WHAT IS NEW FOR 2017 THAT MAKES THE SIMPLIFYING HIS WORKSHOP IMPORTANT?

A new version of the Hospice Item Set (HIS) is scheduled for implementation April 1, 2017. Version 2.00.0 is an updated version that includes seven new HIS items, and one modified item. In addition to the new HIS items, two new Hospice Quality Reporting Program (HQRP) measures have been added: Hospice Visits When Death is Imminent & Hospice and Palliative Care Composite Process Measure. Non-compliance with timeliness thresholds for HQRP HIS reporting will result in a 2% payment penalty in APU.

Confidential and Public reporting of Hospice Quality Data will also occur in 2017. A CMS Hospice Compare Web site is expected to be available in the late summer of 2017, and public reporting of an quality rating system that gives each hospice a rating of between one and five stars is expected in the future. Two new reports are now available as Confidential Provider Feedback Reports–Hospice-Level Quality Measure (QM) Report and Hospice Patient Stay-Level Quality Measure (QM) Report within the CASPER application. These QM reports allow hospice providers to specify a reporting period and view their own quality data at both the hospice level and patient-stay level.

All of these CMS initiatives require hospice providers to collect and submit accurate and timely HIS data, based on clear and objective published guidance. Hospices cannot afford to not know the rules regarding HIS. This Simplifying HIS webinar provides an overview of the HIS data set use, including instruction on accurate data collection and timely submission to CMS to avoid inaccurate quality reporting and payment penalties.

Dorene “Dodie” is an Adult-Gerontology Certified Nurse Practitioner with a Master’s Degree in Nursing Administration. She has worked in clinical and administrative roles in hospice and home health, and has managed business development and physician alignment for oncology and surgical services in a multi-hospital system. She was a founding board member of the Hospice Nurse Certification exam, developing content and testing for construct and content reliability. Dodie is a Senior Associate Consultant with OASIS Answers, Inc., providing content expertise and management support to the CMS Hospice Quality (HIS) Mailbox and OAI’s CMS Home Health Contracts.
