Message from the Higher Education Program Manager

Happy New Year Emergency Management Higher Education Academics & Friends!

It's 2020! It's hard to believe it's 2020. I remember growing up in the early 80s and thinking about what life would be like in the year 2020. Would we be like the Jetsons or Star Trek? Would we all have robots? Would we take our meals in pellets? Would we have personal aircraft? Well, it's not exactly where my imagination took me then, but life has change dramatically! Even since my first `emergency management' event of Y2K- things have changed. I would say today more people have access to further emergency management knowledge than ever before. Every event we learn, we document, we discuss, we share, we debate, and we focus on what we can do better. We think about what emergency managers need to know and figure out how we can learn and teach it. This discipline is ever evolving- just this week I received a message inquiring about the development of emergency management as it relates to space and extraplanetary colonization. I expect in the next 40 years the emergency management academic discipline will be interesting, exciting, challenging as topics emerge, life and systems change.

As our year begins, we are fortunate to welcome Ms. Lisa Lofton as the new branch chief responsible for activities that engage academic programs and education within the National Training & Education Division (NTED). She comes to us with 30 years of experience working for FEMA. For the seven years prior to joining us, she served as the senior policy analyst for the National Preparedness Directorate. In this position she led the collaborative development of a strategic framework with senior leaders, and their regional counterparts, who oversee 490 personnel and $321 million annually to help people prepare for disasters. In prior FEMA position she researched and designed plans to increase preparedness for national security emergencies, reviewed legislative requirement, developed resources for the National Advisory Council, the FEMA Administrator and other agency leadership. She has a meta view of the highest levels of FEMA

strategy and will be able to help ensure that education requirements and academic capabilities are integrated and coordinated to support FEMA mission activities.

Ms. Lofton has served as a branch chief for the National Preparedness Assessment Division & the National Exercise Division. Her support and knowledge of the operational environment brings a rich perspective for us to discover additional opportunities for the emergency management academic discipline community of practice to engage. In her new role, she will provide leadership and support to the FEMA Higher Education Program (HiEd), the Center for Homeland Defense & Security (CHDS), the National Domestic Preparedness Consortium (NDPC) and the Continuing Training Grant (CTG). We will also continue to work closely with the National Training and Education System ((NTES) team within the National Training & Education Division. The HiEd team is excited to learn and grow with our new leadership and look forward to her meeting many of you at the upcoming 2020 Emergency Management Higher Education Symposium!

SoTL Focus Group at the AERA Conference Application Opportunity, January 22, 2020, 2:00 pm ? 3:30 pm ET The Scholarship of Teaching and Learning (SoTL) Special Interest Group (SIG) is soliciting interested participants from the Emergency Management and Homeland Security higher education community to apply for a special project targeted at improving teaching and learning in the disciplines. The project includes the development of three teams that will each produce a publishable manuscript around an issue that seeks to inform the delivery of HS/EM education.

The teams will attend the American Education Research Association (AERA) conference in San Francisco, CA (April 17-21) and attend a mix of sessions that both inform the work of the group and contributes to personal professional enrichment. In addition to attending conference sessions, meetings of the teams or full group will occur through the course of the conference. Applicants must commit to conference attendance, additional team meetings, and pre and post-conference collaboration on a manuscript.

Disaster Resilience Design Syllabus, January 28, 2020, 2:00 pm ? 3:30 pm ET The FEMA Higher Education Program has collaborated with Dr. Gavin Smith of North Carolina State University to support the development of a sharable syllabus to enable faculty to integrate disaster resilient design into emergency management curricula offerings.

This webinar presentation will focus on a description of the disaster resilient design syllabus to include a discussion of the: 1) purpose and process of developing the syllabus, 2) goals and objectives, 3) class flow, readings, cases & project, 4) exercises and discussion questions and 5) assessment and evaluation.

Dr. Smith will provide an overview of the resources he developed, which include a course slide deck and instruction guide and share other relevant resources on the topic of disaster resilience design.

Special Interest Groups (SIGs). FEMA's Higher Education Program encourages the organization of SIGs to support the increased exchange of knowledge in specific areas and applications of emergency management education. A SIG will provide a forum within the higher education community to bring together people who have a common curiosity, serving as a focal point for community development. SIG members can potentially become involved in co-authoring/researching and serving as mentors to students and as subject-matter experts to practitioners. Registration Now Open: 2020 National Earthquake Conference (NEC) () - March 4-6, 2020, in San Diego, CA. The dynamic agenda will feature the first public release of results from a new earthquake scenario and risk study for the San DiegoTijuana region. Developed by experts over the last five years, the scenario will showcase the impacts and consequences of a potential magnitude 6.9 earthquake on the Rose Canyon fault that runs through the San Diego harbor. The scenario will open the conference and is sure to be one of the highlights along with findings/lessons learned from the Ridgecrest earthquake (July 5, 2019), and the aftershock sequences.
