June 17th at 1 p.m.On motion by David Wiggins, seconded by Ronald Coolbaugh, move to authorize Premium Motors to remove rust and apply an undercoating for the trailblazer for $550.00. Motion carried unanimously.On motion by David Wiggins, seconded by Ronald Coolbaugh, move to hire Mathew McDonald as a part-time officer. Motion carried unanimously.On motion by David Wiggins, seconded by Ronald Coolbaugh, move to ask the Civil Service Commission about lowering the hiring age from 21 to 19. Motion carried unanimously.Planning & Zoning Committees: N/ACouncil of Governments (COG): Chairman Barziloski reported the next meeting is scheduled for August 11th at 6p.m.at the Lemon Township Building. Other Business: Council Privilege of the Floor: Dan Gay thanked Ned, Wyoming County Chamber, and the Tunkhannock Business and Professional Association for giving this opportunity and looks forward to what can happen in downtown Tunkhannock.On motion by Ben Barziloski, seconded by Dan Gay, move to adjourn the meeting at 8:15p.m. Motion carried unanimously.
