Mr. Jarvis has extensive experience helping health plans and health care providers redesign their organizations to achieve better health for the populations they serve, better care for individuals, and reduced costs. He has contributed articles to publications and is co-author of two books on health care system redesign.??Mr. Jarvis has been a certified public accountant in the State of Washington and a member of the American Institute of Certified Public Accountants since 1982. Currently, he is focusing on health care reform to help ensure that the needs of persons with mental health and substance use disorders are addressed as reform unfolds. This includes working with states, health plans, regional authorities, and at a national level to develop to strategies that align the mental health and substance use safety net systems with general health care reform efforts. Prior to consulting, Mr. Jarvis worked in senior financial management positions in health care and social services provider organizations in Washington and Michigan.?190502540 Dorn Schuffman, MA, OPEN MINDS Senior Consultant, brings with him over 30 years of experience in behavioral health care administration. As director of the Department of Mental Health in Jefferson City, Missouri, Mr. Schuffman managed the department’s $1 billion budget, helping to assure the continued availability of services during a period of significant state revenue reductions, serving in both Democrat and Republican administrations. He developed the blueprint for redesigning the state’s Medicaid program for substance abuse, mental illness and emotional disorders, and developmental disabilities as part of the Missouri Medicaid Reform Initiative. Mr. Schuffman served as director of the Division of Comprehensive Psychiatric Services in Jefferson City, securing and maintaining JACHO corporate accreditation for the division and its hospitals. In this position, he significantly expanded community services for individuals affected by severe mental illness through Medicaid Rehabilitation and Targeted Case Management options. Mr. Schuffman also serves as senior consultant responsible for managing Missouri's Primary/Behavioral Health Care Integration Initiative, a multi-year initiative designed to bring the Community Mental Health Centers and Federally Qualified Health Centers safety net systems together while improving access to primary care for individuals with severe, disabling mental illness and integrating behavioral health consultants into primary care teams. Mr. Schuffman received his master’s degree in philosophy from the University of Missouri and completed his undergraduate degree at Augustana College.Target Audience: Agency Executives and Senior LeadersCost: $35.
