right-91260200 TERMS OF REFERENCEINDIVIDUAL CONSULTANTMOBILE SOFTWARE DEVELOPMENT CONSULTANTHEALTH SERVICES SUPPORT PROGRAM (HSSP)MINISTRY OF HEALTH LOAN NO.: TT-L1039BACKGROUND The Government of the Republic of Trinidad and Tobago and the Inter-American Development Bank (IDB) entered into a loan agreement for the TT-L1039 – Health Services Support Program (HSSP) for a period of five years August 12, 2017 to August 11, 2021.The Health Services Support Program (HSSP TT-L1039) aim to prevent and control non-communicable diseases among adults and prevent and control risk factors among primary and secondary school students by strengthening the delivery of integrated primary care services; implementing behavior change programs and policies; ensuring Human Resources for Health (HRH); and enhancing Health Facilities Investment ManagementThe Programme is comprised of the following four components:Component 1- Implementation of NCD Prevention and Control Plan: The objective is to reduce the morbidity and mortality from NCD’s by increasing screening early identification and treatment of NCD risk factors, as set out in the NCD Prevention and Control ponent 2 – Execution of the Human Resources for Health PlanComponent 3 – Implementation of an e-Health Information Management System (e-HIMS)Component 4 – Strengthening of Health Facilities Investment Management In March 2020 the Loan Contract was amended with an Amendatory Contract including support for the National COVID 19 response given the declaration of COVID 19 as a Public Health Emergency of International Concern and the link between COVID 19 and NCDs as both a risk factor and impact. Accordingly, this Consultancy is concerned with Component 2 Implementation of Human Resources Plan of the loan program; activity/ WBS 2.11 Health care personnel recruited for the COVID-19 treatment centers and seeks a software developer individual consultant to develop, implement and manage software specific to supporting the health response to COVID 19 specifically mobile applications to disseminate health information, manage testing, quarantine and vaccination programme management including patient interaction. 2. OBJECTIVES2.1 General Objective To develop and support the entire application lifecycle (concept, design, test, release and support) for the dissemination of health information, and provide a range of service provider patient interaction health management platforms for identified health priorities e.g. NCDs and COVID 19. This will involve mobile apps to schedule appointments for tests, record and provide test results, manage test results over time etc and for COVID managing quarantine orders per client and vaccination scheduling etc. Specific ObjectivesCreate, maintain, and implement/publish the source code that makes up the application/ program (s). Create applications and user experiences that are simple and engaging: including coding, testing, monitoring, debugging, improving applications, security and developing mobile experiences that work across various platforms (phones, tablets, etc.) in collaboration with product, design and user teams.SCOPE OF SERVICES, TASKS AND EXPECTED DELIVERABLESConduct software requirement assessmentReview available software system specifications based on defined requirements and recommend best suited software, software modifications or developmentDetermine and provide specifications for the procurement of any required ICT hardware and or software to support the development, implementation and management of MOH mobile health applicationsSupport the entire application lifecycle (concept, design, test, release and support)Develop and deploy a Mobile application(s) using android and iOS platforms in collaboration with various users and beneficiaries i.e. health system and care teams, clients/patients, public audiencesEstablish implementation and management systems and manage periodic review meetings, liaise with product development team to plan new features and Design interfaces to improve user experienceSensitize and train personnel and ensure the deployment of the system to test server and live server to manage and support applications e.g. upload information, respond to public, run analytics etc Document user manual(s) and the final system implementation report(s) that will include the maintenance plan. Training of Ministry of Health Staff on administration of the application. This certification will be an asset.General ExperienceMinimum of three (3) years in software development, Android and iOS application programsMinimum of two (2) years’ experience in design and development of database systems like MSSQL and NoSQL Relevant/Specific ExpertiseDeveloped and managed at least one mobile application or assisted in the development and management of at least two (2).Experience with RESTful APIs and mobile libraries for networking, specifically (Retrofit, axios, Alamofire, etc);Experience with third-party libraries and APIs;Experience with OOP design principles;Experience with Backend as a Service eg.
